The methodology used consisted bibliographical research followed by an exploratory research. For such purpose small companies were studied because they are a important economical agent, inserted in an environment of constant transformation and change, characterized as system and sub-system that interact among themselves and with his environment. Also the subject of the entrepreneurs was approached, the assumed responsibilities according with their faiths, ideas, desires and the risk. The concept of small companies were viewed the bibliographical research were administration and the administration model. Starting from the concept of those elements we looked for the synthesize, through questionnaire, interviews, observations and analysis of data uplifted for exploratory research. The sample accomplished had characteristics of those companies. In a general way, the work is intended to study the characteristics of the administration models used by small companies, also to wake up new researchers' interest for small companies. / A proposta deste trabalho ?? estudar a gest??o das pequenas empresas. A metodologia utilizada foi a pesquisa bibliogr??fica seguida de uma pesquisa de campo explorat??ria. Para tal prop??sito as pequenas empresas foram estudadas por serem um importante agente econ??mico, inseridas em um ambiente em constante transforma????o e mudan??a, caracterizadas como sistema e subsistema que interagem entre si e com o seu ambiente. Tamb??m ?? abordada a quest??o dos empreendedores, que s??o os idealizadores, fundadores e gestores de tais empresas, no que tange as suas cren??as, id??ias, desejos e o risco que aceitam assumir. Small Business Leaders' Strategies for Obtaining United States Government Subcontracts

Small business leaders (SBLs) underutilize billions of dollars of U.S. government funding for small business subcontracting. The role of small business in the United States is important to local economies as well as a major contributor to the U.S. economy. Using the resource-based view as the conceptual framework for this study, the purpose of this qualitative multiple case study was to explore the strategies 5 government support sector SBLs in the mid-Atlantic region used to obtain U.S. government subcontract awards to remain sustainable. The selection criteria for this study consisted of small businesses in the mid-Atlantic region that have obtained subcontracts on prime government contracts. The data collection process included a review of the small business documents and participants' responses to semistructured interviews. The data analysis process included case study analysis and cross-case comparisons using methodological triangulation. Based on the data analysis, themes that emerged from the results of this study included education, experience, and networking related to strategy creation and implementation by the SBLs to obtain subcontracts on prime contracts. The findings of this study may contribute to social change by providing SBLs an opportunity to learn strategies to obtain subcontracts, which could increase organizational opportunities, promote job creation, and help to improve local economies through increases in tax revenues that could help the elderly, children, and others within the community.

Prediction of Bankruptcy Using Financial Ratios, Information Measures, National Economic Data and Texas Economic Data

The main purpose of this study is to develop a bankruptcy prediction model for the small business firm. Data was collected from the Dallas Small Business Administration (SBA), making this study specific to its decision makers. Existing research has produced models which predominately use financial ratios and information measures either independently or combined, and a few research models have used economic trends. This study varies from past studies in that it includes regional economic variables from the states of Texas. A sample of three-year data for 138 firms included fifteen bankrupt firms. This proportion of bankrupt/nonbankrupt firms approximates the proportion of repayed/defaulted loans in the SBA. Stepwise regression, set at the .15 level of significance, reduced a total of fifty-three variables to nine. These nine variables were then used to test twelve predictive models. All twelve models tested improved the SBA repayment rate and only two of the twelve would have caused the SBA to deny loans to applicants who eventually repaid. The study determined the model that included financial ratios, information measures, and Texas economic variables as best. It was also demonstrated that some of the variables used in this model could be eliminated without decreasing the predictive power of the model. The best of twelve models improved the SBA default rate by 40 percent without denying a loan to any applicant that eventually repaid.

