Percepções dos principais atores envolvidos no zoneamento ambiental na silvicultura do Rio Grande do Sul : uma perspectiva jurídico-institucional

O meio ambiente e as interações humanas estão redesenhando a ética ambiental, a fim de torná-la mais clara e dotada de maior alcance. A ordem internacional ambiental vem merecendo espaços significativos dada a sua crescente importância na tutela dos ecossistemas do planeta. As políticas nacionais foram contempladas com novos elementos, como ocorreu com a Política Nacional do Meio Ambiente, que trouxe novas leis, instrumentos legais e diversas inovações para seu campo. Há alguns anos atrás, quando entrava no Estado uma nova atividade econômica, não havia arcabouço legal que desse guarida às questões ambientais e disponibilizasse instrumentos para a gestão do meio ambiente. Não existiam exigências legais, tampouco as preocupações globais que induzem os Estados e nações a assinar protocolos de intenção ou documentos de cooperação para satisfazer esses fins. Deste modo, esta pesquisa se propôs a estudar o instrumento do Zoneamento Ambiental da Atividade da Silvicultura elaborado para o Estado do Rio Grande do Sul, analisando esse instrumento sob uma ótica jurídico-institucional. Para isto, foi utilizada como metodologia a pesquisa qualitativa, dividindo-se esta em bibliográfica e documental e pesquisa de campo, através de entrevistas com representantes de alguns órgãos ambientais, órgão do Poder Público e algumas instituições privadas integrantes do setor florestal gaúcho. Os resultados encontrados demonstram que há dúvidas quanto à aplicação da legislação sobre o Zoneamento Ambiental e quanto à subordinação legal das instituições ambientais e sua atuação. Na percepção dos entrevistados há divergências técnicas quanto às diretrizes utilizadas para a implementação desse instrumento e ainda não há consenso, inclusive judicial, que atenda aos anseios das instituições do setor florestal gaúcho. No entanto, existe conciliação quanto a eventuais impactos gerados pela atividade e a necessidade de regrá-la, permitindo maior segurança para investimentos no setor. A ciência poderá trazer as respostas necessárias para esclarecer esse impasse ambiental. / The environment and the human interactions are redesigning the environmental ethics in order to make them clearer and gifted of a wider reach. The domestic politics were contemplated with new elements as took place with the Domestic Politics of Environment that has brought new laws, legal instruments and several innovations for its field. Some years ago when a new economic activity joined the Government there was no legal features that sheltered the environmental matters and made instruments available for the environment management. There were no legal demands, nor global concern that motivated Governments and nations to sign protocols of intentions or cooperation documents to attend this aims. Thus, this research suggested studying the instrument of Environmental Zoning of the Silviculture Activities elaborated for the State of Rio Grande do Sul, analyzing such instrument under the legal-institutional view. For such, a research qualitative methodology was adopted, one dividing it in bibliographical and documental and field survey, through interview with members of some environmental institutions, organ of Judicial Power and some private institutions members of the State of Rio Grande do Sul forestial sector. Results found demonstrate that there are doubts concerning application of legislation on Environmental Zoning and concerning its legal subordination of environmental institutions and its acting. Under the view of the interviewees there are technical divergences concerning policies taken for implementing this instrument and there is still no consensus, nor a legal one, that follows the needs of the State of Rio Grande do Sul forestial sector institutions. Smart HVAC Zoning For Residential Buildings

abstract: The concept of this thesis came up as a part of the efforts being devoted around the world to reduce energy consumption, CO2 emissions, global warming and ozone layer depletion. In the United States, HVAC units in residential buildings consumed about 350 billion kWh in 2017 [1],[2]. Although HVAC manufacturers are investing in new technologies and more efficient products to reduce energy consumption, there is still room for further improvement. One way of reducing cooling and heating energy in residential buildings is by allowing the centralized HVAC unit to supply conditioned air to only occupied portions of the house by applying smart HVAC zoning. According to the United States Energy Information Administration [3], the percentage of houses equipped with centralized HVAC units is over 70%, which makes this thesis applicable to the majority of houses in the United States. This thesis proposes to implement HVAC zoning in a smart way to eliminate all human errors, such as leaving the AC unit on all day, which turns out to be causing a serious amount of energy to be wasted. The total amount of energy that could be saved by implementing the concepts presented in this thesis in all single-family houses in the U.S. is estimated to be about 156 billion kWh annually. This amount of energy reduction is proportional to the electricity bills and the amount of dollars paid annually on energy that is technically being wasted. / Dissertation/Thesis / Masters Thesis Mechanical Engineering 2018

