Utopia unrealised: an evaluation of a consultancy to develop a national framework for police education and training to enhance frontline response to illicit drug problems in Australia

This dissertation presents an evaluation of a funded consultancy that was intended to bring about change in the education and training of police in Australia in response to illicit drugs. Sponsored by what was at the time known as the Commonwealth Department of Health and Aged Care, the ultimate goal of the consultancy was a national framework for police education and training to enhance frontline police response to illicit drug problems. The research used a case study design. Guba and Stufflebeam’s (1970) Context, Input, Process, and Product (CIPP) model was used to organise the presentation of a rich description of the design, development and implementation of the consultancy. Application of this framework enabled illumination of a number of issues related to social policy, change and innovation, and quality improvement processes. The study explores the role of education and training in organisational change and concludes that the potential of external consultancy activity to effect meaningful change in police education, training and practice is limited by a number of factors. Key findings of the study are that while a number of consultancy processes could have been enhanced, the primary determinants of the extent to which a change in police education and training will enhance frontline practice are contextual and conceptual factors. The study reveals that the response of frontline police to illicit drug use is influenced by multivariate factors. The findings of this study suggest that while frontline police are keen to provide solutions to a range of practice issues in response to illicit drug problems, they desire concrete strategies that are well defined and supported by management, consistent with policy and within the law. However, the complexity of police activity in response to illicit drugs; the dissonance between the conceptual frameworks of police and health agencies; and, resistance to what is perceived as externally initiated change in police practice, education and training; were found to be powerful inhibitors of an utopian attempt to enhance frontline police response to illicit drug problems. Using the metaphor of board games, the study concludes that the development of an education and training framework will be of little value in achieving enhanced frontline practice in response to illicit drug problems unless the criteria for enhanced response are made more explicit and seen to be congruent with both the conceptualisation and operationalisation of police roles and functions. Moreover, the study questions the mechanisms through which changes in policy are conceived, implemented and evaluated and highlights a need for greater congruence between evaluation frameworks and the nature of change.

The effectiveness of the process, product and process-product approaches in the development of writing skills in the senior phase

A dissertation submitted to the Faculty Of Education in fulfillment of the requirements for the Degree of Master Of Education in the Department of Curriculum and Instructional Studies at the University Of Zululand, 2018 / The teaching of English First Additional Language in South African schools, towards the development of learners’ writing skills, requires the employment of the process approach (DBE 2011: 10). The Department of Basic Education (DBE) clarifies that when learners write, they will need to use the writing process approach so as to produce coherent sentences without grammatical errors (2011: 36). The aim of this study is to compare and contrast the relative effectiveness of the process approach, product approach and the combination of these two approaches known as the process-product approach, in the development of English First Additional Language (FAL) writing skills in the Senior Phase. Three groups of Grade 8 and 9 English FAL learners, comprising of a sample of 186 learners from Quintile 3 schools in uMhlathuze Circuit Management under King Cetshwayo District were investigated so as to find out if they would develop good paragraph writing skills when exposed to several instructional interventions using any of the three approaches. The analysis of results is based on the Quasi-Experimental design which follows the pre-test-treatment-posttest model using the mixed methodology. It assumes the multi-method strategy as quan+QUAL (the lower case quan- explains the lower priority of the quantitative orientation). Consequently, the quantitative results are used to confirm the qualitative results. Findings of this study proved that when both the process and product approaches are combined and used recursively, and in a complementary manner as the process-product approach, they significantly yield higher results in developing the paragraph writing skills of English FAL learners in the Senior Phase than when each approach is used exclusively.

Peer student group interaction within the process-product paradigm

The main purpose of this dissertation was to relate a study within the framework of Peer Student Group Research to the basic Process-Product Paradigm for Research on Teaching. Information about previous research within this field was given in the chapter on background. A total of 287 peer students at the Department of Education, Umeå University and at the teacher training colleges at Umeå and Luleå participated in this study. Thirty-one students worked individually and constituted a control group. The remaining 256 students were divided into 64 groups. Each group consisted of four students and was videoed during the problem-solving phase (60 minutes). The task dealt with a discipline case in the Swedish compulsory school. This case was discussed on the basis of four different psychological theories. A 2(Content, Group vs. Individual Content) X 2(Cohesiveness, High vs. Low Cohesiveness) X 2(Credit, Group vs. Individual Credit) design was used. A mediating model, i.e. Contribution(Analytical vs. Structural Contribution) X Persistence(Task Persistent vs. Task Non-Persistent Contribution) was used to observe the processes. Two of the videoed groups were analysed naturalistically. The results were measured psychometrically by means of an ANOVA. The ANOVA analysed main effects and interactions between the factors for the four process variables and for the product variable. The results of this study revealed the importance of studying Educational Productivity, i.e. both the process and the product. Furthermore, the study demonstrated that interactions could be discovered with psychometric methods but not with naturalistic methods. On the other hand, the naturalistic method revealed more sensitively how the group members worked and how they attempted to solve their task. The traditional assumption of group work vs. individual work was falsified. Individuals did better than groups on this type of problem. Methodology: This study is qualitative and utilizes an abductive approach where a theoretical framework has been created based on gatherings from a literature study combined with the empirical results based on five semi-structured interviews conducted with both local and global product managers at a large multinational company. Conclusion: This study has successfully identified how a large multinational company works with product deletion decision-making. The conclusion of this study is that the studied company has no formal ways of working with product deletion and that there is currently no way of evaluating a product deletion decision. This study has also identified that the influence that external actors have varies greatly depending on the actor, and the precise amount of influence is impossible to measure.

Entwerfen – Entwickeln – Erleben. Drei zentrale Begriffe aus dem Alltag der Produktentwicklung stehen als Motto über den Beiträgen dieses Buches und sind das verbindende Element zwischen den differenzierten Sichtweisen der einzelnen Autoren zu einem gemeinsamen Gegenstand: Dieser umspannt das weite Feld der Entwicklung und Gestaltung von Produkten von der ersten Idee bis zu deren Benutzung. Dabei ist für den Designer das Ziel allen Entwerfens und Entwickelns das positive Erleben des Produktes durch dessen Benutzer. Ein separater Band, herausgegeben von Ralph Stelzer et al.
