[pt] Um Fundo de Pensão deve casar o passivo atuarial de longo prazo com sua carteira de ativos, de tal forma que se encontre em equilíbrio. Abordar o aspecto dinâmico das reservas matemáticas é peça fundamental para a construção do Asset Liability Management (ALM) nos Fundos de Pensão. Este estudo tem por objetivo apresentar uma análise do modelo estocástico para o passivo atuarial de um Fundo de Pensão, com respeito à variabilidade de três parâmetros de risco utilizados no cálculo das reservas matemáticas: crescimento salarial, inflação e taxa de administração. Com isto, poderá ser desenvolvida a longo prazo uma política de integração entre o ativo e o passivo para os Fundos de Pensão. / [en] A pension fund has to match the porfolio of liabilities with the portfolio of assets to achieve equilibrium in the long term. Analysing the dynamics of pension liabilities is an instrument key for the construction of Asset Liability Management Models (ALM)for pension funds. The objective of the study is to present a sthocastic model of the liability portfolio of a pension fund from the point of view of the variability of three risk parameters used in the calculate of those liabilities: salary increase, inflation and expense rate. In the long term, the objetive is to develop an integrated policy for assets and liabilities in a pension fund.

This thesis is focused on the analysis of pension additional insurance and related pension funds in the Czech Republic. Pension additional insurance and pension funds are part of the pension system, and specifically the third pillar. Characterize the pension system in the Czech Republic, including news of pension reform and compare with selected foreign pension systems. The main task of pension additional insurance is get together funds in the participant's for retirement age. These funds are collected by pension funds, which in turn invest in financial instruments in the financial markets. Generally, pension funds are regulated, which has an impact on their performance. The work is also focused on the confrontation with foreign pension funds, which includes comaprison of performance of pension funds in selected countries, including inter alia through the Sharpe index. Last but not least the thesis is focused on the future and the development of pension funds in upcoming years

Resistance, Continuity, and Change: The New Politics of Pension Reforms in English-Speaking Sub-Saharan Africa.

<p>Pension reform has been on the social policy agenda in many countries across the world since the 1980s. The main debate has been whether to maintain the postwar PayAs-Y ou-Go (PA YG) pension programs or replace them with private pensions known as individual accounts. lnstitutionalists claim that (PA YG) pension programs are impossible to transform because they are not only fraught with interest group conflicts that have adverse implications for the electoral chances of reform-minded politicians, but also because they are popular among voters, and supported by beneficiaries and trade unions. On the other hand, those international political economists studying welfare reforms argue that the structural transformation of PA YG pension systems is possible and driven by a coalition of global policy actors led by the World Bank. Most of the data that informed these theoretical postulations came from OECD and middle-income countries in Latin America and Eastern Europe. The story of pension reforms in Sub-Saharan African (SSA) countries had until now not been factored adequately into the debate.</p><p>This thesis argues that an understanding of pension reforms in SSA countries requires an analysis of both the domestic and international political processes. But this understanding is only possible if the relative role played by domestic and international factors are taken into account and analyzed. Using pension reforms in Ghana since the 1980s as an illustrative case which can inform us about other English-speaking SSA countries, this thesis therefore takes the international level into account, but focuses on the domestic level and argues that domestic politics mattered much more than is assumed by some international political economists in the literature. The thesis affirms aspects of institutionalist arguments, but presents an alternative explanation of pension reforms in SSA that (a) for the first time analyzes the domestic politics of pension reform and (b) casts serious doubts on arguments about the dominant role of transnational actors, while suggests significant improvements to theoretical understandings of pension reform policy processes.</p> / Thesis / Doctor of Philosophy (PhD)

Three Papers on Retirement and Canada's Public Pension System

In three chapters, I focus on how, and which, policy parameters of Canada’s public pension system affect seniors’ labour supply decisions. First, I study seniors’ labour supply responses to a series of reforms in 2012 and 2013 that incentivized many pensioners to extend their working lives; second, I assess how and whether receipt of public pension benefits affects seniors’ retirement timing differentially for those with different past earnings at ages 50-53; and, finally, I investigate older immigrants’ retirement and pension claiming decisions and how these decisions are impacted by permanent residency requirements for benefit eligibility. My analyses were carried out using income-tax and related panel data from the Longitudinal Administrative Databank (LAD), a 20% sample of taxpayers spanning the years 1982-2019 at the time of writing. Approved for public release, distribution is unlimited / The defined benefit (DB) pension system that provides retirement security to 44.5 million Americans faces significant challenges. At the end of 2003, the system was underfunded by $350 billion, there were 82,696 fewer plans then during the system peak (in 1985), and the Pension Benefit Guaranty Corporation (PBGC) responsible for ensuring retirees receive their retirement benefits even after a plan terminates, reported a deficit of $11.49 billion. This thesis examines the challenges facing the DB pension plan system, beginning with an overview of the DB plan system, a review of the different plan types, the benefits received, and funding rules. Next, examining the PBGC, its purpose, its organization, and the role that it plays in the DB pension system. Followed by an identification of the challenges facing the pension plan system, and corporate America's frustrations with the system. Finally, the thesis presents some recent reform proposals, and provides corporate America's response to them. A changing workforce demanding leaner retirement options, plans that allow multiple career changes, provide beneficiaries with lump sum benefits, provide early vesting characteristics, and are easily understood, is challenging the future of the DB plan system. Contributions for pension savings This thesis in the first place deals with the contributions of pension savings and the process of it's administration. The purpose of my thesis is a description, analysis and evaluation method of selection contributions for pension savings. The thesis is based on some new concepts that are associated with administration of insurance. It means that new contributions for pension savings are closer to taxes than to the premiums for social security. The basic source of legislation is Act No. 397/2012 Collection of Laws, about contributions for pension savings (ACPS). This thesis is divided systematically into six chapters. The first chapter is introductory. This chapter defines the aim, the methods of use and literature. The second chapter briefly describes the implementation of the pension reform, focusing on II. pillar, it's current status, proposed changes and possible future developments. The largest chapter is Chapter Three - financing of retirement savings. The starting point for description, analysis and evaluation of the regulation of contributions is Comment to the Act about contributions for pension savings. The third chapter is divided into five parts - Legislation before taking ACPS, approval of new legislation, contributions, administration of contributions...

