Previous issue date: 2001-05-18 / A tese apresenta como temática central a relação entre Estado e sociedade civil, dentro da linha de pesquisa Sociedade e Estado, desenvolvida no Programa de Pós-Graduação em Sociologia da Universidade de Brasília. Trata-se de uma análise sobre as políticas públicas governamentais de natureza ambiental e seu processo de intervenção em comunidades de pescadores do litoral brasileiro. Para tanto, escolhi um programa de conservação ambiental de natureza governamental – Projeto Tamar –, por me permitir a apreensão dos aspectos governamental e ambiental. Saliento, entretanto, que apesar de o Projeto Tamar ter nascido por uma decisão de governo, durante seu processo de intervenção ele se modifica, assumindo uma configuração híbrida por meio da relação com uma organização não-governamental – chamada de Fundação Pró-Tamar. Tal configuração dota o objeto deste estudo – Projeto Tamar e sua intervenção em comunidades de pescadores – de um caráter complexo, estabelecido por meio de relações entre diferentes atores sociais: Estado/ONG-indivíduos, expressão que também pode ser apresentada pela forma: Projeto Tamar/Fundação Pró-Tamar-indivíduos.
O problema de pesquisa se consubstancia no conjunto de questões que seguem: qual é o significado do processo de intervenção do Projeto Tamar em comunidades de pescadores? Com é construída a teia de significados tecida por diferentes atores sociais (Estado/ONG-indivíduos) durante o processo de intervenção? Nesse âmbito como são explicitadas as relações de poder e dominação entre os atores sociais envolvidos? Pretende-se com isso: (a) compreender a relação entre Estado e sociedade civil, tomando por base Projeto Tamar/Fundação Pró-Tamar, dentro da perspectiva todo-parte; (b) verificar e analisar como se processam as relações de poder e dominação entre os atores sociais definidos; (c) identificar e analisar possíveis formas de resistências construídas pelos indivíduos – pescadores e suas famílias, ao longo do processo de intervenção; (d) identificar e confrontar os possíveis modelos de intervenção do Projeto Tamar, tomados a partir das pesquisas sobre as comunidades de Praia do Forte/BA e Regência/ES.
Para a construção da análise tomou-se por base transcrições feitas a partir de entrevistas e coleta de depoimentos, realizadas em diferentes locais, mas sendo priorizados os campos definidos: Praia do Forte e Regência. Esses dois campos se constituem em vilas de pescadores em que o Projeto Tamar interveio logo no início de suas atividades, sendo, respectivamente, a terceira e segunda bases de proteção.
A tese foi aprovada no dia 18 de maio de 2001, sob a coordenação da Professora Doutora Lourdes Maria Bandeira (Orientadora) e os seguintes integrantes que compunham a banca examinadora: Simone Carneiro Maldonado, Leila Ferreira da Costa, Marcel Bursztyn, Maria Francisca Pinheiro Coelho.
Ressalvo ao leitor que, o título aprovado pela banca examinadora foi “Uma pergunta que se faz ao recém-chegado: quem és? O Projeto Tamar e a intervenção em comunidades de pescadores”. Entretanto, o título que foi encaminhado pela Pós-graduação do curso para a aprovação da banca examinadora ainda era provisório e não foi modificado a tempo, consistente no seguinte título: “O Projeto Tamar e sua intervenção em comunidades de pescadores. _____________________________________________________________________________________ ABSTRACT / The thesis presents as its central theme the relationship between the state and the civil society, within the state and society research line, developed at the Sociology Post-Graduation Program of Brasília University. It is an analyses of the governmental policies to the environment and its intervention process into fishermen communities of the Brazilian Coast.
In order to do that we chose an ideal Kind of public policy, the Tamar Project, as it permited us the understanding of its governmental and environmental aspects. Although it was created by the government decision, the Tamar Project. Changes during the intervention process , adopting a hybrid configuration through the relationship with a non-governmental organization – The Pro-Tamar Foundation. Such configuration endows the object of this study – The Tamar Project and its intervention in fishermen communities – with a complex in fishermen character established through the relations among different social actors: state/non-governmental organizations – individual, or, in the same way: The Tamar Project/Pro-Tamar Foundation individuals.
The research problem consubstantiates on the whole questions that follow: What’s the meaning of the Tamar Project intervention process in fishermen communities? How is the meaningful web arranged by different social actors build throughout the intervention process? Among this, how are the power and dominations relations among the envolved social actors made explicit? From theses, we intend: a) understand the relationship between the state and civil society, having as the base for this the Tamar Project/ Pro-Tamar Foundation, within a whole-part view; b) verify and analyse how the power and domination relationship between the definied social actors are processes; c) identify and analyse possible forms of resistance build by the individuals fishermen and their families, throughout the intervention process; d) identify and compare the possible intervention patterns of the Tamar Project from the research on the communities of Praia do Forte/BA and Regência/ES.The analyses are made based on the transcription done from the interviews and report assessments realized in different places, but given emphasis to those ones in Praia do Forte and Regência. These fields are fishermen villages where the Tamar Project, as a public, interfered since the beginning of its activities. These where the third and second bases of protection, respectively. ________________________________________________________________________________________ RESUMÉ / La thèse presente comme thématique centrale la relation entre État et société civile suivant la ligne de recherche Société et État developpée dans le Programme de Troisième Cycle en Sociologie de l’Université de Brasilia. Il s’agit d’une analyse sur les politiques publiques gouvernementales de nature environnementale et son processus d’intervention dans les communautés de pêcheurs du litoral brésilien. Pour cela, nous avons choise comme type idéal de politique publique le Projet Tamar pour nous permettre l’appréhension des apspects gouvernemental et d’environnement. Nous soulignons cependant que, même étant le Projet Tamar issu d’une decision du gouvernement, pendant son processus d’intervention il se modifique prennant la forme d’une configuration hybride due à son rapport avec une organisation non-gouvernementale appellée Fondation Pro-Tamar. Cette configuration donne à l’objet de cette étude – Projet Tamar et son intervention dans les communautés de pêcheurs – un caractère complexe étable par les relations entre différents acteurs sociaux: État/ONG-individus, expression que peut aussi bien être présentée sous la forme: Projet Tamar/Foudation Pro-Tamar-individus.
