With the DoD acquisition of programs and projects becoming increasingly expensive, it is imperative that the method or measure for determining value for a particular project, real or conceptual, be identified and used enterprise-wide. The form of analysis known as the Knowledge Value Added (KVA) methodology, KVA will evaluate the Office Force Transformation Wolf-PAC / Stiletto concepts. This thesis will explore two distinctly different areas which demonstrate the KVA method's use and benefit: 1. The use of the KVA method to find improvements in a Command and Control (C2) process, and 2. To demonstrate the increase value that the Stiletto ship brings to littoral operations (i.e., Mine hunting). The resulting values will be compared in varying notional scenarios to assess potential improvements for knowledge processes. This method of analysis will demonstrate how a reengineered process, resulting from the KVA method, enables organizations to maximize knowledge creation and production capacity.

In this thesis, I present examples of non-adherence to Just War Doctrine and challenge whether the theory ought to be adhered to at all. My research is based on nation to nation and nation to international actor wars and addresses all three tenets of the Just War Doctrine: Jus in bello, Jus ad bellum and Jus pos bello. My writings suggest that since Just War Theory has not been adhered to in entirety within the last 100 years, standing by the theory may, in itself, be irrelevant. This theory was created to make addressing, committing and ending war the gravest of all man's acts, so severe in nature that there is no room for error. In fact, during the research of this thesis, a war that was fought justly according to tradition was not found. And, because Just War Doctrine decreed that in order for a war to exist justly, all tenets must be followed, this thesis has provided considerable evidence that for the last 100 years Just War Doctrine has not been adhered to and with the changing dimensions of warfare by terrorists, state and rogue actors, and increased interconnectedness through Globalization, Just War may never be relevant as it was in the early years of establishment. / US Air Force (USAF) author.

This thesis investigates the effects of resource strains on the United States Air Force Weapons School (USAFWS). Highly regarded as the Combat Air Force's (CAF) Center of Excellence, the USAFWS is responsible for producing a weapons officer who is finely tuned in the skills of communication, integration of joint forces, large force mission planning, training plan development, and tactical leadership. The CAF demands a weapons officer who is highly skilled and possesses traits and values above the norm. The USAFWS has translated these objectives into an exemplary standard that pervades the institution, its graduates, and thus the CAF itself. During this period of transformation and global war (circa 2005), the CAF is continually seeking ways to "do more with less." This thesis provides a framework for assessing whether this is continually possible without adversely affecting the USAFWSâ s training standard. The graduate can be seen as a product of objectives (ends) plus training concepts (ways) plus resources (means). All three components are rigorously examined. Everything under the USAFWS's control has been optimized, leaving the shrinking pool of resources as a contentious but unavoidable problem.
