The thesis investigates social workers' interpretation and approach to quality standards of social services, both in terms of lived experience, and in terms of individual concepts and understanding of the workers themselves, especially with regard to their experience in a particular organization. The thesis also deals with the interpretation and approach of social workers to the protection of fundamental human rights and freedoms of clients in quality standards. The thesis theoretically describes and depicts the current situation regarding quality standards and the forthcoming changes. Interpretations and approaches to quality standards are investigated by the analysis of interviews with social workers on this issue. The thesis deals with the protection of human rights in social services and their guarantee in the form of selected quality standards, and examines quality standards in terms of values, rights and freedoms of clients that they are protecting. This work describes whether and how social workers perceive values, human rights and freedoms that are behind quality standards of social services and how they interpret them and use them in their practice, as evidenced by opinions of the social workers. Quality Standards of social services are also investigated in terms of ethics, particularly ethical values and analyzes the approach of social workers to quality standards.

The thesis topic ``Requirements for telephone crisis intervention for victims of human trafficking{\crq}q was chosen because of the author{\crq}s personal experience. The thesis aims to map out a comprehensive picture of a specialised helpline for trafficked persons and to compare its requirements with those of the helpline for the general public. Human trafficking is a criminal act which entails an abusive breach of human rights. Recent expansion in Europe is often connected with a specific migration situation, so it is a current topic. Human trafficking is widespread throughout the whole of the Czech Republic, and as the victim is prevented from moving freely and is torn from their familiar surroundings, it is important that they have unlimited access to a contact. For that reason, initial contact with victims of human trafficking is often made through telephone crisis intervention, which must be highly professional. The working theory deals with telephone crisis intervention, human trafficking, workers and clients. It explains TCI in the context of clarification of formats and different types of services. Online counselling is described further, help-line working methods are clarified and the basic service principles are outlined. Another area of focus is help-line workers and their training, cooperation and supervision. The next chapter concerns human trafficking and explores legislative problems, the human trafficking mechanism, forms, routes, causes and consequences. The final aspect is clientele, and explains the use of the term trafficked person and victim of human trafficking, and describes the risks to clients who contact help-lines. The aims of this thesis were to clarify the characteristics of telephone crisis intervention for issues of human trafficking; to compare the conditions of a worker dealing with specialised telephone crisis intervention with general telephone crisis intervention for the whole population; to map out the working procedures within telephone crisis intervention; to map out the working procedures within online counselling. The author believes that aims of the thesis were met. Qualitative research was used to achieve the aims of the thesis. Data was obtained through interviews conducted by the author. The data gathering technique used was to conduct a semi-structured interview with open question. The interviews lasted for approximately one hour and were composed of two parts. The research sample included two groups of participants {--} workers providing telephone crisis intervention services. The first group was made up of 10 workers who work on specialised help-lines directed at human trafficking. The second group was comprised of 10 workers providing telephone crisis interventions for the general populace. The author formed three hypotheses based on the results of this qualitative research. There is the same need to complete the basic course of crisis intervention for consultants working on the ordinary help lines as for the consultants working on specialised help lines. Consultant on specialised help lines is more focused on providing a service of legal information than the consultant working on the ordinary help lines. Younger help-line consultants on the help lines for victims of trafficing don't see exactly the specifics of that line. The author believes that the work could be useful for organisations providing specialised help-lines for victims of human trafficking.

The thesis deals with the topic of ?The importance of quality inspection of the provision of social services in meeting the Quality Standards for Social Services in sheltered housing facilities?. The inspection is a social policy tool of the Ministry of Labor and Social Affairs the purpose of which is the inclusion of persons threatened by social exclusion. The main objective of the thesis was to determine the effect of the inspections on the quality of provided social services in sheltered housing facilities. Based on the gathered data the following hypothesis was formulated: The quality of the provided social services in sheltered housing facilities is not directly affected by the inspection. One of the partial objectives of the thesis was to determine the effect of the inspection of the provided social services on lives of residents in sheltered housing facilities and the following hypothesis was formulated for the purpose: The inspections of the provided social services do not have any significant impact on the lives of residents in sheltered housing facilities. The qualitative research related to the main objective used the technique of a semi-structured interview. The method selected for the qualitative research for the partial objective was inquiring by means of a questionnaire. The surveyed group consisted of 15 employees and 67 residents of sheltered housing facilities in Veselí nad Lužnicí, Ústí nad Orlicí and in Brno. Based on the above mentioned facts and the completed research I believe that the objectives of the thesis were met and the hypotheses were tested by means of two qualitative surveys.

