La capacitación de los registradores civiles impartida por el Registro Nacional de Identificación y Estado Civil (RENIEC) y su eficiencia en la función registral

La investigación tiene como objetivo identificar los factores críticos que afectan el desarrollo de la competencia de los registradores civiles, estudiando el proceso de la capacitación realizado por el Reniec en el período 2014, con el propósito de formular una propuesta que contribuya a mejorar la ejecución del programa de capacitación, a fin de reducir los errores en que puedan incurrir los registradores civiles durante el ejercicio de su función. Para este estudio, se utilizaron diferentes técnicas que facilitaron la recopilación de la información y se analizaron los resultados producto de la investigación. La información permitió verificar si el programa de capacitación respondía a las necesidades de los registradores civiles. En ese sentido, uno de los hallazgos de la investigación evidencia las características socioculturales de los registradores civiles para adecuar una metodología educativa oportuna y acorde a sus necesidades de aprendizaje. Desde el campo de la Gerencia Social que estudia las políticas, programas y proyectos sociales, se toma en consideración los conocimientos, habilidades y herramientas para evaluar la calidad, eficiencia y eficacia del programa de capacitación; por ende, la importancia de esta investigación radica en valorar el potencial humano del registrador civil que se traslucirá en el servicio ofrecido tanto en la consignación de los hechos vitales y modificatorios del estado civil, así como en la calidad de atención al ciudadano, cuyo propósito es formalizar la identidad que conllevará al ejercicio de los deberes y derechos del individuo. El plan de mejora propuesto incorpora los elementos relacionados a la metodología de la enseñanza, al contenido de los materiales educativos y al perfil del docente. / Tesis

TESIS PARA OPTAR AL GRADO DE MAGÍSTER EN ADMINISTRACIÓN / Aillon Sanhueza, Gabriela [Parte I], Ayala Cáceres, Sofía [Parte II] / Este documento ha sido elaborado para presentar el plan de negocios de DragonFly, que se refiere a la prestación del servicio de fumigación de plantaciones agrícolas mediante el uso de un helicóptero radio controlado, entregando mayor eficiencia y seguridad en el proceso, comparado con el sistema usado tradicionalmente. Chile es un país donde la actividad agrícola es de gran relevancia, dado que la mayor cantidad de la producción nacional es exportada a mercados internacionales, lo que convierte al rubro en un importante sector para el desarrollo económico para el país. Dado esto, se requiere que los procesos involucrados sean cada vez más eficientes. No es sorpresa que la tecnología avanza rápidamente y se está aprovechando esto para la incorporación a la industria, con el objetivo de hacer más eficientes los procesos y sacar mayor provecho de los recursos y capacidades con que se cuenta. Hemos visto que en los últimos años se ha incrementado el uso de drones para diversos fines. A partir de todo lo expuesto es que nace la idea del uso de un helicóptero radio controlado para aplicación de fumigaciones en el sector agrícola. Actualmente no existen empresas que presten el servicio de fumigación al sector agrícola, a excepción de las fumigaciones aéreas con helicópteros y aviones tripulados, lo que da una gran oportunidad para esta innovadora idea. La estrategia de DragonFly es con enfoque en diferenciación y su ventaja competitiva se resume en que es una aplicación segura y responsable de los tratamientos a los cultivos, además de ser más eficaz y eficiente que los métodos tradicionales de aplicación de spray sobre los cultivos, lo que ayuda a facilitar la gestión de las tierras a los agricultores. En el trabajo de campo realizado (entrevistas con expertos y con productores) se confirmó que esta idea de negocio sería bien recibida, los productores manifestaron interés en adquirir el servicio, siempre y cuando sea eficiente e idealmente a menor costo que el sistema tradicional. La evaluación económica del proyecto se realizó a 5 años, resultado viable y atractiva desde el punto de vista de rentabilidad. Los indicadores financieros son positivos, con un VAN de $107.374.793, TIR de 49%, retorno de la inversión de 200,45% en el año 5 y un payback de 2,97 años.

