Human Resource Outsourcing Survey Report (Taiwan 2007)

In order to face the dramatic changes of global economy and survive under highly competitive environment, a lot of companies put efforts to decrease production costs and improve customer service in recent years. Many organizations, which will concentrate on their core business and outsource the others, are trying to create simple and flexible organization structure to lower costs and improve working efficiency. Those show that outsourcing, which more and more organizations pay attention to, has become an important issue in these years. Based on current human resource function classification both in Taiwan and other countries, we would like to explore and discuss those HR functions which companies in Taiwan tend to outsource now. We have surveyed 219 companies in Taiwan that included 119 companies which outsourced some HR functions and 100 companies which did not outsource HR functions. The analytical methods, descriptive analyses and Chi-square test, were adopted in this study to help us understand which HR functions those companies choose to outsource. Moreover, we will also discuss what factors they have concerned during the outsourcing decision making, the relationship among company size, industrial field, year of establishment, and HR outsourcing functions, the difficulty they met while HR function outsourcing, outsourcers selection, and the reasons why those companies choose not to outsource HR functions in this study. The result indicates that most companies tend to outsource their HR functions of recruitment and training. The reasons to outsource those HR functions are mainly on cost-effective concerns and organizational core competence development as well. Besides, no significant result shows on the relationship among company size, year of establishment, industrial field and HR outsourcing functions. The main difficulties which those companies meet are that there are not enough qualified outsourcers to choose and they can not keep a good relationship with those outsourcers. While considering the qualified outsourcers, their experience and performance in the past are the major concern which implies that the transaction cost is the important issue for those companies. The dissatisfied outsourcers¡¦ service and the internal important information protection in the company are the main concerns for those who did not outsource their HR functions.

Chinese people and mental health services in Christchurch : provider perspectives

The Chinese population in New Zealand has grown rapidly in recent years, and it has become an important component in New Zealand society. In reality, these Chinese people are likely to be under stress in their new lives, and therefore, at high risk of mental health problems. Moreover, evidence shows that Chinese people are the under-users of mental health services, and that mental health issues among the Chinese population tend to be under-recognised, under-reported and untreated. Therefore, the method of descriptive qualitative study was chosen and semi-structured interviews were carried out to describe how health providers perceive and support mental health needs of Chinese patients in Christchurch. Purposive sampling was used to identify potential participants, namely the health providers, who have experience of working with Chinese people‘s mental health issues. They were recruited from a wide range of health services, including general practice, psychiatry, social work, counselling, project leadership, health promotion, different management roles, nutrition, nursing, and Chinese medicine. Data analysis was assisted by the computer software Nvivo 8, with thematic analysis used to identify themes and sub-themes which emerged from the information of the interviews. From the health providers‘ point of view, migration-related stressors and physical problems all pose risks to Chinese people‘s mental health. Although Chinese clients with mental health problems are not commonly seen in the clinical settings, they do potentially have mental health problems and suffer from these issues, but rarely seek mental health support from mainstream services. The health providers pointed out that although good mental health services and information are offered to local people, the existing health care model and health system do not meet Chinese people‘s mental health needs, due to barriers of language and culture. Under these circumstances, the providers indicated that establishing cultural and linguistic mental health services, and offering education to Chinese people and health providers might be helpful in overcoming cultural barriers, improving low access issues and meeting Chinese people‘s mental health needs. This study also identified a range of mental health problems and some groups among the Chinese population with a high risk of mental health issues, both of which need further investigation.

Pediatric Providers Knowledge on Unintentional Childhood Injury

Background: Unintentional childhood injuries are ranked as the fourth leading cause of death in the United States, with an average of 31 million children each year arriving in hospital emergency departments across the nation with accidental trauma related injuries (CDC, 2016). Pediatric providers are in a key position to assess, identify, and implement interventions to improve the rates of unintentional injuries that occur within the pediatric population. Purpose: This study will examine pediatric providers’ knowledge of injury prevention and practice behaviors regarding educating families and/or caregivers regarding injury prevention, and the frequency that patients and/or caregivers are provided with safety education. Method: An evidence-based educational intervention regarding home and environmental safety measure was delivered during a Phoenix Children’s Hospital “Grand Rounds”. The data was collected using a pre-test and post-test survey to assess providers’ pre-knowledge of unintentional injury and their practice behaviors. Aim 1: (a) assess the knowledge of pediatric healthcare providers regarding home and environmental age-appropriate safety measures for children, (b) determine the practice behaviors of pediatric healthcare providers in educating patients and/or families regarding injury prevention, and (c) examine the frequency that patients and/or caregivers are provided safety education by their healthcare provider. Aim 2: To evaluate the impact of the educational session on provider knowledge regarding unintentional injury in children. Results: The McNemar test was used to analyze changes in providers scores from pre- to post-test. The level of significance was set at 0.05. The McNemar test revealed a significant increase in the providers’ knowledge of injury prevention between pre- and post-test in the following areas: providers’ definitions of injury; providers’ knowledge of the organization that developed the Children Risk Assessment; the approach providers take to educate caregivers about age-appropriate injury prevention measures in the infant/child home and environment; and examination of how often providers assess patient developmental age. Conclusion: The results of the study showed a statistically significant improvement in providers’ understanding of the prevalence of unintentional childhood injuries from pre- to post-test and the importance of providing patients and families with information that aid in their understanding of injury prevention and home environmental safety interventions.