Les pensions de réversion en France : Equivalent Patrimonial des Droits à la Retraite, impacts des réformes et niveau de vie des pensionné(e)s. / Survivors' pensions in France : Pension wealth, pension reforms impacts and standard of living of pensioners

Cette thèse étudie les pensions de réversion en France en mettant l’accent sur la dimension patrimoniale « implicite» des droits à la retraite. En effet, les droits à pensions constituent une composante de la « richesse »des assurés, appréhendée comme une épargne « implicite » encore appelée équivalent patrimonial des droits à la retraite (EPDR). Après avoir analysé, dans le chapitre 1, la grande diversité des règles d’ouverture et de service de la pension de réversion entre les régimes, ainsi que les différentes logiques sous-jacentes des pensions de réversion entre secteur privé et secteur public, nous montrons, dans le chapitre 2, que l’EPDR évalué est plus important, en moyenne, dans les régimes du secteur public en raison des qualifications plus importantes des conjoints défunts dans ces régimes et des conditions de liquidation des retraites plus avantageuses. Par ailleurs,l’inégalité dans la distribution de cette « richesse de pensions » est moindre que celle généralement observée sur le patrimoine réel des ménages, mais se décompose de manière différente selon l’ancien secteur d’activité du conjoint défunt. Aussi, plusieurs facteurs, autres que la pension de réversion, expliqueraient le niveau de l’EPDR. L’analyse, dans le chapitre 3, de l’impact sur l’EPDR de l’augmentation de la durée d’assurance lors des réformes de 1993 et de 2003 montre une réduction significative de l’EPDR des pensionné(e)s dont le conjoint défunt avait validé au moins 60 trimestres de cotisation, mais était touché par la mesure. Enfin, dans le chapitre 4, nous montrons que les dispositifs de réversion permettent en moyenne aux veuves et aux veufs de maintenir leur niveau de vie antérieur au décès de leur conjoint, avec toutefois des nuances selon que le défunt était ancien cadre du privé, ancien non cadre du privé ou ancien fonctionnaire civil d’État. / This thesis examines survivors’ pensions in France by focusing on the implicit patrimonial dimension of pension rights. Indeed, pension rights are a component of the wealth of insured persons, considered as an implicit saving also called Pension wealth (PW). After examining in Chapter 1 the wide heterogeneity of rules governing the openness and service of survivors’ pensions between schemes, as well as the logic underlying survivors’ pensions between the private and public sectors, we show, in Chapter 2, that calculated Pension wealth is higher on average in public sector schemes due to the higher qualifications of the spouses deceased in these schemes and the more favorable retirement benefit conditions. Moreover, inequality in the distribution of Pension wealth is smaller than that generally observed on the real wealth of households, but Pension wealth is distributed differently according to the previous sector of activity of the deceased spouse. On the other hand, several factors, other than the survivor’s pension, would explain the level of Pension wealth. In Chapter 3, we show that the increase in the duration of insurance caused by the 1993 and 2003 reforms has significantly reduced Pension wealth for derived pensioners right whose deceased spouse had validated at least 60 quarters of contribution, but was affected by thoses measures.Finally, in Chapter 4, we show that survivors’ schemes on average allow widows and widowers to maintain their standard of living prior to the death of their spouses, although there are differences depending on whether the deceased was a private sector executive, a non-executive wage earner or a civil servant of the State.

This diploma thesis inquires into the system of retirement pensions in Czech Republic which is based on two pillars. The first pillar comprises of mandatory elemental pension insurance which provides for over 94 % of incomes of today's retirees. The second pillar mainly comprises of additional voluntary retirement insurance with benefits and some products of life insurance. Considering actual setting of the pensions system based almost solely on pay as you-go funding (PAYG), though substantially demographically reliant, this situation won't be sustainable in the long term. The main goal of the diploma thesis is to find out approximate retirement pension income for different groups based on different amount of wages and connected drop in income especially considering actual changes which are in effect since October 2011. The crucial part of the thesis is subsequently focused on options for private saving through the third complementary pillar with concentration on development of selected indicators in additional retirement insurance with benefits and calculation of the amount of lifelong pension.
