Zoneamento geoambiental como subs?dio ao planejamento territorial municipal: estudo de caso para Currais Novos/RN

The discussion of territory environmental planning is guided by two directions: at first the environmental elements involved in planning and the another is the implementation of these instruments at the municipal territory. To analyze the planning directed of the municipal territory we consider the fragments of its, represented by country and urban. The master plan inside of the Estatuto da Cidade (City Statute) and the geoenvironmental zoning are directed to territorial environmental planning. Regarding of the master plan the first challenge has been the spacial area that the plan can cover. It is necessary to prepare master plans that could include all the territory. The environmental zoning are directed for the territory totality.In this sense, the geoenvironmental zoning of the Currais Novos was done in the totality of the municipal territory and guided by the environmental physics variables. The geoenvironmental zoning sets in a planning and ordering of the territory instrument based in the landscape analysis. Therefore grounded in the Geosystems‟s Theory this work has like a main objective to propose a geoenvironmental zoning for the Currais Novos Municipality in RN. So, was used an analysis technique suggested for Bardin (2010) and the Currais Novos‟s physical environment characterization through of the fieldwork and cartographic data vectorization, beyond the image‟s treatment SRTM. The geoenvironmental systems definitions were based in the suggestion of Cestaro, et al. (2007) support in Bertrand (1968). For both were identified five geoenvironmental systems: Borborema Plateau, Residual plateau, Chapada da Serra de Santana, semiarid river valley and lagoon valley and eleven geoenvironmental subsystems: Borborema Plateau Western Slope, Isolated Massif of the Borborema Plateau, Residual Crest, Residual Massif, Erosional Scarp of the Chapada, flat top plateau, fluvial plains, temporary river of the semiarid and ornamental water or sluice / Esta pesquisa apresenta o plano diretor e os zoneamentos de cunho ambiental como instrumentos de planejamento e gest?o ambiental, levando-se em considera??o a discuss?o acerca do planejamento ambiental territorial orientada por duas dire??es: as quest?es ambientais envolvidas no planejamento e a aplica??o desses instrumentos no ?mbito municipal. Para an?lise do planejamento voltado ? totalidade do territ?rio municipal, considerou-se fragmentos deste, o campo e a cidade, analisados a luz do planejamento territorial. ? poss?vel perceber que o plano diretor, apresentado no Estatuto da Cidade e os exerc?cios de zoneamento direcionados ao planejamento ambiental s?o instrumentos que em seu bojo trazem as quest?es ambientais territoriais. No que concerne ao plano diretor, o primeiro desafio verificado ? com rela??o ao recorte espacial que o plano deve abarcar, pois ? necess?ria a elabora??o de planos diretores que contemplem a totalidade do territ?rio. J? os zoneamentos de car?ter ambiental s?o claramente voltados para o territ?rio total. Nesse sentido, o zoneamento geoambiental de Currais Novos foi realizado na totalidade do territ?rio municipal e orientado pelas vari?veis f?sicas do ambiente. Esse tipo de zoneamento se configura em um instrumento de planejamento e ordenamento do territ?rio baseado no estudo das paisagens. Desse modo, embasado na Teoria de Geossistemas este trabalho teve o objetivo principal de propor um zoneamento geoambiental para o munic?pio de Currais Novos - RN. Para tanto, foi utilizada a t?cnica de an?lise de conte?do proposta por Bardin (2010) e a caracteriza??o do meio f?sico de Currais Novos atrav?s de trabalho de campo e vetoriza??o de dados cartogr?ficos, al?m de tratamento de imagem SRTM. As defini??es dos Sistemas geoambientais se basearam na proposta de Cestaro et al. (2007) apoiado em Bertrand (1968). Imagining 'environment' in Australian suburbia : an environmental history of the suburban landscapes of Canberra and Perth, 1946-1996

Australia is a suburban nation. Today, with increasing concern regarding the sustainability of cities, an appreciation of the complexities of Australian suburbia is critical to the debate about urban futures. As a built environment and a cultural phenomenon, the Australian suburbs have inspired considerable scholarly literature. Yet to date, such scholarly work has largely overlooked the changing environmental values and visions of those shaping and residing within suburban landscapes, and the practices through which such values and visions are materialised in the processes of suburban development. Focusing on the post-war suburban landscapes of Canberra and Perth, this thesis centralises the environmental, political and economic forces that have shaped human action to construct suburban spaces, paying particular attention to the extent to which individual understandings and visions of 'environment' have determined the shape and nature of suburban development. Specifically, it examines how those operating within Australia’s suburbs, including planners, developers, builders, landscape designers and residents have imagined the 'environment', and how such imaginaries have shifted in response to varying spatial, temporal and ideological contexts. Tracing the shifting nature of environmental concern throughout the mid-to-late twentieth century, it argues that despite the somewhat unsustainable nature of Australia's suburban landscapes, the planning and development of such landscapes has long been influenced by and has responded to differing understandings of 'environment', which themselves are the product of changing social, political and economic concerns. In doing so, this thesis challenges a number of perceptions concerning Australian suburbs, environmental awareness and sustainability. In particular, it contests the assumption that environmental concern for Australia's suburban development emerged with the urban consolidation debates of the 1980s and 1990s, and analyses a range of environmental sensibilities not often acknowledged in current histories of Australian environmentalism. By examining, for example, how the deterministic and economic concerns of differing planning bodies, along with the aesthetic and ecological concerns of various planners, are intertwined with the housing and domestic lifestyle preferences of suburban homeowners, this history brings to the fore the often conflicting environmental ideas and practices that arise in the course of suburban development, and provides a more nuanced history of the diversity of environmental sensibilities. In sum, this thesis enhances our understandings of the changing nature of environmental concern and illuminates the complex, still largely misunderstood, environmental ideas and practices that arise in the processes of suburban development.
