This study analyzes the assets and capabilities of nonprofit organizations under Resource-based theory through literature searches. The questionnaire which focuses on the characteristics of the organization and precinct, hopes to explore a good management model that enables the most efficient use of resources and yields effective management results. Such management model serves to provide guidance and recommendations for the most basic unit of the police authority - Police Station. It is common that the Police Department rotates the chief officer from time to time in order to prevent fraud or to meet the mission requirements. During the time of writing the paper, several police chiefs have rotated their positions. Because each chief has his own management style, the police staff needs to adapt to different ways of management. Unless the rules are written clearly by the higher level of authority, it is often seen that management styles would change as a different police chief is assigned to the position. There are no specifications for a standard management style in the provisions for police officers. Therefore, a chief¡¦s personal management and leadership style leads the police station to either success or faiure. This study concludes that individual stations are better able to achieve good results, implement sound internal controls and build solid relationships among colleagues when the leading officer employs a balanced management style that incorporates various strategies such as discussion, unique approaches based on individual needs, and hierarchical reporting.

The Information-Seeking Behavior of Police Officers in Turkish National Police

A current trend that has emerged as a result of the information age is information-seeking behavior. From individuals to large social institutions, information-seeking behavior is utilized to attain a wide variety of goals. This body of work investigates the information-seeking behaviors of police officers who work in police stations in the Turkish National Police force. The study utilizes Leckie et al.’s (1996) model of information-seeking behavior of professionals. The findings indicated that police officers initially consulted their personal knowledge and experience. Next, officers rely upon their colleagues and then official documents. These information sources were consulted in the context of both conducting tasks and staying current. However, contrary to expectation, they rarely consulted informants. In addition police officers rarely consulted printed journals, libraries, books and attendance at conferences as information sources. The results of this study show that there were significant differences in the information sources used by police officers based on their gender in the context of staying current. On the other hand, there were no significant differences in the context of conducting police station tasks, by gender. Surprisingly, there were no significant differences in the information sources used by police officers based on their educational level. There were significant differences in the use of information sources by age, service years in police stations and service years in policing in the context of conducting police station tasks. Lastly, the results of this study indicated that service years in policing and the roles in police station were significantly correlated with the information sources used by police officers regarding staying current. This body of work offers insight into the factors that guide the information-seeking behaviors of police officers.

Cross-Disciplinary Analysis of Police Reformation and Joint Services of Police Stations in Townships of Penghu County

This research attempts to integrate the combined perspectives of PAM (Public Affairs Management) framework and SJT (Social Judgment Theory) that entails foundational and group analysis of Penghu County, as well as personal objective judgment and value-based subjective judgment. The Township Police Station Joint Services model of civic governance is conceived through cross-disciplinary construct. Through literature review and interviews with experts, as well as analysis of background information, ¡§factual judgment¡¨ (objective) and ¡§value-based judgment¡¨ (subjective) are formulated. Next, discussions are made on the factor of ¡§relationship judgment¡¨, which is based on analysis of interactive management (IM). The resulting findings are summarized in 12 proactive strategies that encompass all stakeholders. Furthermore, interviews provide possible suggestions to decision-makers and management in an attempt to include opinions of all parties involved. The question that begs answering is: do the two sides have more in common, or more in differences; do the people concerned have more prudent ideas, or that the public management possess more experiences and are circumspect in their thinking? Through actual case study of the police department and stakeholders, the process of transforming policy into mechanism of the public sector is analyzed. Finally, key strategies serve as referential variables in SJT, which is used as acknowledgement level of group decisions from a micro-subjective psychological cognition view. Through various deliberations, 12 proactive strategies are conceived that subsequently compare strategic differences between stakeholders and policy-makers through the V-C-S model. The results suggest that cross-disciplinary studies can strengthen execution capabilities of decision-makers in the formulation and implementation of public management policies. Finally, three key strategies were concluded: 1. Determination of leader to strengthen cooperation between police and community; 2. Integration of police resources and implementation in phases; 3. Reach consensus. SJT questionnaires were used to investigate personal understanding and values of decision-makers, and the results indicate that they emphasized the first strategy ¡§Determination of leader¡¨, whereas advisors are inclined toward ¡§Reaching consensus¡¨, showing differences among them. Through cross-disciplinary analysis experimentation, we found that it helps in the definition of problem, formulation of group strategy and consolidation of possible solutions. The results of this research hence recommends interactive management (IM) in all agencies because it aids in the implementation of public policies, encompasses ideas from all angles and aid in the realization of a civil society.

