In Turkey, the immovable cultural properties are conserved by being listed either as single units or as conservation zones in accordance with relative laws and regulations. This legal registration restricts the development rights of these immovable estates. While the owner of the immovable looses the development and the productive rights over his estate, he is also undertaken the maintenance, repair and restoration responsibilities of the building. The purpose of this study is to analyze the achievements and the deficiencies of the financial aids supplied for maintenance, repair and restoration of cultural properties in Turkey, to survey possible contributions of new financial instruments which have been came into force with the last legal arrangements and to make policies for strengthening the present instruments while new financial instruments are also proposed.

Storm Sampling to Assess Inclement Weather Impacts on Water Quality in a Karst Watershed: Sinking Creek, Watauga Watershed, East Tennessee

Sinking Creek (HUC 06010103046), in the Watauga watershed of northeast Tennessee, is impaired due to Escherichia coli. To assess how E. coli and other water quality parameters fluctuated during storm events, water samples were collected with automated samplers during eight storms at two locations: Sinking Creek and a feeder spring. Turbidity and electrical conductivity data loggers were deployed in the creek, and dissolved oxygen (DO) was measured in situ. The presence of optical brighteners, used in detergents and an indicator of residential wastewater, was assessed using cotton fabric deployed at both sites and analyzed by an external laboratory. The Colilert Quanti-Tray method was used to process water samples for E. coli. Relationships between water quality parameters and lagged precipitation were assessed using cross-correlation. At the creek, E. coli and turbidity increased within 2 h of precipitation, exceeding the single sample water quality standard of 941 cfu 100 ml−1 during the storm. At the spring, E. coli became elevated more quickly than at the stream, within 30 min of precipitation, and decreased below the standard during the event. Electrical conductivity decreased within 1.5 h of the storm at the creek, and DO levels were higher at the creek than at the spring. Optical brightener analysis indicated possible presence of residential wastewater during one of two sampled storms. Targeted sampling and dye tracing are recommended to validate this hypothesis. These results may be used to inform field methods in similar storm sampling studies and will be useful in watershed restoration efforts in Sinking Creek.

Este trabalho teve como objetivos a definição, do ponto de vista lito-estrutural, de áreas favoráveis à descarga das águas subterrâneas em rochas do embasamento, na escala de 1:50.000 e, nessas áreas, a localização de pontos para perfuração de poços tubulares. Foram empregados dados planialtimétricos, lito-estruturais fotointerpretados e de campo. Foram discriminados altos e baixos topográficos, altos e baixos estruturais e áreas de diferentes densidades de zona de junta e hierarquizadas as unidades geológicas em função das freqüências de junta associadas. A integração dos dados levou à discriminação de áreas pouco a muito favoráveis à descarga relativas a cada unidade litológica. Os dados de capacidade específica de poços existentes apontam uma correlação satisfatória com a classificação feita para as áreas favoráveis à descarga das águas subterrâneas no embasamento. / The integration of topographic, remote sensing and field data was carried out in order to define favourable groundwater discharge sites on a basement area, in the scale of 1:50.000, and also to locate water boreholes. There were defined topographic high and low areas, structural highs and lows, areas with different joint zone densities and the lithological units were ordered in relation to their associated joint frequencies. Less to more favourable discharge areas were defined. The aim of this master's thesis is experimental electric discharge sinking of special materials for the aerospace industry. The first part is a general overview regarding the technology of electric discharge machining with emphasis on electric discharge sinking. Following this is a practical part devoted to the electric discharge sinking of the Nimonic 263 material with a copper tool electrode with a subsequent evaluation of surface and subsurface changes in this material. The wear of the tool electrode is also examined with the conclusion highlighting combination of machined material and tool electrode material behave in different working conditions and how the surface layer of machined material is affected.
