Abstract Purpose: Today there is a shortage of housing in Sweden, where the industry cannot meet the demand in the annual producible of buildings. To get a faster construction process there is much to improve, for example the procurement process. One solution to the building shortage is Industrial construction. The industrial building companies are more or less limited to their building concept, some municipal special requirements appears to be a problem. The purpose of this work is to develop a proposal to streamline the procurement time between municipalities and industrial building contractors. Method: To come up with a proposal we used a qualitative approach, because the issues are based on deeper knowledge in the area and may be difficult to measure. As a qualitative method we chose semi-structured interviews to be done. The interviews were made with the relevant people, one from an industrial building company and six people from selected municipalities. All of them had good knowledge in the area of procurement and is their expertise. This was to get a high validity of the report. For high reliability there was specific questions that provided specific answers to the main questions of the report. Findings: The main problems were the delays that came at the review procedure, the design of the tender documents and when a procurement must be redone. The factors that may be behind the problems of time delays are tender terms, special requirements, rejection of offers, formality errors and obscurities in the tender documents, misinterpretations and poor communication with contractors. Implications: For a faster procurement process it is recommended to introduce a deposit for the review procedure, procure more design and build contracts, more use of functional descriptions, better dialogue between purchaser and contractor, put more resources into getting a proper and clear tender document, as well as use of partnering as a form of cooperation. Limitations: The report dealt only with open procedures in public procurement. It was also limited to procurement forms, which is general contractor and design-and build contractor and then partnering as a cooperative form. Denna rapport behandlar tekniska beskrivningar. Främst med fokus på problematiken för att skapa dessa på national men även global nivå samt utvecklingspotentialen med att standardisera dessa. Rapporten inriktar sig på stora industriella aktörer med en repetitiv hantering av byggprojekt för att på minsta möjliga sätt hindra sin kärnverksamhet men även underlätta utveckling och utökning av sin produktion. Rapporten tar upp fördelar men även potentiella nackdelar med ett standardiserat förfarande, därigenom vad företag måste tänka på och säkerställa för att få en fungerande och utvecklande process. I syfte att motivera företagens arbete med standardiserade beskrivningar visar rapporten vilka riktvärden som kan påverkas. Riktvärden som baseras på kompetenta personers erfarenhet inom branschen. Med detta förklaras även vikten i att sätta upp mål för utvecklingen och samtidigt processer för att följa upp så att uppsatta mål uppnås men även återkopplas genom erfarenhetsåterföring och revidering. Tre större industriella aktörer har medverkat i arbetet med rapporten, alla tre med ett stort fokus på vad en standardisering kan innebära för deras verksamhet. Där av har rapportens kärndelar anpassats efter att stämma överens med företagens frågeställningar. Då tekniska beskrivningar inom branschen inte är något nytt fenomen men att standardisera dessa ännu ej är i bruk, konstateras att ämnet måste undersökas mer samt testas i praktiken för att helt kunna följa upp att företagen mål uppnås. Dock kan av rapportens slutsatser dras att det finns stora besparingar och effektiviseringar som potentiellt kan påverkas. Detta med utgångspunkt av digniteten för de projekt företagen kommer i kontakt med.

En teknisk handbok är ett verktyg som används av kommuner och projektörer runt om landet. Rapporten är avsedd att kunna nyttjas som stöd och inspiration bland de som planerar att framställa en teknisk handbok och de som söker fördjupad kunskap i hur en redan framställd handbok kan användas, förbättras och underhållas.  En teknisk handbok kan ge stora vinster för sina användare om den utformas på rätt sätt. Det finns många olika utmaningar att övervinna för de som arbetar med framställandet av en teknisk handbok.
