A pesquisa examina o modelo de comunicação pública adotado pela CBC/Radio-Canada e as principais discussões nacionais e internacionais sobre a missão da mídia de serviço público no século XXI em busca de subsídios à construção de um modelo de serviço público adequado ao Brasil, com sustentabilidade financeira, autonomia editorial e administrativa, gestão profissional e compromisso social. O modelo jurídico-institucional da CBC/Radio-Canada é semelhante ao da Empresa Brasil de Comunicação (EBC), criada em 2008 com a proposta de prestação de serviço público apesar de fortemente ligada ao governo federal. Tal ligação suscita dúvidas quanto à possibilidade de uma empresa de comunicação atrelada ao Estado oferecer conteúdos sem ingerência política, com uma pauta voltada ao interesse coletivo e com gestão profissional, livre de paternalismos. Por meio de revisão de literatura e de entrevistas estruturadas com oito especialistas canadenses em mídia pública, conclui-se, a partir da experiência da CBC/Radio-Canada, que o modelo estatal pode ser eficaz desde que haja vontade política e grande vigilância por parte da sociedade. Mesmo assim, é um modelo imperfeito e vulnerável às alterações do clima político-partidário. Recomenda-se o aperfeiçoamento do modelo por meio de um maior envolvimento da sociedade nos conselhos administrativos e curadores. Conclui-se, ainda, a partir dos novos paradigmas da mídia de serviço público, que, no novo cenário midiático de múltiplas ofertas e múltiplos canais, os investimentos do Estado em comunicação só se justificam se as empresas públicas apresentarem conteúdo distinto do oferecido pelas comercias. Aponta-se como alternativa viável uma aproximação com os movimentos sociais e a transformação das emissoras públicas em fóruns plurais e democráticos de debate sobre temas coletivos e polêmicos negligenciados pelas grandes redes. / This thesis presents an assessment of the CBC/Radio-Canada´s public service broadcasting model and the main national and international discussions on the mission of the public media at the 21th century in search for contributions to the establishment of an adequate model for the Brazilian public media which will be able to guarantee financial sustainability, editorial and administrative independence, professional management and social commitment. The CBC/Radio-Canada´s juridical and institutional model is similar to the one adopted by the Empresa Brasil de Comunicação (EBC), founded in 2008 to offer distinctive public service despite strong links with the federal government. Such liaison brings doubts whereas is possible for a media company connected to the State to offer programs without political interference, with public interest content and professional management, free of protégées. Through literature revision and structured interviews with eight Canadian public media specialists and from the CBC/Radio-Canada´s experience, this research arrived to the conclusion that the state model can be efficient if there are political will and strong society´s vigilance. Even so the model is imperfect and vulnerable to the political mood. We suggest the model improvement through stronger society´s participation on the Directors Board. It is also possible to conclude that, in a media environment of multiple channels and multiple offers, the States´ investment in communication is only justified if the public media provides distinguished program. A close partnership with the social movements and the transformation of the public broadcasting service in a democratic and plural forum open to the debate of subjects neglected by the mainstream companies is appointed as a viable alternative for the survival and empowerment of the public broadcasting service.

A Discourse Analysis of the Corporation for Public Broadcasting in Reaction to Proposed Funding Cuts

Federal funding has been a frequent political issue for the Corporation for Public Broadcasting (CPB). The corporation has come under the threat of being defunded many times since its inception. Those calls have been renewed with the election of President Donald Trump. The CPB defends its existence by citing an inability of the commercial broadcasting market to produce content for certain demographics such as minorities and children. Public media’s opponents believe the opposite is true. This thesis critically examines the discourse of the CPB for appeals to fear that may be exuded as a result of existing in a state of frequent funding threat. A historical background is also established showing how public media in the United States exists as part of a broadcasting system that has been dominated by commercial interests, and how those commercial interests have been responsible for stifling non-profit and educational broadcasting in the country.

