In this context, we use the principle of hope to plan and work out new ways of understanding social reality, the relationship between science and alternative knowledge. The research is to investigate how the actors influence the social construction of urban environmental policy of the city of Mossor? / RN with reference to the processes of implementing the Master Plan and Agenda 21 of the municipality. The hypothesis of this research is that the Environmental Policy in Mossley has a normative character that is expressed primarily in the creation of an institutional political framework to manage environmental issues involving so incidental and or functional society participation mossoroense. Thus questioned who are the actors that build environmental policy Mossor? / RN. The specific objectives of this research are: Identify the environmental dimension of the Master Plan Agenda 21 articulated Mossor? / RN mapping information from the managers, engineers and members of the Municipal Environment and Municipal Council of Cities on the operation of urban environmental policy mossoroense and how it is performed by the Manager of Environmental Management in conjunction with the Department of Environment and Territorial Development (SEDETMA) and Executive Management of Urban Development. As a methodology, we used the method of the sociology of absences and emergencies in conjunction with the ecology of knowledge and productivity. It is a qualitative research and documentary, which was used as the Master Plan documents Mossor? / RN, minutes of meetings of boards and complementarity were carried out 12 semi-structured interviews with managers and directors of the Urban Environmental Policy of the Municipality of Mossor? / RN. They used also the social analytical or thematic maps for the translation of the dialogue among social partners, managers and directors who make the Environmental Policy Council. We conclude that these dialogues and experiences point to the construction of an environmental policy more participatory and effective, committed to individual and collective transformation of society mossoroense / Parte-se da compreens?o que a rela??o sociedade/natureza ? largamente problematizada em um contexto de crise socioambiental. Neste contexto, lan?amos m?o do princ?pio da esperan?a para planejarmos e elaboramos novas formas de se entender a realidade social, na articula??o entre ci?ncia e saberes alternativos. A pesquisa consiste em investigar, como os atores sociais interferem na constru??o da pol?tica ambiental urbana da cidade de Mossor?/RN tendo como refer?ncia os processos de implementa??o do Plano Diretor, bem como da Agenda 21 do munic?pio. A hip?tese desta pesquisa ? que a Pol?tica Ambiental em Mossor? tem um car?ter essencialmente normativo que se expressa na cria??o de um arcabou?o pol?tico institucional para gerir as quest?es ambientais envolvendo de maneira acess?ria e ou funcional a participa??o da sociedade mossoroense. Desse modo questionou-se quem s?o os atores que constroem a pol?tica ambiental de Mossor?/RN. Como objetivos espec?ficos desta pesquisa s?o: Identificar a dimens?o ambiental do Plano Diretor articulado a Agenda 21 de Mossor?/RN; mapear informa??es junto aos gestores, coordenadores e membros do Conselho Municipal de Meio Ambiente e o conselho Municipal de Cidades sobre o funcionamento da pol?tica ambiental urbana mossoroense e como ela ? executada pela Ger?ncia Executiva de Gest?o Ambiental em conjunto com a Secretaria de Desenvolvimento Territorial e Ambiental (SEDETMA) e a Ger?ncia Executiva do Desenvolvimento Urban?stico. Como caminho metodol?gico, foi utilizado o m?todo da sociologia das aus?ncias e das Emerg?ncias em articula??o com a ecologia dos saberes e das produtividades. ? uma pesquisa qualitativa e documental, onde utilizou-se documentos como o Plano Diretor de Mossor?/RN, atas de reuni?es dos conselhos e em complementaridade foram realizadas 12 entrevistas semi-estruturadas com os gestores e conselheiros da Pol?tica Ambiental Urbana do Munic?pio de Mossor?/RN. Usaram-se tamb?m os mapas sociais anal?ticos ou tem?ticos para a tradu??o dos di?logos entre os atores sociais, gestores e conselheiros que fazem a Pol?tica Ambiental Municipal. Conclui-se que estes di?logos e experi?ncias, apontam para a constru??o de uma pol?tica ambiental mais participativa e efetiva, comprometida com a transforma??o individual e coletiva da sociedade mossoroense
