Capitalizing on Cities: The Diffusion of Neoliberal Urban Policies in China

<p>The global diffusion of neoliberal economic policies is one of the most significant events in modern history. This research applies current knowledge on policy diffusion to the analysis of the diffusion of two major neoliberal urban policies among Chinese cities, namely land banking and privatization of urban infrastructures. Both policies are believed to have contributed greatly to the rapid growth of China's urban economy, and reflect the idea of capitalizing a city's tangible assets and utilizing market institutions to manage them so as to achieve economic gains. </p><p>Borrowing insights from existing diffusion theories developed by scholars from different background, this research explores the determinants of the policy innovation decisions by utilizing three theoretical models: (1) The internal determinants model, which presumes that the factors causing a local state to adopt a new policy are political, economic, and social characteristics of the local state. (2) The regional diffusion model, which posits that the geographical proximity affects diffusion by encouraging emulation and competition among neighboring states. (3) Institutional diffusion model, which proposes that a new policy may be adopted to prove the legitimacy of the organization, to cope with environment uncertainties by modeling others, to conform to the will of other organizations on which the adopters depend. </p><p>This study emphasizes the role of the Chinese states, both at the central and local levels, in building neoliberal market institutions. It pays particular attention to the effects of provincial governments' pressure, and shows that local states' dependency on higher level authorities has limited the effectiveness of such interventions. Moreover, I highlight the influence of horizontal intergovernmental relations, such as competition and emulation, on the diffusion processes, and argue that it is an important factor that has promoted the national-wide expansion of neoliberal policies. The results of this study enrich our understanding on how local policy makings are influenced by complex intergovernmental relations, and how do local states balance between local economic interests and political loyalty to higher levels when they formulate local development agenda.</p> / Dissertation

A study on the Formosa MICE Corridor learning space created by cooperating between public sector and private department and the peoples attitudes in KMRT Formosa Boulevard Station

In the beginning of 1990, there is a trend of thought, ¡§public-private partnership¡¨. Public departments hope to cooperate with private departments with a view to establishing another partnership. There is an internationally-distinguished public art, Dome of Light, at the intersection, MRT Formosa Boulevard Station, of two lines. The MRT Formosa Boulevard Station created a new space and a new landmark in Kaohsiung. The cooperative system of universities and industries collaboratively constructed a learning-typed space, the Corridor of MRT Formosa Boulevard Station. With the horizontally two-way communication participation forming a consensus, the cooperative system of universities and industries is mutually in charge of responsibilities and shares in advantages so as to create values of sustainability for the society. Providing artistic performances, the Corridor of MRT Formosa Boulevard Station has altered the public¡¦s impressions on making use of the space of MRT Formosa Boulevard Station. The research explores the public¡¦s attitude about learning space and was done by attitudinal theory made by Sears, Peplan and Taylor(1991). The statistic analysis of the research is done by descriptive statistics, one-way ANOVA and the related materials. There are four purposes of the research. The first purpose is to know if the public knows the implementation of the construction of the learning-typed space collaboratively created by the partnership of public and private departments. The second is to know the public¡¦s impressions on making use of the learning space, including the relevant curricula, symposia, activities and showcase artistic works. Furthermore, the purpose three is to know the public¡¦s contentment after the participation. Finally, the fourth explores obvious relation between interviewee¡¦s knowing and background information. After the self-made questionnaires were revised by the professionals and analyzed by efficiency and credibility, they became formal. There are 296 effective questionnaires, and the questionnaire retrieval is at 98.66%. The research includes two assumptions: (1)Assuming that the interviewee¡¦s knowing of the Corridor of MRT Formosa Boulevard has obvious differences between behavioral intentions. (2)Assuming that the interviewee¡¦s impressions on the Corridor of MRT Formosa Boulevard have obvious differences between behavioral intentions. The research has discovered that it effectively changed the impressions on the use of the MRT space by the continuing education of Open University of Kaohsiung and the activities of public departments. In the aspects of conclusions and suggestions, I hope KRTC to open a channel of communication for cooperatives in order that the both can advantage by horizontally and friendly two-way interaction. I suggest that the Corridor of KMRT Formosa Boulevard center on the industry of health service, the information of relaxing tours combining art, and the curricula of spiritual development. Consequentialist Versus Deontological Ethical Dispositions Of Turkish Banking Sector Managers: Comparing A Public And A Private Bank

