A Lei de Diretrizes e Bases da Educação Nacional 9394/96, ao propor a organização do ensino em ciclos e o regime de progressão continuada, introduz importantes modificações nos sistemas de ensino e nas práticas de avaliação adotadas nas escolas brasileiras. No Estado de São Paulo, toda rede está sob essa forma de organização desde 1998. Com base no exposto, foram definidos como objetivos da pesquisa: investigar junto à equipe pedagógica, professores e funcionários as concepções e práticas associadas à organização do ensino em ciclos; quais valores permeiam as práticas avaliativas escolares e constituem o ambiente avaliativo da sala de aula; que relação é possível identificar entre o ethos escolar e as práticas avaliativas; quais dificuldades podem ser identificadas nessa relação e como são eventualmente superadas. A pesquisa foi realizada em uma escola de ensino fundamental da rede estadual paulista; os participantes foram professores, equipe pedagógica, e funcionários. De acordo com os objetivos propostos, foi adotado o referencial teórico-metodológico da pesquisa qualitativa. Os procedimentos de pesquisa envolveram: observação, entrevistas e análise documental. O conjunto de dados analisados permitiu concluir que: a concepção de ciclos é polissêmica e muitas vezes imprecisa, predominando, na prática, a concepção de oposição ao sistema seriado e dilatação/flexibilização do tempo; há movimentos de resistência e adaptação à desseriação e à não-reprovação; dificuldades estruturais relacionadas às condições de trabalho dificultam uma prática efetiva de avaliação processual e formativa. / When the National Law of Education Directives and Base lines 9394/96, proposes the organization of education in cycles and the regime of continued progression, it introduces importante changes in the education systems and in the evaluation practices adopted by the Brazilian schools. In the State of São Paulo, all the group of schools are under this way of organization since 1998. Based on these statements, it was possible to define the research objectives: investigating together with the pedagogical team, teachers and employees, the conceptions and practices associated to the organization of education in cycles; which values are in the evaluative practices and constitute the evaluative ambiance of the classroom; which relation it is possible to identify between the school ethos and the evaluative practices; which difficulties may be identified in this relation and how they are eventually overcome. The research was done in a public state school of São Paulo, in the middle school level, the participants were teachers, pedagogical team and employees. According to the proposed objectives, it was adopted the qualitative research, as a methodological and theoretical reference. The research procedures involved: observation, interviews and document analysis. The data analysis allowed to conclude that: the conception of cycles is polissemic and most of the times inexact, predominating, the conception of opposition over the serial system and dilatation/flexibility of time, there are movements of resistance and adaptation to the non-serial system as well to the non-repproval; structure difficulties related to working conditions make it difficult to have an effective practice of evaluation, processual and formative.

A trajetória da educação formalizada em instituições escolares, ao longo da história, passou por diversas transformações e reformas. A partir dos anos 1990, no Estado de São Paulo, tomou-se a iniciativa de empregar nas escolas a organização do ensino em ciclos, ou seja, a mudança dos anos escolares concebidos em séries para ciclos de ensino, juntamente com a progressão continuada dos alunos ao final de cada ciclo. Com a implantação dessa medida, houve uma nova referência para a elaboração das avaliações. Elas passaram a ser realizadas por sistemas padronizados, externos ao ambiente escolar. Nessa medida adotada, as avaliações externas, tendo em vista a exposição dos resultados obtidos pelos alunos transformaram a escola em palco de competitividade, tanto entre professores e alunos, como entre escolas diferentes, numa busca constante de obtenção de notas: uma compreensão precária do fazer pedagógico. A adoção dos ciclos pretendia enfrentar o fracasso escolar observado nas décadas anteriores a sua implementação (devido aos baixos rendimentos escolares dos alunos, ao alto índice de reprovação, à evasão escolar, entre outros fatores), servindo como uma alternativa eficaz para a questão dos processos de ensino aprendizagem nas escolas. No entanto, a forma como foi implantada tal medida, acabou gerando um clima de ansiedade e insegurança em todos os envolvidos no processo educacional em relação ao rumo que a própria aprendizagem deveria tomar. A reprovação assume dentro das instituições escolares um caráter histórico, uma vez que, embasados nessa lógica, muitos professores acreditavam manter sua figura de autoridade perante os alunos. Considerando que a função avaliativa foi compartilhada com os sistemas de avaliação externos, e que esse fato trouxe implicações para a autoridade docente, foi estabelecido que: o objetivo geral desta pesquisa é analisar como são desenvolvidas as práticas avaliativas em sala de aula e suas relações com a autoridade docente em três escolas públicas estaduais do interior paulista. Os objetivos específicos são: descrever e analisar como os professores desempenham suas práticas avaliativas em sala de aula; conhecer e analisar como professores, coordenadores e diretores concebem as funções da avaliação da aprendizagem e como as relacionam com sua autoridade profissional; identificar, descrever e analisar dificuldades no âmbito escolar em relação à avaliação da aprendizagem, assim como as respectivas formas de enfrentamento de tais dificuldades. O fato de o regime de ciclos com progressão continuada ter sido implementado simultaneamente em todo sistema de ensino paulista é um indicador importante de que há similaridades que perpassam toda a rede. Por essa razão, foi utilizado o estudo de casos cruzados. Os procedimentos de coleta de dados foram: observação participante, entrevistas e análise documental. A pesquisa foi realizada em três escolas públicas estaduais paulistas. Os participantes foram professores, coordenadores e diretores. A análise preliminar dos dados, referente às implicações das avaliações externas para o trabalho pedagógico e para a autoridade docente, indica grandes divergências entre as concepções e as experiências do corpo docente das escolas pesquisadas, evidenciando, também, que a compreensão ou a adesão ao discurso acadêmico não está diretamente ligada ao fazer pedagógico no cotidiano escolar. / The history of formalized education in the schools, throughout history, has undergone several transformations and reforms. Since 1990, the State of São Paulo, undertook the initiative in schools to employ the organization of education in cycles, that is, the change of the school year in a series designed for education cycles, along with the continued progression of students at the end of each cycle. The implementation of this process, there was a new reference for the elaboration of the assessments. They began to be performed by standardized systems outside the school environment. At the adopted method, the external evaluations, in order to present the results obtained by the students, transformed the school into a place of competition, both among teachers and students, and among different schools in a constant search for getting grades: a precarious understanding of teaching. The adoption of cycles o teaching intended to tackle school failure observed on prior decades before its implementation (due to low-income school students, the high rate of failure, truancy, among other factors), serving as an effective alternative to the issue of processes teaching and learning in schools. However, the way such method was implemented, it has generated a climate of anxiety and insecurity in all those involved in the educational process according to the direction that learning process itself should take. The failure assumes into educational institutions a historical character, once, based on this idea, many teachers believed maintain their authority representation before the students.Whereas the evaluative function was shared with the external evaluation systems, and the implications that this fact brought to the teaching authority has established that: the general purpose of this research is to analyze how assessment practices are developed into the classroom and their relations with the teaching authority in three public schools in São Paulo.Therefore the specific goals of the present study are: to describe and analyze how teachers perform their assessment practices in the classroom, understand and analyze how teachers, coordinators and directors conceive the evaluation as learning and how they relate it to their professional authority, identify, describe and analyze difficulties in the school in relation to assessment of learning as well as their ways of coping with such difficulties.The fact that the method of continued progression cycles have been implemented throughout the education system in São Paulo is an important indicator that there are similarities which are through the entire network. For this reason, we used the crosscase study.The procedures for data collection were participant observation, interviews and documentary analysis. The survey was conducted in three public schools in São Paulo state. The participants were teachers, coordinators and directors. Preliminary analysis of data regarding the implications of external evaluations to the pedagogical work and the teaching authority, indicates large differences between the conceptions and experiences of the group of teachers from the surveyed schools, also pointing that the understanding or the accession to the academic speech is not directly linked to the teaching in school life.