Eskalace krize v řecké veřejnoprávní televizi v letech 2013-2014 / Escalation of the crisis in Greek public broadcasting television in 2013-2014

The main topic of this thesis is the functioning of the public service media, especially public service television broadcasters. After general definitions of the basic terms associated with this topic, the thesis highlights the differences between the media in the private and the public sectors, and characterizes the public service media in the previously selected European countries: the United Kingdom, Germany, Italy and the Czech Republic. The choice of these particular states was based on their different economic, political and media systems. The history, the development and the crisis of the Greek public service media are subjected to a thorough analysis. Regarding the inclusion of the historical context the thesis moves onto the crisis which occurred in June 2013 due to inconsistent government interferences in the media field, which led to a suspension of the transmission of the Greek public broadcaster ERT. The practical part is dedicated to a detailed analysis of the viewership of the Greek television, focusing on the period before, during and after the crisis had occurred. The main objective of the thesis is to point out whether the government interferences had influenced the viewership of the Greek television.

The thesis talks about the interests of young school age children and teenagers in the context with the value orientation and the use of free time. The goal is to show some interests of the two age groups, which are typical due to the age of these children. Further the thesis focuses on the institution of ``Dům dětí a mládeže Pelhřimov{\crqq}, as an example of an organization, which offers many free time activity for school children. By means of such activity this institution not only motivates young people to develop their interests, but it also contributes to valuable free time spending. The researches that are mentioned in the thesis are focused on the chosen age groups. There is also a part describing a project: ,,Není nám to jedno (We do care),`` which is appointed to both of the chosen age groups and its task is to find out ways of free time spending of school children in the Czech Republic. The research shows the importance of public media in the life of young people. Therefore the last chapter is dedicated to the media and their influence on the free time of school children. Both the positive and the negative influence are shown.

Life on our planet does not exist without risks. Nobody is protected against extraordinary events and crisis situations. Except for enormous traffic accidents and natural disasters such as floods, fires, windstorms, landslides and avalanches there are also probable accidents with leakage of dangerous chemical substances in the Czech Republic. Above listed probable situations require immediate reaction and in many cases their solution raises the need of communication with public. In the Czech Republic there was for this purpose created a system of crisis management, which carries out prevention and correction of crisis situations and during crisis outbreak exercises specific procedures leading to reduction of crisis effect. Integral part of activities is the area of information flow (crisis communication) including informedness of general public. The result of above described activity is the plan of communication with public. With respect to the fact that no rule of law solves the content and structure of this document, my proposal results from accessible scientific literature, performed analysis of chosen municipalities and consultation with professionals on this topic. Information is the base of all events, however they are useless if the do not reach these who were they addressed to. That is why their transfer should play the main part when carrying out precautionary measures against extraordinary events and crisis situations as well as in the time of crisis situation solution.

The key approach of this thesis is to define closer discourse and importance of civic engagement in the media from the point of view of journalistic practice. This study examines trends of citizen journalism and community media that support active citizen participation and contribute to diversity of media content. The vision of traditional journalism disruption and enforcement of news agenda focusing on public interest became the key message of alternative media. The first two chapters concentrate on the origins of public interest involvement in the history of media discourse. They also highlight the alternative journalism characteristics, its current typology and the role of citizens supporting the concept of media democratization. They also specify the character of transformation of on-line professional journalism and its relationship to user-generated content in journalistic practices. Further four chapters determine specific demonstrations of citizen engagement in public media space and its concepts - public journalism, citizen journalism and community media. The aim of the thesis is to explore corporate social responsibility strategy of public media services. The research method endorsed is a case study of Czech Television that combine a multiple source of data such as official documents, archive records and informal interviews. The analysis points out the influence of institutional conditions and stakeholders, describes particular CSR initiatives and the way communication strategies of Czech Television are working. The thesis offers an analytical model which at the same time is describing the functioning logic of CSR strategy in public media services and can be used for further research on CSR in general. The diploma thesis "Foreign Journalists of Czech Public Media: Comparison of the Conditions for execution of Profession" describes, maps and compares conditions for the work and life of permanent foreign journalists of public media institutions in the Czech Republic. These institutions are Czech Television, Czech Radio and Czech News Agency. After defining terms of public media, it continues by anchoring the public media in Czech legal system, a short description of history of each medium in context of foreign journalists, and the costs of operating a journalist network. Then it defines a journalist with regards to his or her profession and the necessary assumptions for doing such work. Later, foreign journalists are divided into several categories - permanent, ad hoc, freelancer, and war correspondent. Next, an operative part based on questionnaires had been sent to journalists and on two personal interviews with heads of the foreign editorial staffs of Czech Television and Czech Radio. The response rate to the questionnaires was over 60%.