Le problème de recherche se consusbstantie dans l’ensemble des questions qui suivent: quel est le sens du processus d’intervention du Projet Tamar dans les communautés de pêcheurs? Comment est construite la toile de significations tissue par différents acteurs sociaus (État/ONG-individus) pendant le processus d’intervention? Dans ce domaine comment sont explicitées les relations de pouvoir et domination entre les acteurs sociaux engagés? Nous espérons ainsi: (a) comprendre la relation entre État et société civile, ayant pour base Projet Tamar/Fondation Pro-Tamar, dans la perspective tout/partie; (b) vérifier et analyser comment sont traitées les relations de pouvoir et de domination entre les acteurs sociaux définis; (c) identifier et confronter les possibles modèles d’intervention du Projet Tamar, pris à partir de recherches sur les communautés de la Praia do Forte/Bahia et Regência/Espírito Santo.Pour la construction de l’analyse nous prennouns pour base les transcriptions faites à partir d’interviews et le recueil de témoignages realisés en différents lieux, mais en donnant priorité aux champs définis: Praia do Forte:BA et Regência:ES. Ces deus champs se constituent en des vela de pêcheurs oú le Projet Tamar, en tant que politique, est très tôt intervenu tout au début de ses activités, étant espectivement, la troisième et la deuxième bases de protection.

Complexation and particle-water interactions of nickel in estuariesMartino, Manuela January 2000 (has links)
The speciation and particle-water interactions of Ni were investigated in three estuaries with contrasting pollution levels, hydrodynamics and geochemical characteristics. Samples of water and sediments were collected seasonally from the Tamar, Tweed and Mersey Estuaries. The chemical speciation of dissolved Ni was determined by adsorptive cathodic stripping voltammetry (ACSV), and the sorptive behaviour of Ni was studied under simulated estuarine conditions using " Ni coupled to liquid scintillation counting. A relatively high particle reactivity was observed only in the Tamar Estuary, where ACSV-non labile Ni was removed in the low salinity region, followed by addition of ACSV-labile Ni in the mid-estuarine region. The largely conservative behaviour of dissolved Ni in the Tweed Estuary was attributed to the combination of rapid flushing and low suspended particles concentration. In the Mersey Estuary, dissolved Ni (and Co, Zn, Cd and Pb) often showed positive deviations from conservative behaviour, which were attributed to anthropogenic and/or geochemical inputs. The fraction of ACSV-non labile Ni behaved differently in the three estuaries, with a sharp decrease from 90 to 30% from freshwater to seawater in the Tamar, scatter between 30 and 70% in the Tweed, and relatively constant values of 50-70% in the Mersey. These differences are interpreted within the context of different hydrodynamics and geochemistry of the three estuaries. Speciation modelling showed that between 30 and 70% of dissolved Ni in the Tweed, and between 50 and 70% in the Mersey, was bound to a class of strong ligands (log K'NIL = 19.0 ± 0.4 and 18.7 ± 0.5, respectively), which were saturated by the ambient concentrations of Ni throughout the estuaries, suggesting that the ligands are highly specific towards Ni. Irradiation of riverwater samples with UV light (believed to remove dissolved organic matter) significantly enhanced Ni uptake onto estuarine suspended particulate matter, with an increase in the 63Ni distribution coefficients (Kds) of up to 10 fold. Conversely, the addition of synthetic humic acids to UV-treated riverwater decreased significantly the 63Ni Kds. Complexation of Ni by dissolved natural ligands also affected the progression of sorptive reactions, with a system response time (i.e. the time required to achieve 63% of the sorptive equilibrium) between 1.6 and 8.9 hours. The results from this study suggest that the low particle reactivity generally exhibited by Ni during estuarine mixing is due to its ability to complex strongly with dissolved natural ligands (truly dissolved organic or colloidal organic/inorganic), and therefore resist adsorption onto particles.

This thesis traces the history of Jewish Bible interpretations of Genesis 38, a story that is significant for the history of the early Israelites and today's Jews, as it purports to describe the origins of the Davidic line. I have exposed the possible implications of this account throughout history by exploring interpretations from biblical to modern times and have attempted to define the various difficulties that are addressed. This history is presented as a dialogue and, in this way, I have explored the intricate connections between interpreters and their proposed understandings of the narrative.
