Intuitively, most datasets found on governmental Open Data portals are organized by spatio-temporal criteria, that is, single datasets provide data for a certain region, valid for a certain time period. Likewise, for many use cases (such as, for instance, data journalism and fact checking) a pre-dominant need is to scope down the relevant datasets to a particular period or region. Rich spatio-temporal annotations are therefore a crucial need to enable semantic search for (and across) Open Data portals along those dimensions,
yet -- to the best of our knowledge -- no working solution exists. Several institutions collect statistical data about cities, regions, and countries for various purposes. Yet, while access to high quality and recent such data is both crucial for decision makers and a means for achieving transparency to the public, all too often such collections of data remain isolated and not re-useable, let alone comparable or properly integrated. In this paper we present the Open City Data Pipeline, a focused attempt to collect, integrate, and enrich statistical data collected at city level worldwide, and re-publish the resulting dataset in a re-useable manner as Linked Data. The main features of the Open City Data Pipeline are: (i) we integrate and cleanse data from several sources in a modular and extensible, always up-to-date fashion; (ii) we use both Machine Learning techniques and reasoning over equational background knowledge to enrich the data by imputing missing values, (iii) we assess the estimated accuracy of such imputations per indicator. Additionally, (iv) we make the integrated and enriched data, including links to external data sources, such as DBpedia, available both in a web browser interface and as machine-readable Linked Data, using standard vocabularies such as QB and PROV.
Apart from providing a contribution to the growing collection of data available as Linked Data, our enrichment process for missing values also contributes a novel methodology for combining rule-based inference about equational knowledge with inferences obtained from statistical Machine Learning approaches. While most existing works about inference in Linked Data have focused on ontological reasoning in RDFS and OWL, we believe that these complementary methods and particularly their combination could be fruitfully applied also in many other domains for integrating Statistical Linked Data, independent from our concrete use case of integrating city data.

Previous issue date: 2014-09-02 / FACEPE / Recentemente, diversas iniciativas surgiram com intuito de fortalecer a transparência da
administração pública por meio da publicação de dados na Web, conhecida por Dados Abertos
Governamentais. Esse tipo de iniciativa permite que os cidadãos permaneçam informados sobre a
gestão do governo, permitindo acompanhar a administração pública, de modo a contribuir com o
aumento do poder de fiscalização do cidadão.
A publicação de Dados Abertos é geralmente realizada por meio de sistemas para catalogação
de dados, tais como: a Plataforma Comprehensive Knowledge Archive Network (CKAN).
Além dos catálogos de dados, as Application Programming Interface (APIs) e Web services também
podem ser utilizados para facilitar o acesso aos dados. Apesar do grande número de iniciativas que
visam fornecer dados na Web, ainda não há um consenso sobre a melhor maneira de cumprir esta
tarefa.
No entanto, independentemente da estratégia escolhida, é importante que os processos
utilizados para publicar dados na Web e manutenção destes dados se realizem de forma automática e
de modo que cada uma das suas atividades possam ser reproduzidas quando for necessário. Neste
contexto, este trabalho propõe uma abordagem Restful API, com base em um conjunto de Web
services para facilitar a publicação e o consumo de dados abertos. / Recently, several initiatives have emerged with the aim of strengthening the transparency
of public administration by publishing data on the Web, known as Government Open Data. This
type of initiative allows citizens to remain informed about the government’s management, allowing
monitoring the public administration in order to contribute to the increase of citizen oversight power.
Data Open Publication is generally carried out by means of systems for cataloging data
such as: a Comprehensive Knowledge Archive Network Platform (CKAN). In addition to the data
catalogs, Application Programming Interfaces (APIs) and Web services can also be used to facilitate
access to the data. Despite the large number of initiatives aimed at providing data on the Web, there
is still no consensus on the best way to accomplish this task.
However, regardless of the chosen strategy, it is important that the processes used to publish
data to the web and maintenance of these data are carried out automatically and so that each of its
activities can be reproduced when necessary. In this context, this paper proposes a Restful API
approach, based on a set of Web services to facilitate the publication and consumption of open data.

