Organizações sociais na saúde: Rio Intransparente / Social organizations in public health system: Rio Intransparente

O presente trabalho tem por objetivo analisar uma das diversas alterações decorrentes da contrarreforma do Estado brasileiro que tem incidido diretamente sobre o campo das políticas sociais: a adoção dos modelos privatizantes de gestão. A despeito do acirramento da questão social e consequente aumento da demanda por serviços sociais, o Estado tem caminhado numa via oposta. Focaliza as políticas sociais, precariza os serviços já existentes e drena recursos da seguridade social para sustentação das altas taxas de juros e pagamento da dívida pública. Somado a isso, para possibilitar a criação de novos espaços lucrativos, o Estado tem reeditado repetidamente diferentes instrumentos de privatização das políticas sociais as Organizações Sociais, as Organizações da Sociedade Civil de Interesse Público, as Fundações Estatais de Direito Privado e a Empresa Brasileira de Serviços Hospitalares processando-se, desta forma, um duplo favorecimento do capital na apropriação do fundo público. Desse modo, conferimos especial destaque às Organizações Sociais, instrumento privilegiado da operacionalização da modernização da gestão da rede de serviços da atual gestão municipal da política de saúde carioca. Buscamos analisar as tendências da alocação dos recursos orçamentários da saúde no Rio de Janeiro (Função Saúde e Fundo Municipal), os contratos de gestão a fim de captar os processos de privatização, focalização e mercantilização da saúde, no período de 2009-2010. Nesse contexto, revelou-se uma profunda falta de transparência nos gastos públicos com a política de saúde carioca que perpassa os recursos destinados ao Fundo Municipal de Saúde, mas também se expressa nos inúmeros repasses financeiros muitas vezes elevados e sem justificativas palpáveis destinados às Organizações Sociais. Desse modo, a efetivação das ações e serviços do Sistema Único de Saúde (SUS) fica relegada ao segundo plano e põe-se na ordem do dia o favorecimento do capital através de uma apropriação cada vez maior do fundo público. / The present work aims to analyze one of the several changes made by the counter reformation of the Brazilian State which have directly affected the social policies: the adoption of the management privatization models.In spite of the worsening of the social question and the consequent increasing of the demand for the social services, the State has taken the opposite direction: it focalizes the social policies, compromises the quality of the existent services and drains resources from the social security in order to keep the high interest rates and the payment of the public debt. Besides, so as to enable the creation of new profitable spaces, the State has repeatedly reissued different privatization instruments of the social policies Social Organizations, Public Interest Civil Society Organizations, State Foundations of the Private law and the Brazilian company of hospital services -, processing, in that way, a double benefit of the capital in its public fund appropriation.For that reason, we give particular attention to the Social Organizations, privileged instrument of the management modernization of the current health care system in the Rio de Janeiro city. We intent to analyze the health resources allocation tendency in Rio de Janeiro city (health function and Municipal Fund), the management contracts in order to understand the process of privatization and focalization of the health care from 2009 to 2010.Given the context, the research showed a deep lack of transparency on the public spending with the Rio de Janeiro city health care, which comes from the Health Municipal Fund and also from several financial transfers to the Social Organizations many times with high values and no valid explanation. This way, the carrying out of the actions and services of the Brazilian Health System is pushed into the background and the capital is benefited into the appropriation of the Fund Public.

Lärarrollen i förändring : En intervjustudie om lärares inställning till en förändrad lärarroll

During the past twenty years, the Swedish school systems have slowly changed to becomemore and more performance-driven. Private schools have been growing in general and, likeindependent schools and schools managed by municipalities, they profile themselves. Schoolsare becoming more performance and result-oriented, which has changed the roles of teachersin a dramatic way and is in general, still changing. By profiling students based on theirindividual performance, schools are able to help students identify themselves and their owngoals. The process of profiling is a slow one in which some teachers adapt more quickly thanothers, and one that is critical for other teachers to learn in order to keep up with the demandsof society.Schools, like ordinary businesses, are in constant competition with each other to keep up withthe newest and greatest models of teaching and to rank among the best in high achievements.Perhaps the downside of this modern school structure is that it is often difficult to have aschool where both school management and teachers see eye to eye. School management must heavily focus on the school’s results as a whole. They rely on the teachers to produce theseresults among their students, which at times creates a heavy burden on teachers. The teachersare expected to have a much larger role, often ones that have to do with advertising for theschool in addition to teaching their students. In order to attract more student applications,school management expects that their teachers follow a curriculum that will produce highscores and grades. This study was done with a secondary school in Stockholm, where four teachers and oneprincipal were interviewed in order to have their opinion of the discussion about teachers newposition in the school as they operate today.
