Para tanto, o mesmo propõe uma abordagem para formulação e estruturação de investimentos estratégicos nessa área, através da classificação estratégica das alternativas de investimentos em TI e SI, utilizando o método multicritério ELECTRE TRI. O modelo proposto foi aplicado em uma empresa, que tem como objetivo ser uma referência de mercado, que realiza investimentos periódicos na área e não tem um modelo de apoio a decisão que analise seus investimentos e verifique os impactos estratégicos. Por meios dos resultados obtidos, pôde-se analisar o impacto estratégico de cada alternativa e verificou-se que as mesmas não estão alinhadas com os objetivos organizacionais. A partir dessa conclusão, sugere-se um modelo para verificação dos impactos estratégicos das alternativas através da problemática de portfólio, criando portfólios de investimentos de TI e SI. A partir da utilização do modelo proposto, averiguou-se que, com portfólios de TI e SI os impactos estratégicos das alternativas estão mais alinhados com os objetivos organizacionais. Dessa forma, conclui-se que, com a utilização do modelo proposto, foi possível identificar a decisão de investimentos na área que melhores se enquadram à visão estratégica da organização. / This paper adds an important contribution to the planning of investment in Information System (IS) and in Information Technology (IT). Therefore, it proposes an approach for the development and structuring of strategy investment in this area, through the strategic classification of alternative information in IS and IT, using the multi criteria method ELECTRE TRI. The proposed method was applied that aims to be a marked benchmark, witch performs periodic investments in area and don't have a model to support decision analyze your investments and make the strategic impact. By the results, we can analyze the strategic impact of each alternative and found that they aren't aligned with organizational goals. From this conclusion, a proposal was suggested. The verification of the strategic impacts of the alternatives in parallel with the problematic portfolio. Then were created portfolios of IT and IS investments and applied again to the proposal model. By the results, it was established that with IT and IS portfolios the strategic impact of the alternatives are more aligned with organizations goals, in this sense was concluded that using the proposed model it was possible to identify the decision to investments in the area that best fit the strategy of the organization and that one with a strategic planing training portfolios, IT and IS investments contribute more strategically ally with organizational goals.