The Post-Occupancy Evaluation of the Physical Service Environment Rebuilding in Penghu County Police

Abstract Police stations are located nationwide, deeply involved with people¡¦s daily life and can be seen everywhere. Whenever people encounter problems, they can easily access to the police stations where the police offer the most prompt services to help solve problems. The scope of police station services often involves urgent matters, and the police are expected to deliver services to the general public to alleviate their anxiety and to provide safety. Hence, the rebuilding of service environment should be appropriately planned to meet these ends. The rebuilding plan begins from external architecture, interior design, to layout should give warmth to people who will have no fear and will not be reluctant to access the police service. To the aspect of improving internal customer-relations, the station should be designed as a comfortable working place to inspire the police officers to have a change of attitude and willingness to render better services for the people. Police administrators should update their knowledge and professionalism when working on a suitable precinct (police) station rebuilding plan. They should also take into consideration police duties, operations, and daily needs. Meanwhile, the public¡¦s needs for space, facility, business-conduct convenience and practicality, reasonable service facility update and upgrade, and warm and friendly environments should also be accommodated in order for them to contact the police and to place trust in them. This research is based on the viewpoints of post-occupancy evaluation, (abbreviated as POE). Focus is placed on the present conditions of Penghu County Police Precinct/Stations after the service environment rebuilding was completed. The study subjects are police officers and the general public. Through analyses of data collected through questionnaire survey and in-depth interviews, the post-occupancy satisfaction level and recognition level are found. Moreover, the open-ended opinions are reviewed for the reference in the future construction and reconstruction of police stations. The study findings show: 1.The satisfaction level of the general public towards police station service environment rebuilding: high satisfaction levels are achieved at the overall environment perceived satisfaction level, technical aspect satisfaction level, functional aspect satisfaction level, and behavior aspect satisfaction level. However, the satisfaction level for case filing through the Internet is the least satisfactory aspect for the public. 2.The satisfaction level of police officers toward police station service environment: the overall environment perceived satisfaction level, technical aspect satisfaction level, functional aspect satisfaction level, and behavior aspect satisfaction level have all achieved high satisfaction levels. 3.Differential comparison between the satisfaction level toward police station service environment rebuilding for the public and the police: in terms of the functional aspect of environment satisfaction level, it is found that the public and the low-rank police officers show significant differences in ¡§convenience of single window application processing.¡¨ In terms of the behavioral aspect of environment satisfaction level, it is found that the people and the low-rank police officers show significant differences in ¡§the recreational furniture laid out in the police station help bring the general public closer.¡¨ 4.The awareness level of the public towards police station service environment rebuilding, on average, is 3.83: It shows that the general public regards the overall environment highly; thus, environment-rebuilding works in this item are supported. 5.The awareness level of police officers toward police station service environment rebuilding, on average, is 3.91: It shows that the police officers have a high recognition level for the overall rebuilding. This study sums up the thorough analysis and conclusions, and proposes valuable policy recommendations for Penghu County Police Bureau in its efforts to promote service environment rebuilding, suggestions are also made for future research.

The Comparative Research between the Efficiencies of the Police Stations of the Police Bureau of the Kaohsiung City Government An Application of the Three-Stage DEA Approach

This research use three phase stage- Data Envelopment Analysis to examine 49 police stations, 10 police precincts of Kaohsiung City Government Police Bureau(KCGPB) from 2003 to 2007 regarding the statistical data of KCGPB. In phase one, using SBM-DEA method analyses the management efficiency and the amount of input and output variable. In second phase, using SFA regression analyses to probe into the environmental variable influencing degree to each police station of KCGPB. In addition, it takes account of the environmental effect and the random interference effect to improve input and output variable. Finally, by way of DEA and Malmguist productivity index, it can measure the relative effects and the productivity change situations between each police station. The model result shows that SBM-DEA can weigh input difference and total output difference at the same time, by the way of using ratio adjustment, it can determine the really administration efficiency of every police station. According to phase one analysis results, 245 DMUs efficiency values are below 1, it is almost 100% of all the DMUs efficiency values and shows that still have very big improvement space. By the regression analysis of phase 2, we know that the environmental parameter will exert an huge influence on input and output difference, in which the most influence is the environmental parameters of violence crime on duty-costs, public services, and real-time solution of criminal cases. After adjustment every DMUs, there are 245 efficiency values getting higher. The amount of getting higher efficiency value is almost 100% of all the DMUs. After adjustment environmental parameter, about 96% change in rank, with 24 DMUs advancement in rank, 23 DMUs degeneracy in rank, and only 2 DMUs unchanged. It shows that 24 DMUs work in unwell environment before adjustment, and 23 DMUs work in well environment before adjustment. It also shows that each police station still exist difference in working environment. Although the whole efficiency of thw police stations represent is not bad, but it still has large improvement space. Furthermore, according to Malmquist model efficiency index analysis from 2003 to 2007 data of all police stations shows that the total productivity element in Sanming First Precinct, Sanming Second Precinct, Cianjhen Precinct, Gushan Precinct, Yancheng Precinct, Zuoying Precinct and Siaogang Precinct are higher than 1, it can attributes to the increasing of technology; Sinsing and Lingya Precincts are lesser than 1, it can attributes to the decreasing of technology efficiency.
