Caring for children who can not remain in their own homes with their own parents is one of the most basic problems in the field of child welfare. However, there have always been a certain number of orphans or children whose relatives are unable or unwilling to care for them. Our society has, since Elizabethan times, become increasingly concerned about this latter group of children.
