The essay observes the way of delimitation adopted in Recife - Pernambuco, São Luís - Maranhão and São Cristóvão - Sergipe, and do a scan on the concept of heritage and the urban environment as whole, was adopted by the society and the professionals as cultural heritage. There were different ways to define: those who value the good architectural insulated and demanded the protection of environment, those who identified small portions of urban areas and provide strict protection and transition areas, those who defined a large polygon of protection without differentiation of the degree protection, those who set the whole urban area of the city as well to be protected or, the city was registered without a polygonal been defined. The delimitation of the Historic Center of João Pessoa has characteristics such as the international influence through the agreement with the AECI - Spanish Agency of International Cooperation and technical training of professionals in the construction of polygonal protection. Its definition unique and not on island, represents the monitoring of the current international protection, however, is absent the differentiation of the degree of protection for each landscape unit that is part of the whole city or even to distinguish between the area of strict preservation and the transition zone. / Essa dissertação discute sobre o processo de delimitação da poligonal de proteção do Centro Histórico de João Pessoa Paraíba, no período de 1975 a 2007. A dissertação observa os modos de delimitação adotados no Recife- Pernambuco, São Luís Maranhão e São Cristóvão Sergipe, além de fazer uma varredura sobre o conceito de patrimônio e como o meio urbano, como conjunto, foi adotado pela sociedade e pelos técnicos como patrimônio cultural. Foram identificados modos diferentes de delimitação: aqueles que valorizaram o bem arquitetônico isolado e exigiram a proteção de entorno, aqueles que identificaram pequenos trechos urbanos e estipularam zonas de proteção rigorosa e de transição, aqueles que definiram uma grande poligonal de proteção sem fazer diferenciação do grau de proteção, aqueles que definiram toda a área urbana da cidade como bem a ser protegido, ou ainda, a cidade foi tombada sem que uma poligonal tivesse sido definida. A delimitação do Centro Histórico de João Pessoa apresenta características particulares como a influência internacional através do Convênio com a AECI Agência Espanhola de Cooperação Internacional e formação técnica de profissionais durante a construção dessa poligonal de proteção. Sua delimitação única e não em ilha, representa o acompanhamento das correntes internacionais de proteção, no entanto, embarca na falta de diferenciação do grau de proteção para cada unidade de paisagem que faz parte do conjunto urbano ou mesmo na diferenciação entre zona de preservação rigorosa e zona de transição.
