FundaÃÃo Cearense de Apoio ao Desenvolvimento Cientifico e TecnolÃgico / O cenÃrio atual do mundo do trabalho, com sua competitividade globalizada e crescente precarizaÃÃo dos trabalhadores, foi o ponto de partida para esta pesquisa que teve o propÃsito de analisar a atividade dos psicÃlogos organizacionais em empresas de terceirizaÃÃo de mÃo de obra. Tendo a Teoria da Ergologia, de Yves Schwartz, por base, percebeu-se que entre o prescrito do trabalho (aquilo que à solicitado por outrem que o profissional faÃa) e o real do trabalho (como a atividade de trabalho realmente se dÃ) hà uma distÃncia universal, fazendo com que o sujeito realize uma gestÃo do uso de si, por si e pelos outros, em que estÃo implicados sua subjetividade e valores, bem como os valores e normas da prÃpria sociedade. Esse processo de gestÃo ele denomina: dramÃticas do uso de si. Realizou-se entÃo, uma pesquisa sÃcio histÃrica de base qualitativa, na qual se buscou identificar qual o prescrito da atividade do psicÃlogo inserido nessas empresas, bem como analisar como esses profissionais desenvolvem sua atividade na confrontaÃÃo com o real que lhes à dado, ressaltando aà evidÃncias dos aspectos da precarizaÃÃo que compÃem sua atividade de trabalho. Identificou-se, tambÃm, a gestÃo que o sujeito faz de si, por si e pelos outros, de modo a relacionar as re-normatizaÃÃes que perpassam o real da atividade dos psicÃlogos com os valores e normas que atravessam o prÃprio sujeito e a sociedade de trabalho contemporÃnea. Chegou-se a resultados como o fato de que as atividades prescritas para esses profissionais ainda sÃo prioritariamente recrutamento e seleÃÃo de pessoal. Tais atividades sÃo constantemente transpassadas pelas lÃgicas da precarizaÃÃo, que remete à alta velocidade dos processos, à cobranÃa pela produtividade, à busca pelo menor custo e maior lucro, independentemente do compromisso com o ser humano. Notou-se que os psicÃlogos inseridos nas empresas pesquisadas fazem gestÃo do uso de si, privilegiando a lÃgica do mercado em suas escolhas, e que seus valores, por vezes, sÃo condizentes com essa lÃgica. Ante tais evidÃncias, reiterou-se a necessidade de recuperar um compromisso mais crÃtico da aÃÃo dos psicÃlogos, reconhecendo como prioridade o compromisso com o ser humano, onde quer que ele atue. / The present scenario of the world of work, with its global competitiveness and the increasing precariousness of work, it was the starting point for this research that aimed to analyze the activity of psychologists organizational in outsourcing companies, relating them with the characteristics of the contemporary context. Based on the theory of the ergology, of the Yves Schwartz, whose the fundamental concept, that there is a prescribed work (which is requested, by another person, that there is not the professional) and real work (which is how the work activity actually happens), and among them there is always a distance. This fact causes the subject to perform a management use of himself, by himself and others, which are implicate in their own subjectivity and values, as well as the values and norms of the society itself. That process management, Schwartz appoints dramatic use of self. Then, a survey was conduct socio historical qualitative, which aimed to identify the prescribed activity psychologists on such companies, as well as analyze how these professionals perform their activity before the real is presented to them, pointing here evidence of the precarious aspects that compose their work activity. It was identified, also, the management that the subject does himself, by himself and by others, in order to relate the re-norms that underlie the actual activity of psychologists with the values and standard that cross the subject himself and society contemporary work. Came up as a result of the fact that the activities prescribed for these professionals are still primarily recruitment and selection of staff. Such activities are constantly transfixed by the logic of precariousness, which refers to the high speed of the process, the recovery by productivity, the search for the lowest cost and highest profit, regardless of commitment to human. It was noted that psychologists are inserted in the surveyed companies use management itself, emphasizing the logic of the market in their choices, and that their values sometimes are consistent with this logic. Faced with such evidence, reiterated the need to recover a commitment most critical action of psychologists, recognizing the priority of commitment to the human being, wherever they operates.