A Qualitative Study of the Growth Strategies of Mature Small Businesses

Some small businesses have slower growth as they age and have limited strategies to maximize profit, productivity, and job creation. The purpose of this qualitative study was to explore the strategies small business managers use to capitalize on growth opportunities. Area small business managers and support program stakeholders could gain new knowledge to develop effective support for mature small businesses. Twenty managers participated in this case study. These managers were from small businesses operating in the state of Florida for more than 5 years with less than 500 employees. The data collection approach included purposeful sampling and semistructured interviews with open-ended questions. In addition, literature on small business growth of policies and procedures was reviewed. The general systems theory conceptual framework was the guide for this study. The thematic approach was used to have the data analyzed using word frequency, text search, and coding. The themes emerging from this study were growth decisions and internal environment, growth decisions and external environment, using alternative growth strategies, heterogeneous growth strategy processes, consulting, researching, and planning growth, accessing support for growth strategies, and overcoming challenges with success attributes. These findings could assist area professional practitioners learn more about the decision making process used by small business managers including the indicators used to measure growth and identify growth opportunities. The findings could also contribute to continued job creation and economic growth of the local community.

Despite this, many countries have not yet been capable of developing public policies to effectively support the development of these enterprises. The Brazilian Federal Constitution of 1988, in its articles 170 and 179 of the Economic Order Chapter, gives them favored and differentiated treatment. Almost thirty years after C.F./88’s promulgation, and already with an infraconstitutional legislative set developed for small companies, they are still not important factors in promoting the Brazilian economy development. Was the constitutional treatment given to small businesses an attempt to generate public policies, or merely populist rhetoric?As a condition to the creation of public policies, it is necessary to define both the object and scope of these policies. In Brazil, though, there is still great confusion in the understanding of what a small company is. What is a small business after all? With that uneasiness, it can be of great value to study how these definitions are made, and what goals they pursuit in the most developed economy of the planet – The United States of America. It is also intended to study the US agency responsible for coordinating the country’ state policies related to small businesses, the Small Business Administration, and how actions to ensure the competitiveness of North American Small and Micro Enterprises work. This paper therefore aims to study the institutionalization of small enterprises in the United States of America and how they are part of the economy structure of that country. It is also intended to criticize the current treatment’ structure given to small Brazilian companies and to point out alternatives for the transformation of the national status quo, with the real inclusion of small companies as protagonists in the modernization and evolution of the Brazilian economy. / As micro e pequenas empresas têm ganho cada vez mais espaço nas preocupações dos governos ao redor do mundo, pois são vistas como um grande amortecedor social por conta do grande número de empregos pelos quais são responsáveis. Apesar disso, muitos países ainda não conseguiram desenvolver políticas que apoiem verdadeiramente o desenvolvimento dessas empresas. A Constituição Federal de 1988, no Capítulo da Ordem Econômica, em seus artigos 170 e 179, dá tratamento favorecido e diferenciado a elas. Quase trinta anos depois da promulgação da C.F./88, e já com um conjunto legislativo infraconstitucional desenvolvido para as pequenas empresas, elas ainda não são fatores importantes na promoção do desenvolvimento da economia Brasileira. O tratamento constitucional dado às pequenas empresas foi uma tentativa de gerar políticas públicas, ou mera retórica populista? Para a geração de políticas públicas é necessário, como condição, que se defina o objeto e a abrangência dessas políticas, porém no Brasil há ainda grande confusão no entendimento do que seja uma pequena empresa. Afinal, o que é uma pequena empresa? Com essa inquietação, estudar a economia mais desenvolvida do planeta – os Estados Unidos da América- como são feitas essas definições e com quais objetivos pode ser de grande valia. Pretende-se também estudar a agência norte americana responsável pela coordenação das políticas estatais estadunidenses relacionadas às pequenas empresas, a Small Business Administration, e como funcionam as ações para a garantia da competitividade das Micro e Pequenas Empresas Norte Americanas. Pretende-se, portanto neste trabalho fazer um estudo da institucionalização das pequenas empresas nos Estados Unidos da América e como elas fazem parte da estrutura de economia daquele país. Também é pretensão criticar a estruturação atual do tratamento dado às pequenas empresas Brasileiras e apontar alternativas para a transformação do status quo nacional, com a real inclusão das pequenas empresas como protagonistas na modernização e evolução da economia Brasileira.