Visando uma análise integrada foram correlacionados alguns elementos do meio antrópico. Para se chegar aos compartimentos do relevo e posteriormente das zonas ambientais, considerou-se num primeiro momento as grandes feições do relevo e num segundo momento, com uma escala maior de detalhes, as características geomorfológicas, desta forma chegou-se a quatro zonas (zonas I, II, III e IV) e 15 subzonas ambientais. Os elementos de ordem natural, principalmente os geomorfológicos influenciam a distribuição e composição das unidades, e que apesar das barreiras impostas pelo relevo, a ocupação do território se processa de forma a não considerar a suscetibilidade do relevo, principalmente nas áreas de fundo de vale e nas cotas acima de 100 m. / The aim of the study was to conduct na environmental zoning in the municipality of Ubatuba, São Paulo state,using the geomorphological features as a basis to estabilish the envirommental areas. Aiming na integrated analisis, some features of the anthropic environment were correlated with the geomorphological features. To obtain the relief's compartments and ofterwards the environmental and ofterwards the environmental cone's compartiments were considered firstly the general features of the relief and secondly, with a more detailed scale, the geomorphological features. In this way I've obtained four environmetal zones ( I,II, III, and IV ) and 15 environmental subzones. The natural order elements, mainly the geomorphological ones, act in the distribution and composition on the compartiments and, despite the barriers imposed by the relief, the occupation of the territory occurus onregarding the susceptibility of the relief, maily in areas on valley bottoms and above areas at 100m in altitude.

Complex zoning in clinopyroxenes from Marion Island

Euhedral clinopyroxene mega-crystals have been retrieved from Marion Island, a volcanic island situated on an inactive transform fault near the mid oceanic ridge on Antarctic tectonic plate and part of the Prince Edward Island group. The island is considered to be the product of hotspot- related volcanism. Clinopyroxene megacrysts were sampled from the southern side of the island on a scoria cone named Pyroxene Hill. Several analytical methods including Energy Dispersive Spectrometry (EDS), Electron Probe Microanalysis (EPMA) and EPMA-mapping were utilized in investigating the zoning found within these 5-10 cm large crystals. The zoning found was “patchy”, in that it did not conform to commonly described zoning such as normal, reverse, sector or oscillatory, but rather consisted of chemically distinct areas with either diffuse or sharp boundaries, not orientated parallel to the grain boundaries or crystal lattice. The chemistry of the crystals indicates that they have formed from an evolved basaltic melt, and are likely to have crystallised at a depth of 15- 30 km. A model is postulated for the formation of these crystals in which the megacrysts crystallise rapidly from a supersaturated melt. Pre-existing crystalline material undergoes imperfect diffusion at high temperature to create a patchwork of compositional zones. Supersaturation likely requires a volatile-rich melt, which undergoes rapid degassing owing to an external trigger. Disparities in Healthy Food Zoning, Farmers' Market Availability, and Fruit and Vegetable Consumption Among North Carolina Residents

Background: Context and purpose of the study. To examine (1) associations between county-level zoning to support farmers' market placement and county-level farmers' market availability, rural/urban designation, percent African American residents, and percent of residents living below poverty and (2) individual-level associations between zoning to support farmers' markets; fruit and vegetable consumption and body mass index (BMI) among a random sample of residents of six North Carolina (NC) counties. Methods: Zoning ordinances were scored to indicate supportiveness for healthy food outlets. Number of farmers' markets (per capita) was obtained from the NC-Community Transformation Grant Project Fruit and Vegetable Outlet Inventory (2013). County-level census data on rural/urban status, percent African American, and percent poverty were obtained. For data on farmers' market shopping, fruit and vegetable consumption, and BMI, trained interviewers conducted a random digit dial telephone survey of residents of six NC counties (3 urban and 3 rural). Pearson correlation coefficients and multilevel linear regression models were used to examine county-level and individual-level associations between zoning supportiveness, farmers' market availability, and fruit and vegetable consumption and BMI. Results: At the county-level, healthier food zoning was greater in more urban areas and areas with less poverty. At the individual-level, self-reported fruit and vegetable consumption was associated with healthier food zoning. Conclusions: Disparities in zoning to promote healthy eating should be further examined, and future studies should assess whether amending zoning ordinances will lead to greater availability of healthy foods and changes in dietary behavior and health outcomes.

Zoning Regulations: A Locational Impediment to the Provision of Low-Income Housing Units in Hamilton

<p> The purpose of this paper is to determine whether zoning regulations constrain the builder in his or her ability to provide low-income housing units in Hamilton. It critically reviews five impediments to the provision of low-income housing and the application of urban managerialism to the low-income housing supply problem. An explanation of the degree to which the zoning revision process impedes large and small builders is given. An examination of three specific dimensions of zoning and the extent to which these dimensions constrain the builder follows. These dimensions are (i) inflexibility, (ii) the procedural and temporal framework and (iii) "full-up" zones. The analysis showed insufficient evidence existed to substantiate or falsify the hypothesis that zoning regulations impede the builder's ability to provide low-income housing units. </p> / Thesis / Bachelor of Arts (BA)