The aim of this thesis is to see in a descriptive manner, whether there is a difference in the ethical disposition of public and private banking sector managers in T&uuml / rkiye, according to two ethical theories: consequentialism (based on the consequences of the action) and deontologism (based on principles). The study analyzes the preferences of the managers both in the way of thinking and acting to see whether people act consistently with their way of thinking. The degree of validity of consequentialism/deontologism dichotomy and the daptability of these western theories to the Turkish context are also analyzed. Two hypotheses have been formed: private sector managers, young and male managers tend to be more consequentialist whereas public sector managers, elderly and female managers have a tendency toward deontologism. These hypotheses were tested on 58 managers working in the headquarters in Ankara (34 in the public, 24 in the private sector) through vignettes and interviews as data collection methods. As a result of the ANOVA analysis and content analysis performed on the data, private sector managers and male managers seem to be more consequentialist and they are consistent in their way of thinking and acting, but public sector managers, elderly and female managers do not have a tendency toward deontologism. The semistructured interviews showed that the level of awareness of the term ethics was low. Due to radical changes in social values in the last two decades in T&uuml / rkiye, contradictory values co-exist. The suitability of the consequentialist/deontological dichotomy may be questioned for T&uuml / rkiye.

In this context, the research will focus on the issue of in-between, where the boundaries between public and private domains are blurred in the modern world. The Dutch Embassy in Berlin designed by OMA / Rem Koolhaas is built upon a creative redefinition of blurring boundaries between &amp / #8216 / public&amp / #8217 / and &amp / #8216 / private&amp / #8217 / . Given the fact that the Embassy is a diplomatic structure for which the safety factor is one of the most important design criteria, how Koolhaas interprets the idea of openness, of transparency, modernity which are meant to symbolize the Netherlands, will be studied in this research.

The Study of Strategic Alliance between NPO and Local Government¡Xa Case of the Angel House

The adolescence, the stage between childhood and adulthood, is the transitional period for the youth to march toward maturity. The teenagers at this stage are facing some obvious changes of both physical and mental aspects. For example, their bodies begin to have apparent differences, and they start to be curious about their future. It¡¦s very important to teach the teenagers at this stage the correct concepts and offer them opportunities to learn to be adults. The quality of adolescent education is also an index of future development of a country. As we see today, our society suffers from problems like family structure incompletion, family violence, dropout, juvenile delinquency, sexual abuse and sex transaction, etc. These problems may harm our teenagers or lead them to commit crimes. Therefore, the society has the responsibility to offer a safe and warm place for teenagers who lost their parents or have been misled. It¡¦s a place for them to correct errors and make a fresh start. This research is a study on an organization named ¡§House of Grace¡X Angel House.¡¨ It¡¦s a place established by the local government and the nonprofit organization for dropout girls. Social Affairs Bureau of Kaohsiung City Government work with Department of Education of Kaohsiung County Government to set up a cooperative halfway home for the dropouts and provides the place and budget for living. The thesis applied qualitative research method including document analysis and in-depth interviews to study the strategic alliance between the local government and the nonprofit organization. The thesis analyzed the goal, period, content, model, and contract of the alliance. It also reveals the effort they made and showed strong concern for adolescent delinquency problems. Besides, the thesis brought up the pros and cons of the alliance as a reference for both parties to set up new contracts for future cooperation. The result showed that becoming strategic alliance and building partner relationship with local government are the key factors for nonprofit organizations¡¦ survival and development. Angel House heavily depends on government. Government provides subsidies for its facilities and also offers professional consultancies. On the other hand, the government also needs the support from the NGO to work together for social welfare. The thesis suggested that nonprofit organizations should try to reverse the stereotype as a disadvantaged group which the society perceived. They must adopt marketing activities and connect with the citizens. In addition to the governments, they should cooperate with enterprises and seek more resources. By their passion for work and life, the nonprofit organizations will bring more love and care to society.