Colonisation and development of salt marsh in the Dee estuary, NW England : integrating large-scale pattern and small-scale ecological process

The Dee estuary, one of the most important British estuaries in terms of size and conservation value, has been subject to extensive colonisation and development of intertidal mudflats by salt marsh vegetation. In the last century, acceleration of this process has been attributed to the ability of Spartina anglica C.E. Hubbard to colonise bare sediment. The research in this thesis aims to investigate the ecological patterns and processes involved in the development of salt marsh vegetation. These have been examined using a large-scale approach involving remote sensing techniques and a small-scale approach to examine ecological processes at the level of the individual plant and species. Large-scale temporal patterns in the distribution were investigated by analysing a sequence of monochrome aerial photographs dating from 1955 to 1997. At the marsh apex, initial rapid colonisation was followed by a decreased rate of expansion and a reduction in the pioneer zone. This suggested a steepening of the marsh elevation gradient, which is interpreted as the marsh approaching its natural limit of expansion. The rate of salt marsh expansion was consistent across the time sequence for the second target area, a cross-section of the marsh gradient, but with S. a«g/zca-dominated colonisation of mudflats changing to colonisation by a pioneer community co-dominated by S. anglica and Salicornia europaea. Large-scale spatial distribution patterns were further investigated using multispectral remote sensing data from 1997. Radiometric data were used to define the spectral characteristics of the major types of salt marsh vegetation. Airborne Thematic Mapper data were used to classify the reflectance data from the whole marsh to determine the spatial distribution of plant communities based on their spectral characteristics. Mapping of these communities provided a baseline that will be a useful tool for future management of the salt marsh. An experimental approach was used to examine the role of abiotic and biotic factors on the growth and interactions between S. anglica and Puccinellia maritima (Huds.) Parl. In two series of competition experiments, P. maritima exerted a one¬way effect over S. anglica. The intensity of this interaction was increased in environmental conditions favourable to P. maritima, and was greater in terms of above-ground than below-ground biomass. In both experiments, S. anglica exhibited a disproportionate reduction in below-ground competitive interaction in abiotic conditions less favourable to P. maritima. A corresponding increase in rhizomes suggested that this is a potential mechanism by which S. anglica may evade competitive neighbours at low marsh elevations. An appreciation of the importance of scale has led to a multi-scaled and holistic view of the ecological process of salt marsh colonisation and development. Integration of both large and small-scale approaches has provided valuable information on the ecological patterns and processes, and has important implications for current and future management of salt marsh in the Dee estuary.

The work of John Dee (1527-1608) posits an approach to architecture based upon the concept of wonder. Sympathetic correspondences permeate Dee's disparate practical activities and architectural discourse. His contributions to astronomy, alchemy, cartography and navigation are grounded in the intersubjective cosmology of the Renaissance. It is in Dee's Mathematicall Praeface (1570), which promotes mathematics as a natural philosophy, that the architect's metier is aligned with the marvellous and established as an art encompassing numerous disciplines. Dee's syncretic formulation of architecture is distinctly attuned to the alchemical and magical discourses pervading the Renaissance and established in relation to his hieroglyphic "Monas" symbol. This emblematic device, discussed in the Monas Hieroglyphica (1564), exemplifies the link between architecture and writing. The Monas symbol permits the architect-as-alchemist to contemplate marvels and effect them in practice. In addition to positioning wonder in human activity, as a navigational beacon guiding the work of the architect, Dee signals the possibility of restoring conjuring-the dangerous and denigrated art of sixteenth century England--into architectural practice.

To understand the communicative functions of any vocalization it is important to first classify, describe, and measure the elements of that vocalization. Mexican (Poecile sclateri) and boreal (P. hudsonica) chickadees both produce a name-sake chick-a-dee call. Here, the note types present in samples of Mexican and boreal chick-a-dee calls are identified and described. Frequency and temporal measures of each note type are analyzed and show that frequency measures may be useful for note-type and individual discrimination. Call syntax is also analyzed and shows that both Mexican and boreal chickadees produce the notes within their chick-a-dee calls in a fixed order with the potential for any note type to be repeated or omitted within the sequence. This work provides a foundation for future studies aimed at understanding the communicative significance of this call within these species, as well as for comparative work on the chick-a-dee call among all chickadee species.
