This diploma thesis deals with the openness of the town hall towards the citizens of town Vsetin, or how citizens of the city can participate in the decision making processes which take place at the city hall. In the theoretical part, the author describes the theory of public administration. Further possibilities and reasons of public participation in the development of towns and cities, and also describes the control of public administration. The practical part is processed through a questionnaire survey and its subsequent evalu-ation, which provides feedback directly from the inhabitants of Vsetin. Outcome of the thesis is to evaluate whether the citizens of Vsetin are satisfied with the work of the Town Hall, if are involved in decision making processes relating to their city and if they are even interested to be involved.

The purpouse of this thesis was finding the way to design new city hall of district Brno - Sever. It builds on a urban study from previous semesters. I have found the pattern for my concept in ancient public proto-democratic structures - agoras, phorums. By creating some sort of a district with various (not only city hall) programmes, we gain a diversified, living and vibrant public spaces, outdoors as well as indoors.

1 Abstract The dissertation analyses the First Czechoslovak Land Reform on the estates Křivoklát, Plasy and Radnice. The main aim of the thesis is to understand the redistribution of land in the First Czechoslovak Republic and to evaluate its consequences. This will be achieved by comparative analysis of the allotment processes which took place on the mentioned estates. The first criterion of the comparative analysis is the behavior of The State Land Office regarding the owners of mentioned estates - Metternich (Plasy), Fürstenberg (Křivoklát) and Sternberg (Radnice). Moreover, these criteria also include economic and social impacts of the land reform on the former estates (small holdings, residual estates, industrial establishments and cultural heritage preservation). The aim of the comparative analysis is to find similarities and differences in specific negotiation strategies of the landowners with The State Land Office, which will be interpreted in the context of Czechoslovak political, diplomatic, social and economic system. One of the main research goals is to determine to what extent the purposes of land reform were successfully fulfilled (social stabilization of the countryside, disposal of inefficient estates and strengthening of small allotment). Diploma thesis is about new town hall for the district Brno-Kohoutovice. The part of it is small hall for multiple uses of local community, commercials areas and common rooms. The place can be called the square. Kohoutovice is really special - they are almost whole from prefab houses from 70s. This affected creating of building and whole thinking about how should the building look like. Functionalism urbanism is mostly like randomly scattered garbage. It is not right if we try to make the new buildings to fit in. I have designed buildings, which are responding to qualities of place and which are creating a new senses of the area. The new town hall is symbol of local community.

How to, in a democratic society, design such a leading institution - a head of the city - city hall?

The project describes the design of a new town hall in the new proposed urban structure on the site of a dilapidated complex of military barracks in Brno in Cerna Pole. It derives the mass of the town hall from the proposed urban structure in an exposed corner of the area. Its volume solution reflects the openness and transparency of the town hall building, its structural and material solution speaks about social responsibility and the intention to lead by example.

Project for a new town hall for the city part Brno-sever on the site of the former barracks in Cerna Pole. The proposal is an emphasis on spatial shaping inner atrium and the overall work with natural lighting.
