Based on the principles of participatory research and the feminist approach, the research had as an attempt to research with them. The Young Women comply with the socio-educational measure of deprivation of liberty in the Centro de Atendimento Socioeducativo Feminino ?CASEF? (Center for Socioeducational Assistance for Women), located in the capital of Rio Grande do Sul. The methodology used contributed to reach the youth voices through interviews, diaries about the production of photographs and participant observation, as well as their intertwining with the guidance documents and the perception of the program management. Along the methodological path, photography was used to "capture" and describe the dreams of the eight young women, and to analyze the viable life projects. In order to do so, a workshops were held so the young women would learn some photographic techniques. The diary proposal served as a record of the impressions on the produced images and, at the same time, a journal of observations on the entire research process was carried out by the master degree student. The young women also answered a questionnaire and a semi-structured interview was conducted with the coordinator of the Opportunities and Socio-Educational Rights Program. The results pointed to the need to broaden the intersectional discussion, which includes, among other aspects, gender relations in the Socio-education Policy, closer listening to the young women, as well as the understanding that the construction of a life project can demand of us the remembrance and the elaboration of memory, that is, the process of thinking the future is a constant craft between the past and the present. / A presente disserta??o teve como objetivo principal conhecer os projetos de vida das Jovens Mulheres que cumprem medida socioeducativa de priva??o de liberdade e analisar se e como a Pol?tica P?blica de Socioeduca??o, atrav?s do Programa de Oportunidades e Direitos Socioeducativo abarca as especificidades e expectativas femininas em sua execu??o. A partir dos princ?pios da pesquisa participante e da hermen?utica feminista, a pesquisa teve como intento pesquisar com elas. As Jovens Mulheres cumprem medida socioeducativa de priva??o de liberdade no Centro de Atendimento Socioeducativo Feminino, o CASEF, localizado na capital do Rio Grande do Sul. A metodologia utilizada contribuiu para alcan?ar as vozes juvenis por meio de entrevistas, di?rios sobre a produ??o de fotografias e observa??o participante, al?m de seu entrecruzamento com os documentos orientadores e a percep??o da gest?o do programa. Ao longo do percurso metodol?gico foi utilizada a fotografia para ?capturar? e descrever os sonhos das oito jovens, e analisar os projetos de vida vi?veis. Para tanto, foram realizadas oficinas para que as Jovens aprendessem algumas t?cnicas fotogr?ficas. A proposta do di?rio serviu como registro das impress?es sobre as imagens produzidas e, simultaneamente um di?rio de observa??es sobre todo o processo da pesquisa foi realizado pela mestranda. As jovens tamb?m responderam a um question?rio e foi realizada uma entrevista semi-estruturada com a coordenadora do Programa de Oportunidades e Direitos Socioeducativo. Os resultados apontaram para a necessidade de amplia??o da discuss?o interseccional, que abarque dentre outros aspectos, as rela??es de g?nero na Pol?tica de S?cio-educa??o, a escuta mais atenta para com as Jovens, bem como a compreens?o de que a constru??o de um projeto de vida pode exigir de n?s a rememora??o e a elabora??o da mem?ria, ou seja, o processo de pensar o futuro ? um constante artesanato entre o passado e o presente.

Comunidade (PSC) por adolescentes e jovens em cumprimento de medidas socioeducativas, no contexto jur?dico-normativo de repara??o ao cometimento de atos infracionais. A pesquisa visou ? caracteriza??o, registro e an?lise dos limites e perspectivas que se relacionam com o fen?meno investigado. O delineamento deste estudo abarcou abordagens anal?ticas complementares, combinando, primeiro, a coleta de dados quantitativos (pesquisa documental) e, depois, a considera??o de dados cl?nico-qualitativos (entrevista epis?dica) com egressos da medida acima citada. Os resultados apontam que os servi?os s?o necess?rios, por?m triviais e sem rela??o direta com a atividade-fim de destina??o das entidades que recebem esses adolescentes. Tais servi?os se caracterizam pela pobreza em termos de aspectos formativos, apesar de propiciarem ganhos pessoais e sociais para os adolescentes participantes. Os dados obtidos permitiram, finalmente, concluir que a oferta dos servi?os comunit?rios tem apresentado poucas alternativas concretas e muitas car?ncias e limites para a efetiva??o do seu car?ter sociopedag?gico, visto que a sistematiza??o da medida apresenta pouca coer?ncia com as regras e objetivos fixados pelas normativas institucionais, notadamente, no que diz respeito ao estabelecimento de atividades de qualidade para a forma??o e a prepara??o ? reinser??o social dos adolescentes autores de atos infracionais. N?o obstante, alternativas de encaminhamento, no bojo do pr?prio modelo, s?o retomadas e sugeridas, como (1) zelar pela forma??o e qualifica??o profissional dos atores do SINASE; (2) asseverar, minimamente, ao adolescente, forma??o t?cnico-profissional compat?vel com o seu perfil biopsicossocial e hist?ria de vida, ao mesmo tempo em que proveem a comunidade de servi?os reais, e n?o tarefas esvaziadas e fict?cias; (3) caberiam aperfei?oamentos no pr?prio texto legal que ordena a PSC; em seu formato atual, bastante sucinto, gen?rico e alusivo, aspectos importantes ficam impl?citos e ao sabor das equipes t?cnicas que se encarregam de concretiz?-los. / The study reported here addresses the Offer of Services to the Community (OSC) by adolescents and young people in compliance with socio-educational measures, in the legal-normative context of reparation for the commission of infractions. The research aims at characterizing, recording and analyzing the limits and perspectives that are related to the investigated phenomenon. The design of this study encompassed complementary analytical approaches, combining, first, the collection of quantitative data (documentary research) and then the consideration of clinical-qualitative data (episodic interview) with graduates of the above-mentioned measure. The results indicate that services are necessary, but trivial and not directly related to the final activity of destination of the entities that receive these adolescents. These services are characterized by poverty in terms of formative aspects, in spite of providing personal and social gains for the participating adolescents. The data obtained allowed us to conclude that the offer of community services has presented few concrete alternatives and many shortcomings and limits for the effectiveness of its sociopedagogical character, since the systematization of the measure shows little coherence with the rules and objectives set by institutional regulations, Which concerns the establishment of quality activities for the training and preparation for the social reintegration of adolescents who are responsible for infractions. Nevertheless, alternatives of referral within the model itself are taken up and suggested, such as (1) ensuring the training and professional qualification of the SINASE actors; (2) to assure to the adolescent, technically and vocationally, compatible with their biopsychosocial profile and life history, while at the same time providing the community with real services, not empty and fictitious tasks; (3) would fit improvements in the legal text that orders the PSC; In its current format, quite succinct, generic and allusive, important aspects are implicit and to the taste of the technical teams that are in charge of concretizing them.

