Magíster en Estudios Internacionales / Este estudio tiene por objeto identificar, bajo un enfoque constructivista, los desafíos que se presentan en la gestión de una transferencia en Cooperación Internacional Sur-Sur en Latinoamérica, por medio del análisis de la Primera Fase (2009) de Cooperación Chileno-Paraguaya en la transferencia del Programa Chile Solidario hacia el Paraguay (Paraguay “Säso Pyahu”). Empleando una metodología cualitativa y en una doble dimensión exploratoria-descriptiva, el estudio hace uso de fuentes primarias (análisis bibliográfico/documental, entrevistas y cuestionario a autoridades de Chile y Paraguay) y secundarias, que permiten concluir que: la presencia de fragilidades institucionales de un país receptor de cooperación, incluyendo el grado de madurez de las estructuras institucionales vinculadas a la transferencia en cooperación internacional, tanto del país demandante como del oferente, y, acuerdos o voluntades políticas que en uno y otro país muchas veces superan el ámbito de la cooperación, plantean dificultades que desafían la institucionalidad de ambos países, así como la necesidad de un proceso de construcción conjunta de cooperación y transferencia. En ello, se inferirá: la necesidad de fortalecer antedichas institucionalidades; la necesidad de un claro conocimiento de las limitaciones y posibilidades reales de cooperación y transferencia, en torno a las cuales se cimenten mutuas expectativas; la necesidad de acuerdos preliminares entre los países cooperantes; y, por tanto, la necesidad de un claro conocimiento de la realidad local en cuanto a las condiciones existentes y las necesarias de asegurar para que una transferencia tenga resultados esperados, siendo monitoreable y verificable.

Terrorism, diasporas, and permissive threat environments: a study of Hezballah's fundraising operations in Paraguay and Ecuador

Approved for public release, distribution is unlimited / Increased focus on the TBA after Hizballah-linked bombings in Buenos Aires (1992) and the Argentine- Israeli Mutual Association (1994), and again after the September 11 attacks in the United States, produced an increased understanding of Hizballah's fundraising operations, but also led Hizballah to shift its fundraising operations to other Latin American locations- to which the location, nature, and extent are largely unknown. This thesis develops a framework to identify where and how Hizballah conducts fundraising operations in Latin America. The focus of analysis is how host-nation characteristics, geo-strategic variables, and diaspora characteristics influence the nature and significance of Hizballah's fundraising operations in Paraguay and Ecuador. Hizballah's fundraising operations in Paraguay are shaped by favorable geo-strategic variables, hostnation characteristics, and diaspora characteristics. Predictably then, Hizballah employs a wide range of fundraising operations in Paraguay producing substantial profits. In Ecuador as well, geo-strategic variables and host-nation characteristics facilitate fundraising operations. More interesting however, Hizballah has likely tailored its fundraising operations to mitigate the influence of unfavorable diaspora characteristics and maximize the potential of favorable host-nation characteristics and geo-strategic variables. This thesis finds that diasporas are valuable to fundraising operations and outlines policy implications for their treatment by governments combating terrorist fundraising operations. / Lieutenant, United States Navy

Promoting sustainability of human livelihoods in the Ñeembucú ecoregion, Paraguay

Paraguay has 35% of its territory covered by wetlands. One of the most important is the Ñeembucú wetland, situated mostly in the Department of Ñeembucú. Human activity in sectors such as agriculture, industry, transportation (roads), and energy (hydroelectric dams), exercise pressure on the environment and natural resources. Wetland conservation in particular needs to be prioritized, and this cannot happen without the involvement of the local community (Local Residents or Campesinos and Ranchers), which currently does not take place. Consequently, implementation of an ecosystem management approach is crucial to maintaining social, economic, and environmental wellbeing. The overall objective of this research project is to promote sustainability of human livelihoods in the Ñeembucú ecoregion, Paraguay, working in partnership with stakeholders in order to balance production with environmental priorities. The principal findings of this research study are presented according to each specific objective it addressed. (1) Determine the socio-economic situation in the Ñeembucú. Campesinos live in a very precarious situation. (2) Assess changes in areas of water bodies and other land cover. Human activities such as drainage, burning and deforestation, are causing a change in the water distribution and the vegetation complexity of the area. (3) Identify general changes in wildlife abundance in the Ñeembucú region with particular emphasis on indicators of ecosystem health. There is a decrease in the wildlife population in the Ñeembucú region. (4) Establish how these changes are associated with cattle and crop production in the San Juan del Ñeembucú District. Ranchers were the main builders of channels and roads. (5) Identify and establish further socioeconomic initiatives with ranchers and farmers that balance production and environmental priorities. There is a lack of networking and joint work among stakeholders. (6) Recommend approaches to enhance sustainability of the ecoregion. The main recommendations are: • Develop an adaptive management plan • Stimulate environmental education to create awareness • Encourage public participation • Create protected areas for wildlife • Support research • Motivate local tourism and create work alternatives • Create a sustainable and regional water management plan for the Ñeembucú Department • Offer government technical support to local producers
