Previous issue date: 2012-06-25 / This study presents an overview of Agricultural and Environmental Certification in the
Federal District, in the light of a risk analysis SWOT: strengths, opportunities, weaknesses
and threats. From the pioneering experience mainly in Europe but also in Brazil, especially in
the municipalities of Sorriso, Lucas do Rio Verde and Nova Mutum in Mato Grosso (MT).
There was a contextualization of the most important environmental certifications in Brazil and
the Federal District. In the Federal District, the rural lands account for two thirds of the total
land territory, which equates to approximately 453,860 hectares. There are more than nineteen
thousand farms, of which less than 10% are settled. The work uses the SWOT analysis for
measurement purposes, development of concepts of effectiveness, efficiency and
effectiveness in operational and comparative within the agricultural sector of the Federal
District, ie, it was a survey of strengths and opportunities in public policy in DF that are
effective and efficient use of existing agricultural practices designed to improve the
implementation of Environmental Management Systems (EMS). The implementation of
public political for the sector that encourages environmental certification and sustainable
increase in agricultural productivity, with the encouragement and direct participation of
farmers, enabling enter deforested areas through environmental restoration, using techniques
to the Low Carbon Agriculture (ABC) with promotion of a truly vintage green, which is
measurable and verifiable and replicable oriented consumption locally, nationally and
internationally. As weaknesses and threats, the challenge is to make accessible to farmers
these production technologies, in order to facilitate new investment and strengthen the region
as a hub generator agribusiness. The implementation of the Environmental Certification of
Agriculture of the Federal District may also promote equal treatment to all rural producers,
integrating the different sectors of the decreasing social inequalities between urban and rural
areas. Environmental certification can become a key factor in promoting and differentiation of
products or processes in the market, and open new business possibilities. / Este estudo apresenta um panorama geral da Agropecu??ria e Certifica????o Ambiental do
Distrito Federal, ?? luz de uma an??lise de risco FOFA: for??as, oportunidades, fraquezas e
amea??as. A partir da experi??ncia pioneira principalmente na Europa, mas tamb??m no Brasil,
com destaque para os munic??pios de Sorriso, Lucas do Rio Verde e Nova Mutum, em Mato
Grosso (MT). Fez-se uma contextualiza????o das certifica????es ambientais mais importantes no
Brasil e no Distrito Federal. No Distrito Federal, as terras rurais correspondem a dois ter??os
do total de terras do territ??rio, o que equivale a aproximadamente 453.860 hectares. Existe
mais de dezenove mil propriedades rurais, das quais, menos de 10% est??o regularizadas. O
trabalho recorre ?? an??lise FOFA para fins de mensura????o, elabora????o dos conceitos de
efetividade, efici??ncia e efic??cia de forma operacional e comparativa no ??mbito do setor
agropecu??rio do Distrito Federal, ou seja, fez-se um levantamento de for??as e oportunidades
nas pol??ticas p??blicas no DF que s??o eficazes e eficientes no uso das melhores pr??ticas
agr??colas existentes, desenhadas para melhorar a implanta????o de Sistemas de Gest??o
Ambiental (SGA). A implementa????o de pol??ticas p??blicas para o setor que favore??a a
certifica????o ambiental e o aumento da produtividade agropecu??ria sustent??vel, com o
incentivo e participa????o direta dos produtores rurais, possibilitando incorporar ??reas
desmatadas atrav??s de recupera????o ambiental, utilizando de t??cnicas para Agricultura de
Baixo Carbono (ABC), com promo????o de uma verdadeira safra verde, que seja mensur??vel
verific??vel e replic??vel e voltada ao consumo local, nacional e internacional. Como fraquezas
e amea??as, o grande desafio ?? tornar acess??vel aos produtores rurais estas tecnologias de
produ????o, com vistas a viabilizar novos investimentos e consolidando a regi??o como polo
gerador de agroneg??cios. A implementa????o do Programa de Certifica????o Ambiental da
Agropecu??ria do Distrito Federal poder?? promover ainda um tratamento igualit??rio a todos os
produtores rural, integrando os diferentes segmentos do setor diminuindo as desigualdades
sociais entre os meios urbano e rural. A certifica????o ambiental pode tornar-se um fator
fundamental na promo????o e diferencia????o de produtos ou processos produtivos no mercado,
al??m de abrir novas possibilidades de neg??cios.
