Preliminary study for reference check when used in selection process

A reference check is a selection tool that used quite often by employers for identifying their potential employees. It has often been introduced in Human Resource Management textbooks, management articles, or consulting companies¡¦ training courses. However, when compared with other selection tools, a reference check obviously lacks both systematic researches and empirical studies to prove its credibility. This study is to gain an understanding as to the reason why an employer undertakes a reference check; how employers undertake a reference check and the overall procedure; and the influence and beneficial results of reference check. And I interviewed 12 HR professionals to collect their personal experiences about reference check. The results show that a reference check is one of the guarantee mechanisms for employers for not hiring an unqualified candidate. Employers take references from referees regarding their comments on applicants, who have already passed several selection processes and selection tools, in order to filter out the applicants who have some unfound problems in precious selection processes or tools. With regards to the hired applicants, employers could understand more about their personalities, strengths and weaknesses from the reference check results. Normally applicants would not list referees with whom they have had bad relations, so employers might undertake an unofficial reference check through their own personal network to collect information that will not be biased by good relations between applicant and referees. The results also show that some applicants may overestimate their good relationships with their referees, and list the referees who give their negative evaluations on applicants. In general, the referees who are familiar with the applicant, and who are willing to provide a reference along with those who undertake the reference check in a very sensitive manner, are the two key factors that make the reference check work well. Design of Model Reference Adaptive Sliding Mode Tracking Controllers for Mismatched Uncertain Dynamic Systems

Based on the Lyapunov stability theorem, a model reference adaptive sliding mode control scheme is proposed in this thesis for a class of multi-input multi-output (MIMO) dynamic systems with mismatched model uncertainties and external disturbances in order to solve robust tracking problems. In this method, the adaptive mechanism is employed both in sliding surface function and control effort so that once the dynamics of the controlled system enters the sliding surface, the state trajectories of system can achieve asymptotical stability even if the mismatched perturbations exist. In addition, with an adaptive mechanism embedded in the proposed control scheme, the controller will asymptotically adapt the unknown upper bound of perturbations so that the information of upper bound of perturbations is not required. A numerical example and a practical experiment are given for demonstrating the feasibility of the proposed control scheme.

The strait separated until now, regarding the reunion each other should get rid of the thinking of civil war. For a long time the Strait have different opinion about preventing the criminal on the sea, China insist on taking the action under the One-China principle but Taiwan think this is nothing to do with political. Therefore two sides can not reach the agreement. The criminal on Taiwan Strait area is getting more and more serious. General speaking the criminal includes pirate, smuggling, stowaway and dispute on the sea. And these criminal already threaten the safety of Taiwan Strait, moreover this matter involved in political and military which make it more difficult to take care of and it also influent the criminal strike on the Strait. On March 18th , 1999, At National security meeting they suggested to set up a coast patrol institute to unify the coast matter to bring into the law enforcement on the Strait. So the Ministry of National Defense ,Aquatic Police,Customs under the conditional of not adding members to set up ¡uCoast Guard Administration website¡vin order to solve the problems of many bosses. The whole case was set up on Feb. 1st, 2000 as ¡uCoast Guard Administration website¡vwhich is responsible for coast patrol and enforcement. The standard of appointment, dispatch, assessment, payment, welfare, retirement and consolation is different which cause unequal pay for equal work. In order to let the emplacement work at ease and bring into the organization function. Besides to develop the professional and equity promotion system to let the person who has the ability and ambition get promote. And Coast Guard Administration website how to adjust their system to handle the Strait relations and future development which is worth to have further analyze. To catch up this economic wave and decrease the investment cost to China, the development of the Strait shipping will the change at the Strait area. To handle and protect the safety and order of the route is important to enhance their enforcement. Today we use the sample to compare with other countries similar organization and analyze the function and enforcement to observe the Strait situation and understand the disadvantage of future development Coast Guard Administration website.This study is for related organization reference.