Atendendo Ãs necessidades de flexibilizaÃÃo da produÃÃo, empresas tÃm minimizado seus quadros de funcionÃrios efetivos e terceirizado parte do processo produtivo. No caso da indÃstria de confecÃÃo, as fÃbricas subcontratam pequenas unidades produtivas, chamadas facÃÃes de costura. Com isso, reagem melhor à sazonalidade do mercado e livram-se dos encargos trabalhistas. Os custos desse processo, entretanto, terminam recaindo sobre as costureiras que atuam nas facÃÃes de costura, pois trabalham geralmente na informalidade, sem benefÃcios trabalhistas assegurados, tendo de lidar com a instabilidade do mercado. Nesta perspectiva, o presente trabalho buscou conhecer, atravÃs da experiÃncia das costureiras, que sentido elas atribuem ao seu trabalho diante das condiÃÃes encontradas nas facÃÃes de costura e como se conduzem frente Ãs formas de relaÃÃes laborais as quais experimentam. As informaÃÃes foram colhidas mediante entrevistas, tendo estas sido submetidas à anÃlise de conteÃdo. Foi possÃvel identificar a construÃÃo de uma lÃgica perversa e enganadora, em que se trocam os direitos trabalhistas pela sensaÃÃo de um trabalho mais liberto que, na realidade, contribui para o agravamento da segregaÃÃo do trabalho feminino em atividades mais vulnerÃveis do mercado de trabalho. A proliferaÃÃo das facÃÃes de costura no setor produtivo da indÃstria de confecÃÃo, notadamente no Distrito Industrial de Maracanaà - CearÃ, confirma as tendÃncias globais de transformaÃÃo da organizaÃÃo do trabalho que trazem consigo a ampliaÃÃo de diversas formas de trabalho precarizado, apoiadas na estratÃgia de subcontrataÃÃo e utilizaÃÃo do trabalho informal. / According to the necessities of flexibilization in production, enterprises have been minimizing his board of effective workers and outsourced part of the productive process. In case of the textile industry, the factories subcontract small productive unities, called sewing factions. With that, they resist better to the market sazonality and get rid of labor taxes and responsibilities. Meantime, the costs of this process falls back on the dressmakers who works in the sewing factions, since they work generally in informality, without labor secured benefits, having to deal with the instability of the market. In this perspective, the present work looked to know, through the experience of the dressmakers, which sense they attribute to his work due to the conditions found in the sewing factions and how they drive themselves in front of labor relations that they experiment. The informations were gathered by interviews, having these been subjected to an content analysis. It was possible to identify the construction of a perverse and deceitful logic, in which the labor rights are exchanged for the sensation of a free work, what in fact contributes to aggravate the feminine work segregation in activities more vulnerable of the labor market. The proliferation of sewing factions in the productive sector of the textile industry, especially in the Industrial District of Maracanaà - CearÃ, confirms the global tendencies in transformation of work organization that brings the enlargement of precarious work, supported by the strategy of subemployment and the use of informal work.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / Esta dissertaÃÃo tem como objetivo apresentar uma anÃlise dos sentidos e significados do trabalho na Coordenadoria da CrianÃa e do Adolescente/FUNCI da Secretaria Direitos Humanos-SDH de Fortaleza/CE, a partir de uma configuraÃÃo das dimensÃes objetivas e subjetivas desse trabalho. Nesse sentido, buscamos, especificamente: circunscrever as reais condiÃÃes de trabalho na FUNCI; apreender as formas de pensar, sentir e vivenciar a prÃpria atividade profissional pelos trabalhadores (as) dessa FundaÃÃo; configurar o padrÃo de gestÃo/controle desses sujeitos; discutir os diferentes posicionamentos dos trabalhadores (as) frente a essa realidade. Para tanto, realizamos uma pesquisa teÃrico-empÃrica, a partir de levantamento bibliogrÃfico, em torno das categorias Capitalismo, Trabalho, Estado e PolÃticas PÃblicas Sociais; da realizaÃÃo de entrevistas com trabalhadores (as) da Coordenadoria da CrianÃa e do Adolescente/ FUNCI; de pesquisas documentais e da observaÃÃo da realidade dessa FundaÃÃo. Este texto foi construÃdo em torno de uma introduÃÃo, 3 (trÃs) capÃtulos e uma conclusÃo. A introduÃÃo trata do