Previous issue date: 2010 / CPNq / O trabalho aborda a problemática do planejamento econômico na Bahia implantado pelo economista Rômulo Almeida a partir da Comissão de Planejamento Econômico-CPE. Analisa-se a realidade política, social e econômica do Estado da Bahia, o papel da sua elite e o protagonismo de Rômulo Almeida na esfera federal e estadual. Analisa-se de forma específica o planejamento implantado no Estado da Bahia no governo de Antonio Balbino e de Juracy Magalhães, tendo como centro de gravitação a CPE, o Fundo de Desenvolvimento Agropecuário – FUNDAGRO e o Plano de Desenvolvimento da Bahia – PLANDEB. Contextualmente identificou-se o planejamento no Brasil a partir da década de 1930, especialmente o segundo governo de Getúlio Vargas e sua Assessoria Econômica, o Plano de Metas de Juscelino Kubistchek e o Plano Trienal de João Goulart. Utilizou-se a pesquisa bibliográfica histórica e a história oral como recurso metodológico para o resgate dos discursos das personalidades que protagonizaram esse período histórico estudado. Conclui- se que o Planejamento na Bahia, dirigido por Rômulo Almeida, teve a possibilidade de materializar importantes projetos, mas não foi capaz de remover as raízes do atraso nem de conciliar linguagem técnica com linguagem política. The research focus an economic plan designed to promote Bahia State development formulated by the Economic Planning Commission (Comissão de Planejamento Econômico) team led by the economist Rômulo Almeida. Through an analysis of the political, social and economic reality of Bahia State in contrast with the role played by upper classes, the research also discuss the leadership of Rômulo Almeida as a personality of national and local relevance. Considering the economic plan was developed during the administration of two different elected governors – Antonio Balbino e de Juracy Magalhães – the analysis also focus the political context, including the institutional relations between the Economic Planning Comission (Comissão de Planejamento Econômico) and other governmental organization such as the Fund of Agribusiness Development (Fundo para o Desenvolvimento Agropecuário). Relying on the historical facts and documents, the research reveals aspects of the economic planning development that in Brazil starts by the third decade of the last century, during the administration of Getúlio Vargas while President of the country and his economic advisory board but also is connected with his successors governance: Juscelino Kubistchek that developed a Target Plan (Plano de Metas) and João Goulart wich designed the Trienal Plan (Plano Trienal). Oral history and bibliographic research were used as methodological approach in order to rescue speech of relevant personalities and its debates along this historical period. The research findings emphasizes, as a partial conclusion, that the economic plan designed to promote Bahia State led by Rômulo Almeida established important projects but was not enough to promote changes neither was able to conciliate technical and political discourses. / Salvador
