It starts with the ideology imported during the implementation of the “Plano Diretor da Reforma do Aparelho do Estado”, which was the initial direction of the transformation brought about in the 1990s, aiming to understand the intricacies that run through the establishment and maintenance of private entities that act in the positive provision of essential public services, to ascertain whether the objectives pursued by the Master Plan of the State apparatus Reform are actually achieved through the approach between the public sector and the private sector, as well as application of typical market mechanisms by the State in order to ensure the satisfaction of the "citizen-customer." The research aims to make a critical analysis of all intentioned reform pointing what are the specific constitutional amendments adopted to improve public management, through a temporary line of succession of events surrounding the implemented ideals. Developed the theoretical description of the state of models that were developed and implemented in the Brazilian context, namely: the patrimonial model, bureaucratic and interventionist model and finally the management model. The survey was prepared using the systemic procedure method with the aid of historical and comparative approach, weaving a critical analysis of the expected model that was implemented in our society since the 1990s, under the argument that efficiency in the provision of public services, would be achieved more easily with the idealized management model. It shows the evolution of thought developed by scholars of Administrative Law in an attempt to better organize public administration and able to manage more effectively the assets, public assets and seek the development of society. Seeks to show the landscape of public management, justifying the current situation through the events that brought us to this model of public management. The importance of research developed is embodied on the need to systematize all historically understanding of the ideals that permeate public organization, so that you can understand the organizational point we are and what structural changes will eventually be seen below. / Tendo por pressuposto a reforma da estrutura estatal, pautada pela necessidade de organizar a Administração Pública, a presente dissertação se propõe a fazer uma análise da importância das compreensões filosóficas e teóricas, bem como das eventuais influências econômicas, que estão detrás das formas dos modelos de gestão pública que foram até hoje identificados. Busca-se a compreensão da ideologia importada durante a implementação do Plano Diretor da Reforma do Aparelho do Estado, que foi a diretriz inicial da transformação provocada nos anos 1990, objetivando entender os meandros que percorrem a instituição e a manutenção de entidades privadas que atuam na prestação positiva de serviços públicos essenciais, para averiguar se os objetivos pretendidos pelo referido plano são realmente atingidos, por meio da aproximação entre o setor público e o setor privado, bem como da aplicação de mecanismos típicos de mercado pelo Estado, no intuito de assegurar a satisfação do “cidadão-cliente”. A pesquisa busca tecer uma análise crítica da reforma, apontando quais são as específicas alterações constitucionais adotadas no sentido de melhorar a gestão pública, por meio de uma linha do tempo com a sucessão de acontecimentos que cercaram os ideais implementados. Desenvolveu-se a descrição teórica da gestão pública brasileira implementada no contexto brasileiro, dividida em três categorias: o modelo patrimonialista, o modelo burocrático ou intervencionista e, finalmente, o modelo gerencial. A pesquisa foi elaborada utilizando-se do método de procedimento sistêmico, com auxílio da abordagem histórica e comparativa, objetivando uma análise crítica do modelo previsto e que foi implementado em nossa sociedade desde os anos 1990, sob a argumentação de que a eficiência na prestação dos serviços públicos seria alcançada mais facilmente com o modelo gerencial idealizado. Também apresenta a evolução do pensamento desenvolvido pelos administrativistas na tentativa de melhor organizar a Administração Pública, gerir com mais efetividade os bens e o patrimônio público, e buscar o desenvolvimento da sociedade. Busca demonstrar o panorama da gestão pública, justificando o atual cenário por intermédio dos fatos que nos trouxeram ao presente modelo de gestão pública. A importância da pesquisa desenvolvida consubstancia-se na necessidade de sistematizar historicamente a compreensão dos ideais que permeiam a organização pública para que seja possível entender o ponto organizacional em que estamos e as transformações estruturais eventualmente observadas.
