A spatially integrated approach for tourism planning and marketing in rural mountainous areas : the Montagu region

Thesis (MA)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: The aim of this study was to identify marketable tourism products in rural mountainous regions, specifically the Montagu region. These products could stimulate economic growth, because it would provide the means for integrated regional tourism planning and improved marketing strategies. An integrated approach was adopted, implying that environmental, economic and entrepreneurial components were considered in the research. The environmental component refers to the identification and spatial location of existing and potential tourism resources. The economic component involves the selection and combination of resources for the construction of specific tourism packages. The entrepreneurial component refers to consideration of the opinions of the local community. The gathering of environmental data involved the identification of potential tourism resources in rural mountainous regions. Economic data was collected through a questionnaire survey among tour operators, tour brokers and marketers to determine which resources should be grouped together to create marketable tourism products. Data selection on entrepreneurial matters involved a survey among farm owners to determine their perceptions with regards to agri-tourism. Analysis of the data encompassed the creation of a spatial data base by using the raster capabilities of Geographical Information Systems (GIS). Each thematic layer in the data base represented the approximate location of a specific tourism resource in the Montagu region. Values were then allocated to different layers according to the importance of each resource within a specific tourism package (average rating as determined by tour operators, brokers and marketers). This enabled the creation of a map for each type of tourism package, as well as a regional map showing the spatial location and concentration of highly rated tourism resources. It was found that, by following this process, the spatial representation of resource preferences for specific packages did not reveal as much variability as would be expected. This was due to the tendency that certain resources were consistently rated highly important for inclusion, notwithstanding the type of package. It was also due to the fact that a number of resources, irrespective of its rating, sometimes occurred in areas with close proximity. However, these maps still provided a good spatial representation of important resources, making it useful for the production of marketing brochures on specific packages. The regional map is useful for tourism planning and marketing in the region as a whole. It gives a spatial interpretation of the geographical concentration of important tourism resource areas in the region. It also facilitates the identification of specific areas where highly rated tourism resources occur, but where tourism has not yet been developed to its full potential. The collection and analysis of environmental, economic and entrepreneurial data made it possible to determine which resources are required to construct marketable tourism products. Ultimately, important tourism resource areas in a specific rural mountainous region were identified through a scientific process of quantification and map production. / AFRIKAANSE OPSOMMING: Die doel van hierdie navorsmg was om bemarkbare toerismeprodukte in landelike, bergagtige streke te identifiseer, meer spesifiek die Montagustreek. This dissertation examines Elizabeth Robinson Montagu's relationships with three men: her husband, Edward Montagu; George Lyttelton, first baron Lyttelton; and William Pulteney, earl of Bath to show how these relationships were structured and how Elizabeth Montagu negotiated them in order to forward her own intellectual interests. Montagu's relationship with her husband Edward and her friendships with Lord Lyttelton and Lord Bath supplied her with important outlets for intellectual and political expression. Scholarly work on Montagu's friendships with other intellectual women has demonstrated how Montagu drew on the support of female friends in her literary ambitions, but at the same time, it has obscured her equally important male relationships. Without discounting the importance of female friendship to Montagu's intellectual life, this study demonstrates that Montagu's relationships with Bath, Lyttleton, and her husband were at least as important to her as those with women, and that her male friendships and relationships offered her entry into the political sphere. Elizabeth Montagu was greatly interested in the political debates of her day and she contributed to the political process in the various ways open to her as an elite woman and female intellectual. Within the context of these male friendships, Montagu had an opportunity to discuss political philosophy as well as practical politics; as a result, she developed her own political positions. It is clear that contemporary gender conventions limited the boundaries of Montagu's intellectual and political concerns and that she felt the need to position her interests and activities in ways that did not appear transgressive in order to follow her own inclinations. Montagu represented her interest in the political realm as an extension of family duty and expression of female tenderness. In this manner, Montagu was able to forward her own opinions without appearing to cross conventional gender boundaries.

The development of the Cape Colony during the 'forties and early 'fifties last century is, indeed, a fascinating study. And as one aspect of it, a critical study analysis of the public career of John Montagu, while he was Colonial Secretary at the Cape, is of particular interest. For, by tracing the influence of his office in relation to the changing political, social and economic structures of the colony, it is hoped some contribution will be made to the knowledge of the period. Thus, the present thesis is, in part, an examination of the duties and responsibilities of the Colonial Office; but more particularly, it is an examination of how Montagu, who virtually dominated the Cape scene for almost a decade interpreted these duties and responsibilities. By concentrating, then, on his role in the civil administration and political management of colonial affairs, other aspects are revealed. The authority of the Colonial Office, which had through the years become a sort of government 'archives', was developed to such an extent, that every memorandum issued by it seems to set the tone for government policy. More. The very fact that Montagu was, time and again, left in charge of civil affairs at the Cape, while it reveals the dominant native problem and the vital question of defence, accounts also for the patenalism in government. The most important primary sources for this study have been the British Parliamentary Papers on Cape Affairs, the Cape of Good Hope Blue Books, Government House Records and the relevant minutes of the Executive and Legislative Councils. The Annual Almanacs of the Cape proved to be invaluable; they contain a wealth of information on the institutions of government, central and local, as well as the most indispensable returns for all the many services at the Cape.
