The amount of time required during the contracting process from the solicitation of bids through contract award can be significant. Two of the main problem areas are evaluating the contractor’s proposal and completing the negotiation process. The SNAP system was developed to simplify Negotiations with Automated Pricing using the microcomputer. SNAP can track three separate positions during negotiations and provide hour/dollar summaries for each of these positions by cost account, lot, department, and Work Breakdown Structure (WBS). Evaluation worksheets and department summaries can be produced to provide the evaluators with different perspectives of the same work effort. SNAP will also price the hours/dollars associated with any or all of the positions, with and without burdens, by Contract Line Idem Number (CLIN) and/or lot at any time during the negotiation process, allowing the negotiator to compare the negotiated price to the available budget. SNAP makes available to the evaluators and negotiators a variety of reports which, when actively used during the contract evaluation and negotiation process, may achieve additional cost savings as well as decrease the actual amount of time required for negotiations.

O sistema pode assumir duas configurações: a primeira, com finalidade de gravar dados em uma fita K-7, a segunda, tendo a função de simular a unidade de fita
K-7, pertencente ao microcomputador em teste, permitindo desta maneira, que o programa do micro seja carregado diretamente do HP para a sua memória. Um software foi concebido para atender as funções de controle e operação do sistema. A considerável redução no tempo requerido para testar o micro e para gravar s fita K-7, bem como, a confiabilidade adquirida na gravação e a versatilidade do sistema, são apontadas como as principais vantagens obtidas por este trabalho. / [en] This paper describes a system that can test a microcomputer, part of a satellite navigation equipment. It has a minicomputer HP 2114A as the main element. The system has two configurations. The first on that permits writing programs on the cassette tape and the second, tah simulates the digital tape transport which is part of the microcomputer. The second configuration is also capable of loading a program into the micro directly from the HP memory. A software was developed to control and operate the system. The reduction of the time required to test the micro and record a cassette tape, as well, the reliability and versatibility of the system, are the main advantages obtained.