This diploma thesis deals with the role, position and profession development of quality managers in the social service of personal assistance. It describes the emergence of this role in the context of the development of legislation in the Czech Republic and its changes after the entry into force of Act No. 108/2006 Coll. on social services, which regulates their provision. It reveals the importance of the quality manager's role in the personal assistance service from the point of view of its directors, social and management staff and quality managers, in context with the requirements for its fulfilment. Based on interviews with participants, the research identifies the role of the quality manager as a "quality teacher", a "motivator" and a "protector". The author also briefly deals with the stories of quality managers and their experience from methodological practice. Furthermore, the research shows the possibilities of grasping the quality manager's position in the organization, the preconditions for its fulfilment and aspects of the organization's culture, which have an influence on the fulfilment on the role of quality manager. The thesis concentrates on influence of work evaluation and supervision on motivation of workers of low threshold clubs for children and youth. Supervision and work evaluation is perceived as an obligation for providers of social services defined in quality standards of social services. The thesis concetrates on effects of supervision and work evaluation on the motivation of workers. The opening of the thesis describes roles in the process of motivation (roles of workers and the roles of their supervisors and senior executives), along with two fundamental theories of motivation (developed by Maslow and Herzberg). In the same chapter, the risks connected with work motivation (helpers' syndrome and burn-out syndrome) within helping professions are tackled. The thesis further introduces measures, which influence motivation of workers, employees of social services, namely financial recognition and education. Attention is also paid to non-financial means of motivating employees. Diplomová práce se zabývá problematikou standardů kvality poskytovaných služeb, konkrétně zvyšováním kvality sociálních služeb Domova pro seniory v Karviné. Cílem práce bylo zjistit, jak se projevuje subjektivní vnímání pracovníků ohledně způsobu poskytování sociálních služeb na základě jejich poslání, zásad poskytování služeb, osobních cílů uživatelů služby a jejich chování a postojů. Teoretická část je zaměřena na definování kvality, a to v souvislosti s kvalitou poskytovaných služeb domova pro seniory, měření a zvyšování kvality sociálních služeb. Dále se zabývá přístupy zaměřené na člověka jako model, který může být vodítkem "dobré" služby v návaznosti na možné důkazy o zvýšení kvality poskytovaných pobytových služeb pro osoby vyššího věku. Ty vycházejí především ze standardů kvality poskytovaných služeb. Postoje a chování pracovníků jsou sledovány v rámci empirické části ve vybraných situacích, které jsou v organizaci považovány z hlediska přímé péče a ochrany práv uživatele za rizikové. Master's thesis entitled "Mission in the Life of Organization" explores the phenomenon of mission. The work is closely focused on the area related to non-profit organizations that provide social services for the target group of seniors. In the theoretical part is mission defined by recognized standards of quality of social services and from the perspective of literature. Furthermore I view it in the context of the needs and size of the target group and social demand backing group organization. In modern European society, there is not the slightest doubt that all people, regardless of gender, age, race, and health status have the same rights as guaranteed, which are called human rights. According to the existing laws and agreements (referred to in the work) and according to the generally accepted rules, the human rights are inalienable, with the exception of serious and precisely specified reasons. This work deals with the problem of how to balance this elementary right with the fact that for people with cognitive impairment it is sometimes necessary to carefully consider some form of restriction of their rights. The aim of this work is to find a definition of the human rights for the elderly with cognitive impairment. Secondary objectives are to describe the social services standards in relation to human rights and the subjects who are involved in supervising the observance of the rights, and the current status. The selected issues were viewed through the implementation theory, the concept of street-level bureaucracy, and the quality of life. Thesis concerns with the point of protection of those using institutions for dangerous youth against prejudices and negative rating. The protection against prejudices and negative rating is one of the criterions of quality standards of social services in the Czech Republic but also a criterion of the quality measure rating at the same time. This criterion will be probably removed from the czech legislation, therefore the thesis focused on consequences of this change. The first chapter is applied to the protection against prejudices and negative rating from the point of view of the czech legislation. It also describes issue of prejudices and negative rating from the point of view of various scientific disciplines which corncerning with this subject. The second chapter provides a comprehensive overview of activities of institutions for dangerous youth in the Czech Republic. The third chapter reflects request for the protection of those using institutios for dangerous youth against prejudices and negative rating in those institutions. On the basis of this reflection, the point of the mentioned request is set from the point of view of ethics and legal system. Practical issues and factor, entering into this field, are took into consideration in that part too. The protection against prejudices and negative rating is ethically substantiated, but it isn't a good tool for the quality rating of the service, because on its basis, it isn't possible to judge if the service quality is fulfilled or not. The design of the request is in breach of two sections of law about social services. The protection against prejudices and negative rating is closely connected with othe documents concerning with the human rights which have to be fulfilled by the institutions for dangerous youth.It follows that if the request will be removed from the social services standards, it won't disappear completely. The protection against prejudices and negative rating would remain in the awareness of the institution staff, but it is misleading to judge service quality on the basis of the protection.

This thesis follows the insufficiently mapped-out issue of restriction in social services and investigates the ways in which it is used towards clients. First-mentioned is the evolution of social services towards its current concept. Afterwards, important terms pertaining directly to the practical issues of social services are defined, based on the social services act. The definition of restrictions and restrictive measures, in accordance with current legislation, follows and their concept is confronted with the concept of human rights and human dignity.The work concludes with descriptions of situations where the clients human rights are violated, their solutions and also possible ways how to prevent the violation of human rights in such cases.