This phenomenon is established from the euphemistic discourse that the socio-educational measure is a good to the adolescent in conflict with the law, a form of guarantee of integral protection to this subject, which tends to hide its coercive nature, justifying and legitimizing the control Social, and naturalizing and abstracting violence resulting from this response, which restricts and deprives fundamental rights. Therefore, the research aimed to analyze the relationship between assistance of the socioeducation and the ideals of punishment and protection historically embedded in the conformation of the objectives of the socio-educational measures, seeking to contribute with subsidies for the improvement of the policy of socio-educational assistance. Thus, from this study it was possible to know how the justificatory discourses of the sanction of the State to the infraction acts practiced by adolescents are expressed historically; To analyze how the question of assisting socio-educational measures crosses the justificatory discourses of the sanction of the State to the infractions committed by adolescents; And analyze how to update the question of the assitencialization of socio-educational measures in SINASE and SUAS times. The study was of the theoretical type, of a qualitative nature and based on the dialectical-critical method, using bibliographic research and documentary research techniques as data collection techniques. The interpretation of the data was performed through Discursive Textual Analysis, based on the studies of Roque Moraes. The results of this research point to the persistence of the discourse of social control over socio-educational measures, which has repercussions on the (re) production of past conceptions and practices that violate the human rights of adolescents in conflict with the law. It is concluded that there is a need to address the ambiguities surrounding the conception and objectives of socio-educational measures, and to implement SINASE as an instrument for affirming the human rights of this subject. / Esta tese versa sobre o fen?meno da assistencializa??o da socioeduca??o, o qual se manifesta historicamente sob a ?gide da imbrica??o entre puni??o e prote??o, atravessamentos hist?ricos presentes na conforma??o dos objetivos das medidas socioeducativas. Tal fen?meno se estabelece a partir do discurso eufemista de que a medida socioeducativa ? um bem ao adolescente em conflito com a lei, uma forma de garantia de prote??o integral a esse sujeito, o qual tende a ocultar sua natureza coercitiva, justificando e legitimando o controle social formal sobre o adolescente, e naturalizando e abstraindo a viol?ncia decorrente dessa resposta, a qual restringe e priva direitos fundamentais. Diante disso, a pesquisa se prop?s analisar a rela??o entre assistencializa??o da socioeduca??o e os ideais de puni??o e prote??o historicamente imbricados na conforma??o dos objetivos das medidas socioeducativas, buscando contribuir com subs?dios para o aprimoramento da pol?tica de atendimento socioeducativo. Assim, a partir deste estudo foi poss?vel conhecer como se expressam historicamente os discursos justificat?rios da san??o do Estado aos atos infracionais praticados por adolescentes; analisar como a quest?o da assistencializa??o das medidas socioeducativas atravessa os discursos justificat?rios da san??o do Estado aos atos infracionais praticados por adolescentes; e analisar como se atualiza a quest?o da assitencializa??o das medidas socioeducativas em tempos de SINASE e SUAS. O estudo foi do tipo te?rico, de natureza qualitativa e fundamentado no m?todo dial?tico-cr?tico, utilizando como t?cnicas para a coleta de dados a pesquisa bibliogr?fica e a pesquisa documental. A interpreta??o dos dados foi realizada por meio da An?lise Textual Discursiva, baseada nos estudos de Roque Moraes. Os resultados desta pesquisa apontam a persist?ncia do discurso do controle social sobre as medidas socioeducativas, o qual repercute na (re)produ??o de concep??es e pr?ticas pret?ritas violadoras de direitos humanos do adolescente em conflito com a lei. Conclui-se pela necessidade de enfrentamento ?s ambiguidades que envolvem a concep??o e os objetivos das medidas socioeducativas, e de efetiva??o do SINASE como instrumento de afirma??o de direitos humanos desse sujeito.