The aim of this diploma thesis is a detail description of current possibilities and ways of storing open data. It focuses on tools and database systems used for storing linked open data as well as on the selection of such systems for subsequent analysis and comparison. The practical part of the thesis then focuses on the comparison of selected systems based on a selected use case. This thesis introduces the fundamental terms and concepts concerning linked open data. Besides that, various approaches and formats for storing linked open data (namely file ori-ented approaches and database approaches) are analyzed. . The thesis also focuses on the RDF format and database systems. Ten triplestore database solutions (solutions for storing data in the RDF format) are introduced and described briefly. Out of these, three are cho-sen for a detailed analysis by which they are compared with one another and with a rela-tional database system. The core of the detail analysis lies in performance benchmarks. Ex-isting performance oriented benchmarks of triplestore systems are described and analyzed. In addition to that, the thesis introduces a newly developed benchmark as a collection of database queries. The benchmark is then used for the performance testing. The following systems have been tested: Apache Jena TDB/Fuseki, OpenLink Virtuoso, Oracle Spatial and Graph a Microsoft SQL Server. The main contribution of this thesis consists in a comprehensive presentation of current possibilities of storing linked open data.

This thesis deals with the issue of open data. The aim is to introduce to reader the currently very popular topic. Linking these data together gives us more advantages and opportuni-ties, however a large number of open data datasets are published in the format that cannot be linked together. Therefore, the author put great emphasis into his work on Linked Data. Emphasis is not placed only on the emergence, current status and future development, but also on the technical aspect. First, readers will be familiar with theoretical concepts, principles of Linked Open Data, expansion of open government data in the Czech Republic and abroad. In the next chapter, the author aimed at the data formats RDF, SPARQL language, etc. In the last section, the author introduce to readers the tools to work with Linked Open Data and design sample application using the Linked Open Data. The benefit of the whole work is a comprehensive view of the Linked Open Data both from a theoretical and from a practical part. The main goal is to provide to readers quality introduction to the issue.

This thesis deals with problems of eGovernment and Open Data in Czech Republic and other countries. The thesis is divided into four main parts. The first of them describes the eGovernment in Czech Republic, its history, contemporary conditions and the closest future in forms of Strategies and Action Plans which is the Government dealing with at the moment. Second part brings the comparison of eGovernment in Czech Republic and other European Union countries according to different maturity Indexes and then with Great Britain in services coverage. The third part describes the characteristics of Open Data. There is also comparison of Open Data in Great Britain, current activities in Czech Republic and in EU and what kind of restrictions and risks does the Open Data brings for the future development. The last part is focused on design of methodology of analysis and selection of data for publication in open data format including confirmation in form of application the methodology on one legal authority of public service. The first of the main objectives is to define the Open Data in relation to eGovernment. Second objective is to analyze the risks and limitations in public authorities' data publishing in open data format. The third objective is to propose a solution methodology publication of open data governance. The final aim is the verification of the proposed methodologies in public administration data publishing. These objectives were achieved by studying a large number of information sources, discussions with experts on the given topic and a detailed analysis of the current situation in the particular public body. The contribution of this work is primarily a holistic view of eGovernment and Open Data, including an assessment of the current situation in the context of other EU countries, and in the design and verification of a methodological framework for the analysis and selection of data in the field of publishing open data governance.

The aim of this thesis is to choose the proper measurement system for evaluating the performance of the LTE mobile networks based on long-term measurements. The thesis describes mobile network LTE, its architecture and introducts the Quality of Service in the LTE. In the next part are studied the known measurement methods and furthermore, there is proposed a solution in the form of long-term measurement. This measurement uses the mobile phone application Open-RMBT, which stores the measurement results into the database on the chosen server. The following part focuses on the issue of choosing a suitable mobile device for the measurement, then it describes a pilot testing and the followed run of the long-term measurements. In the last part is introduced the interractive application to plot graphs. Measurement results are discussed in the conclusion.