Key to effective leadership development for multinational companies in Japan in the eye of the beholder

<p>In today&rsquo;s global, dynamic, and uncertain business environments, the need for developing leaders and managerial talent throughout the organization is increasingly evident, especially for multinational companies. While the important role of job assignment for leadership and managerial development has been well recognized, there is no aligned, comprehensive global leadership development model. This study focused on understanding leadership development assignments and experiences of successful Japanese managers who are functioning in for-profit multi-national Western companies in the consumer products industry in Japan. A sequential explanatory mixed method design incorporating phenomenological interviews was used to first explore work-related strengths and developmental experiences and key competencies of 24 high performing managers working in the consumer goods industry, representing three different companies. 6 individuals were selected to participate in the phenomenological interview process. </p><p> Key findings from phase 1 research among 24 respondents are (a) while challenging job is the most effective method for leadership development, that alone cannot always develop effective leaders, and (b) effective leaders have more number of challenging assignments and work experiences. Phase 2 research, phenomenological interview was conducted among 6 most effective leaders selected based upon 360 feedback survey results. There were 3 types of developmental experiences those effective leaders found very effective: (a) business challenges, (b) interpersonal and cultural challenges, and (c) developmental relationship. Key findings from phase 2 research are (d) effective leaders have experienced dual challenges from key developmental work&mdash;both business challenge and interpersonal (or cultural) challenges, (e) they possess both business skills and interpersonal skills, (f) they have learned and strengthened both business management and interpersonal skills through overcoming challenges on the job, (g) they have a positive and open mindset and positive attitudes toward new challenging, learning and achievements, (h) they have learned through self reflection during and after developmental experiences. Of note, all of them have had a significant learning and influence from their boss(es) in their career. </p><p> Incorporating the findings from this research, I recommend a systemic leadership development approach that integrates challenging assignments with reflective learning, skill development supports, 360 feedback, and thorough performance review system, involving boss. </p>

An investigation into the effects of winning the Malcolm Baldrige National Quality Award on the performance of hospitals/healthcare systems

<p> The efficiency and efficacy of the U.S. healthcare system has been in question for decades. We spend more per capita than any other industrialized nation while consistently realizing inferior health outcomes for our population as a whole when compared with many industrialized nations. In 1965, the proportion of U.S. gross domestic product (GDP) attributed to healthcare was approximately 6%. Today, the share of GDP spent on healthcare by the United States is almost 18%. This number is 5% higher than the next two countries, the Netherlands and France (spending 12.0% and 11.8% of their GDP on healthcare respectively) according to the Organization for Economic Co-operation and Development (OECD). The proportion of GDP spent on healthcare in 2020 is estimated to reach 20%, with the nation's increasing healthcare expeditors reducing resources available for other worthy government programs, eroding wages, and undermining the competitiveness of U.S. industry. </p><p> This dissertation explores longitudinal outcome data for Malcolm Baldrige National Quality Award recipients in healthcare in the dimensions of patient outcomes (mortality, complications and patient safety), as well as hospital financial and efficiency measures (average length of stay, expense per discharge and profitability). Source data from Truven Health Analytics (formerly Thomson Reuters) are used to evaluate changes in level, immediacy/latency and trend in the years prior to versus the years after becoming a Malcolm Baldrige National Quality Award recipient. In support of the hypothesis, being a recipient of the Malcolm Baldrige National Quality Award in healthcare explains slight enhancements in clinical outcomes, while hospital financial and efficiency measures all showed overwhelmingly positive operating results.</p>
