An investigation into the purpose of schooling : a personal clarification

This investigation was prompted by a personal concern about what I perceived to be unacceptable practices and outcomes in senior secondary schooling in the Australian Capital Territory. For me, an unacceptable practice and/or outcome is one which could be said to contribute to social control by dominant elites. Liberation, in the sense of the acquisition of personal autonomy based on reason, and equality, in the sense of parity of esteem or the right of people to develop differently but within the parameters of concern for others, are the goals I seek in relation to education and schooling. They are goals which are ascribed to by many teachers, and which partially underpin the major reports which prompted and continue to influence supposedly reformist or progressive moves in secondary schooling in the Australian Capital Territory in the 1970's. However, an examination of the framework of these reports suggest that they concealed - non too deeply - contradictions and invalid assumptions which wider examination shows to be common also to what we can call the dominant or liberal educational framework. This framework of ideas, beliefs, assumptions, values and practices, has come under strong attack in recent years by those educationists, sociologists, historians and philosophers whom we can call Marxian. That is, those people who seek to understand and transform their world within a consciousness largely informed by those theories and insights which were first given major prominance by Karl Marx. It is a consciousness which I share. In my investigation of schooling, and of my part in it, as a teacher, I have come to the point where I think that the beliefs, assumptions, and practices associated with the dominant educational ideology do contribute to the formation of a distorted consciousness; that is, people in schools do not perceive that they are oppressed, and that public schooling does not work in what I consider to be the interests of most people. I believe, therefore, that radical change is needed. If we assume that the capitalist mode of production and, consequently, its concomitant set of social relations, are likely to persist in Australia, we can also assume that radical change will be very difficult, and a long term goal. However, I believe that teachers can play a significant role in the development of a more liberating and egalitarian form of schooling for all children. First, teachers have to develop a more critical view of the schooling process and in this way enable themselves to move beyond the limits set up by the traditional and dominant, liberal ideological framework. They have to develop a pedagogy based on the concept of consciousness-raising or critical thinking. This study represents the efforts of one teacher to do just that.

Translating policy into practice: aspects of learner-centred classroom practices in mathematics in Namibia secondary schools

These theories underline the notion that educational reform is a progress and it iv comes in cycles. According to Tyack and Cuban (1995), the first cycle (policy talk) is for diagnosing problems and for advocacy of solutions. It is followed by policy action; then actual implementation of the plan. The implications for these theories therefore imply that teachers play an important role in any educational reform and as such should be involved in any decision making and policy implementation in order to make any change in education a worthwhile process (Fullan, 2001; Helsby, 1999; Tyack and Cuban, 1995). Factors influencing sexual risk behaviors among senior secondary school students (youths)

This quantitative descriptive cross sectional study explored factors influencing sexual risk behaviours among youths in senior secondary schools in Ethiopia. Data were collected using structured questionnaires. Religious attachment, living with friends, living alone, parental control, level of parental education, peer pressure and number of friends who had experienced sex were some of the factors noted to influence youths to engage in sexual risk behaviours. The findings of this study have implications for both practice and policy development. They will enable healthcare workers to identify youths at risk of engaging in sexual risk behaviours and subsequently motivate them using health promotion strategies to engage in safe sexual practices. Adopting such an approach will prevent or at least minimise risk of youths being infected with sexually transmitted diseases, such as HIV/AIDS. / Health Studies / M.A. (Health Studies)

Factors associated with the shortage of physics teachers in senior secondary schools in Swaziland

The shortage of specialist Physics teachers in senior secondary schools in Swaziland has, for years, been one of the nagging issues for the Ministry of Education and Training (MoET). This led MoET to exploiting the services of non-specialists, thus undermining the quality of learners who graduate from the system. Therefore, the study ascertained the causes of the shortage of specialist Physics teachers in senior secondary schools in Swaziland, how they could be retained and how their number could be increased. A positivist-interpretive quantitative research approach was utilised to obtain reliable and valid results in this study. The quantitative research was a survey consisting of a questionnaire that was completed by Physics teachers in senior secondary schools. The data were analysed using descriptive statistics. The study, based on the findings, concluded with some recommendations that could be used to retain and increase the number of Physics teachers in senior secondary schools. / Curriculum and Instructional Studies / M. Analysis of management constraints in the distribution of qualified mathematics and science teachers in a post-1994 education system of South Africa : a case study of senior secondary schools in the Mpumalanga Province

The study analysed the management constraints in the distribution of qualified mathematics and science teachers in a post-1994 education system of South Africa. The study was qualitative and 14 participants were purposively sampled and semi-structured interviews were used to collect data from the identified participants. The interview transcripts were constantly compared and analysed and the data was classified into three main categories of management constraints and patterns: beliefs, experiences on management constraints and strategies for the elimination of management constraints. Turning vision into practice (TVP) framework was used to explain the relationship between its seven pillars of managing teacher recruitment and the links in the development, adoption, implementation, monitoring and evaluation of a teacher deployment system, focusing on mathematics and science. Findings of this study suggest that the current hybrid post establishment model is generic and focuses more on cost curtailment than on the supply of qualified mathematics and science teachers. The shortcomings of the model are exacerbated by the transgressions of the Employment of Educators Act. Contrary to the Employment of Educators Act, entry-level vacancies are not advertised in the province. In addition, the appointment and service conditions of qualified teachers are differential. While teachers from government bursary schemes are appointed immediately on permanent status and without probation, other qualified and long-serving mathematics and science teachers remain on temporary status for almost two years and without fringe benefits. The differential treatment leads to job insecurity and facilitates the exit of these qualified mathematics and science teachers from the profession. Moreover, schools horde and use qualified mathematics and science teachers in subjects they are not qualified to teach. It is recommended that through the suggested TVP framework, the current teacher recruitment and deployment strategies be revisited regularly to ensure effectiveness of teacher usage in mathematics and science. It is further recommended that school principals and other educational leaders should be provided with personnel management skills to ensure maximum effective recruitment and deployment of qualified mathematics and science teachers, particularly to the impoverished schools. / Educational Management and Leadership / D.