delineamento do objeto feito a partir de uma agenda de investigaÃÃo, circunscrita em questionamentos centrais. Nesta seÃÃo faÃo, tambÃm, um relato detalhado sobre a minha experiÃncia profissional na FundaÃÃo da CrianÃa e da FamÃlia CidadÃ/FUNCI no sentido de circunscrever o prÃprio objeto de estudo e configurar neste contexto especÃfico, as diferentes expressÃes de precariedade do trabalho em suas dimensÃes objetivas e subjetivas. No fim desta seÃÃo trato sobre a relevÃncia do presente estudo para o campo social e cientÃfico. No primeiro capÃtulo faÃo uma abordagem sobre as categorias analÃticas desse estudo no contexto da contemporaneidade, sÃo elas: capitalismo; precarizaÃÃo do trabalho; Estado e polÃticas sociais e trabalho precÃrio no campo das polÃticas (pÃblicas) sociais. Nesta seÃÃo, destaco o sub-tÃpico mundo do trabalho na contemporaneidade: reconfiguraÃÃes em meio à precarizaÃÃo, pois nele estÃo consubstanciadas as reflexÃes teÃricas fundamentais desta pesquisa. Neste sub-tÃpico abordo sobre o delineamento contemporÃneo do mundo do trabalho, sobre a precarizaÃÃo do trabalho no decorrer da histÃria do capitalismo e, por fim, trato das novas e precÃrias configuraÃÃes do trabalho nas polÃticas sociais. O segundo capÃtulo trata do processo investigativo desta pesquisa. Para tanto abordamos questÃes referentes aos referenciais teÃrico-metodolÃgicos, Ãs configuraÃÃes e delimitaÃÃes do campo e seus sujeitos e, por fim, Ãs estratÃgias de coleta e anÃlise dos dados. O terceiro e Ãltimo capÃtulo aborda sobre os desvendamentos feitos a partir da pesquisa empÃrica, em um diÃlogo com a bibliografia selecionada para fins deste estudo. Por fim, tÃm-se as principais conclusÃes desta investigaÃÃo. / This thesis features the aim to analyze senses and meanings of the work performed at the Coordination of the Child and the Adolescent/Foundation of the Citizen Child and Family (FUNCI), a branch of the Human Rights Secretariat (SDH) of Fortaleza, state of CearÃ, Brazil, based on a configuration of its objective and subjective dimensions. We specifically seek to: circumscribe the real working conditions at FUNCI; apprehend the ways in which employees think, feel and experience their own working activity; configure the standard of administration/control of these subjects; and discuss employeesâ diverse positions regarding this reality. Therefore, we conducted a theoretical and fieldwork research that comprised of a literature review of the categories Capitalism, Work, State and Social Public Policy; interviews with employees of the Coordination of the Child and the Adolescent/FUNCI; investigation of documents and observation of the daily routine at the Foundation. This text comprises of an introduction, three chapters and final words. The introduction outlines the object based on a schedule of investigation, organized around main questions. Also in this section, I provide a detailed testimony of my professional experience at the Foundation of the Citizen Child and Family (FUNCI) as a way to circumscribe the object of study itself and configure its context and the diverse expressions of work precariousness in its objective and subjective dimensions. Thus I discuss the relevance of this study for the social and scientific fields. The first chapter approaches the analytical categories mobilized in the context of contemporaneity, e.g. capitalism; work precariousness; State and social policies; and precarious work in the field of social (public) policies. In this section, the topic âWork in the contemporary world: reconfigurations in times of precariousnessâ underlies the fundamental theoretical discussions of this research. The section discusses the contemporary outline of the world of work, the unfolding precariousness of work in the history of capitalism and finally takes into account the new and precarious configurations of the work conducted behind social policies. The second chapter outlines the investigative process of this research. We approach questions derived from the theoretical and fieldwork research review, from configurations and outlines of the field and subjects and, at last, from the strategies of data collection and data analysis. The third and final chapter discusses the unveiling that was made possible through fieldwork research, in dialogue with the literature review. Thus follows the main considerations of this investigation.

