Starting with the analysis of social rights, their emergence, their international and national protection, their nature, their characteristics and their effectiveness, the limits of the immediate requirement of social rights are identified, analyzing the "reserve of the possible" and the "minimum core obligation", advocating the assertion that quality basic education would be the "minimum of existential minimums", along with a vital minimum, widely recognized. In this scenario, identifying the effectiveness of social rights and the limits of the immediate requirement of these rights, we analyze the limits of the social retrocession resulting from the economic crises. / A obra tem por objeto o estudo dos direitos sociais, seus efeitos, seus possíveis limites e restrições, principalmente decorrentes dos momentos de crise econômica. Iniciando-se pela análise dos direitos sociais, seu surgimento, sua proteção internacional e nacional, sua natureza, suas características e sua eficácia, identifica-se os limites da exigência imediata dos direitos sociais, analisando-se a “reserva do possível” e o “mínimo existencial” dos direitos sociais, propugnando-se pela afirmação de que a educação básica de qualidade seria o “mínimo dos mínimos existenciais”, ao lado de um mínimo vital, largamente reconhecido. Nesse cenário, identificada a eficácia dos direitos sociais e os limites da exigência imediata desses direitos, analisam-se os limites do retrocesso social decorrente das crises econômicas.
