The aim of this study was to analyse procurement policies and procedures at the University of North West. This analysis might assist the university to formulate a procurement policy that would be effective, efficient and cost effective. There was a need to assess the role that the university of North West procurement policy and procedure play with regard to the procurement of goods and services so that any gaps or limitations can be addressed. The study was conducted at the University of North West from which the sample for the survey was drawn. This is an institution of higher learning in the Republic of South Africa. It is situated in the Capital of North West Province, Mafikeng. In this study three principal methods of enquiry in investigating or exploring the university of North West procurement policies and procedures were used. These were; .literature survey, document study and an empirical investigation which entailed the development of questionnaires. The questionnaire were constructed and distributed to UNW staff members who are responsible for buying in their respective departments. The questionnaire contained thirty seven (37) questions which attempt to validate the research objectives. A total number of seventy (70) potential respondents were targeted and only forty six (46) staff members returned completed questionnaires to the researcher. The sample size for this study was therefore forty six (46). The results were analysed and the findings reflected that in general university of North West procurement policies and procedures need to be reformulated with full participation of the relevant stakeholders. The researcher recommends that the procurement policies and procedures of the university of North West must be revised and user departments must be involved in the whole process. Problem:The importance of purchasing is often neglected, and the possibilities for continuous improvements in order to reap advantages, such as cost reductions, are often overlooked. Furthermore, the subject of purchasing has not been explored to a large extent in academic research. Therefore, we found the subject to be of great interest and possibly containing opportunities for companies, including Saab Avitronics, to seize. Purpose:The purpose of the thesis is to present recommendations after evaluating the purchasing organization and strategies regarding the strategic purchases within Saab Avitronics, Sweden. Methodology:To receive a deeper understanding of the purchasing department, we found it necessary to use a qualitative method approach. Through a target-oriented selection we choose to do our empirical case study at Saab Avitronics. The empirical study consists of interviews with the selected respondents as well as written documents. Analysis:The analysis is structured according to the theoretical framework; purchasing, purchasing objectives, purchasing organization, purchasing process and purchasing strategies. Conclusions:The conclusions are the recommendations we have been able to suggest to Saab Avitronics in order to improve its purchasing function and increase the purchasing power. We find it appropriate for the business unit to rationalize and diversify its supply-base. Another recommendation is to remove the monetary range each purchaser can authorize purchases of.

This is a literature review paper on supplier selection in strategic purchasing. Literature review suggests that the purchasing has evolved and recognised as a strategic function in many progressive entities. In order to achieve optimal fit between the corporate and functional strategies, it is important to understand how the purchasing function operates. Supplier selection process operates in a multi criteria environment and the decision criteria can exist in either the quantitative or qualitative domain. Therefore, tradeoffs amongst those decision criteria are not only unavoidable, but are also delicate tasks. There are many decision criteria identified by different researchers and their application in supplier selection may differ from product to product. In supplier selection, literature review suggests that the quality of supplier selection outcomes centres on the application of systematic decision-making techniques and processes to achieve optimal outcomes. There are many decision techniques of varying degrees of sophistication that are suitable for supplier selection decision making. / Though important, the application of systematic supplier selection technique has escaped attention from both practitioners and academics until very recent times. Literature review also suggests that the identification and selection of right decision criteria is essential for optimal operation of any decision-making technique and decision criteria can also influence the strategic orientation of a purchasing function.