nÃo hà / O domÃnio analÃtico deste trabalho à a PolÃtica de AssistÃncia Social, concebida como polÃtica pÃblica de estado, com foco na gestÃo do trabalho no SUAS, sob a Ãtica da valorizaÃÃo dos trabalhadores. Esta pesquisa avaliativa tem como campo empÃrico de estudo a Secretaria do Trabalho e Desenvolvimento Social â STDS que coordena e executa a polÃtica de AssistÃncia Social no Estado do CearÃ. Assim, o objeto de investigaÃÃo circunscreve as seguintes dimensÃes sobre o mundo do trabalho no SUAS no Ãmbito da STDS: forma de acesso ao serviÃo pÃblico; vÃnculo trabalhista e remuneraÃÃo; identidade dos trabalhadores do SUAS, enquanto uma nova categoria em processo de construÃÃo; perspectiva da interdisciplinariedade na constituiÃÃo de uma prÃtica socioassistencial para garantir a proteÃÃo social; educaÃÃo permanente como condiÃÃo do exercÃcio da interdisciplinaridade e da formaÃÃo da identidade dos trabalhadores do SUAS. A NOB/RH-SUAS à a referÃncia central para a estruturaÃÃo da gestÃo do trabalho, propondo a valorizaÃÃo dos trabalhadores, contrapondo-se à precarizaÃÃo das relaÃÃes trabalhistas, como expressÃo das transformaÃÃes do mundo do trabalho na civilizaÃÃo contemporÃnea do capital. As bases de sustentaÃÃo teÃrica deste estudo incidem no exame do mundo do trabalho e das configuraÃÃes do Estado no capitalismo, discutindo os seus impactos no SUAS. Para tanto, serÃo trabalhadas bases teÃricas no Ãmbito do pensamento crÃtico, especificamente nos marcos do marxismo, retomando autores contemporÃneos estudiosos das temÃticas em pauta, com destaque para Giovanni Alves e Ricardo Antunes, contemplando formulaÃÃes de Estado a partir da Ãtica de Nelson Coutinho e Claus Off. No campo especÃfico da PolÃtica de AssistÃncia Social e do seu modelo de gestÃo consubstanciado no SUAS sÃo retomadas formulaÃÃes de analistas: Raquel Raichelis, AldaÃza Sposati, Alba Carvalho, Irma Moroni Silveira e Jucimere Silveira. A importÃncia desse estudo està no fato de que a inserÃÃo e situaÃÃo dos trabalhadores do SUAS circunscrevem questÃo atual, que se expressa em dilemas no exercÃcio do trabalho socialmente necessÃrio nas funÃÃes de gestÃo pÃblica e na oferta dos serviÃos socioassistenciais continuados e de qualidade para assegurar a proteÃÃo social. O desenho metodolÃgico circunscreve uma avaliaÃÃo em processo, fundada em uma pesquisa predominantemente qualitativa, articulada com aportes quantitativos. / The domain of this study is the analysis of Social Assistance Policy, which is conceived as a public policy, focusing on the management of work in SUAS, from a perspective of valorization of workers. This evaluative research has its empirical field of study in the Department of Labor and Social Development - STDS - that coordinates and executes the policy of Social Assistance in the state of Ceara. Thus, the object of investigation circumscribes the following dimensions about the workforce in SUAS within the STDS: way of access to public service; employment contract and remuneration; SUAS workersâ identity as a new category in the construction process; an interdisciplinary perspective on the provision of a social assistance practice to ensure social protection; continuing education as a condition for the performance of interdisciplinarity and identity formation of SUAS workers. NOB/RH - SUAS is the central reference to structure the management of work, proposing the valorization of the workers, opposing the precariousness of labor relations, as an expression of changes in the world of work in the current civilization of capital. The theoretical foundations of this study focus on the examination of the world of work and the settings of the state in capitalism, discussing their impacts in SUAS. Therefore, theorists from the critical thinking will be discussed, specially within the Marxismâs framework, giving special attention to those contemporaneous authors such as Giovanni Alves and Ricardo Antunes, contemplating formulation of state from the perspective of Nelson Coutinho and Claus Offe. In the specific field of Social Assistence Policy and its management model embodied in SUAS, analystsâ formulations are included: Raquel Raichelis, AldaÃza Sposati, Alba Carvalho, Irma Moroni Silveira and Jucimere Silveira. The importance of this study is the fact that the insertion and position SUAS workers is a current issue, which expresses itself in dilemmas in the execution of socially necessary work in the function of public management and the provision of good social assistance service to ensure social protection. The methodology circumscribes a review in process founded on a predominantly qualitative research, combined with quantitative input.
