Previous issue date: 2016-12-13 / Este trabalho é fruto de estudos e reflexões realizados no decorrer do curso de mestrado profissional em Gestão e Avaliação da Educação Pública do Programa de Pós-graduação em Gestão e Avaliação da Educação Pública da Universidade Federal de Juiz de Fora (UFJF) em convênio com a prefeitura da cidade do Recife. Nele propomos realizar uma análise, sobre os motivos que contribuíram para a não participação dos professores da Rede Municipal de Ensino do Recife (RMER), Pernambuco, na formação do Programa Pacto Nacional pela Alfabetização na Idade Certa (Pnaic) no período de 2013 a 2015. A presente pesquisa tem dois objetivos principais. O primeiro é compreender os motivos da não adesão dos professores de duas escolas, em suas duas dimensões: a não inscrição no Programa e a desistência após o início da formação. O segundo objetivo é propor um Plano de Ação Educacional (PAE) a partir dos dados produzidos pela pesquisa de campo e documental, que intervenha nas razões e causas da não inscrição e da desistência, visando fortalecer a execução do Programa. A metodologia utilizada para realização desta pesquisa teve uma abordagem qualitativa. Para investigação recorremos aos documentos oficiais que retratam dados sobre a participação dos professores na formação, assim como a sistematização da consulta realizada aos docentes sobre os motivos da não participação. Além disso, realizamos entrevistas com os 12 professores e com a equipe de gestão escolar de duas escolas que representam a Rede. Entrevistamos ainda a coordenadora municipal do Pnaic, responsável pelas ações do Programa no município. A análise dos dados evidenciou fatores que estão interferindo na possibilidade de uma participação mais efetiva, apontaram questões não somente voltadas para o interesse do professor, como também nos trouxe elementos vinculados à gestão do Programa no que diz respeito a implementação da formação continuada. Por conseguinte, sugerimos uma proposta de intervenção, o Plano de Ação Educacional, que aponta possíveis soluções para inverter esse quadro, não somente em relação às formações do Pnaic, mas também em outras propostas pela Rede Municipal de Ensino do Recife. / This work is the result of studies and reflections carried out during the Master's degree in Management and Evaluation of Public Education of the Graduate Program in Management and Evaluation of Public Education of the Federal University of Juiz de Fora (UFJF) in partnership with Recife‟s City Hall. In it, we propose an analysis of the reasons that contributed to the non-participation of the teachers of the Municipal Schools of Recife (RMER), Pernambuco, in the formation of the National Pact for Literacy in the Right Age (PNAIC) from 2013 to 2015. This research has two main objectives. The first is to understand the reasons for the non-adherence of the teachers of two schools, in their two dimensions: not enrolling in the Program and dropping out after starting the training. The second objective is to propose an Educational Action Plan (EAP) based on the data produced by the field and documentary research, which can intervene in the reasons and causes of non-enrollment and withdrawal, in order to strengthen the Program's execution. The methodology used to carry out this research had a qualitative approach. For investigation, we used official documents that depict data on teachers' participation in training, as well as the systematization of the consultation of teachers on the reasons for non-participation. In addition, we conducted interviews with 12 teachers and the school management team of two schools representing the Public Municipal Schools of Recife. We also interviewed the municipal coordinator of Pnaic, responsible for the actions of the program in the municipality. Data analysis revealed factors that are interfering with the possibility of a more effective participation, pointed not only directed questions to the teacher's interest, but also brought in elements related to program management regarding the implementation of continuing education. Therefore, we suggest a proposal for intervention, the Educational Action Plan, which suggests possible solutions to reverse this situation, not only in relation to Pnaic training sessions, but also other proposals by the Public Municipal Schools of Recife.
