Previous issue date: 2005 / Resumo: A Assistência Social tem sido um instrumento do Estado para enfrentar a questão social através de ação aparentemente compensatória das desigualdades sociais. Assim institui políticas e cria programas e serviços destinados aos indivíduos identificados como pobres, carentes e excluídos. Nossa indagação central é se a Assistência Social na Prefeitura Municipal de Campinas, de 1966 a 1993, precedeu no tempo as políticas setoriais na prestação de alguns serviços e de que modo o objeto da assistência social é reprocessado historicamente na correlação de forças em disputa entre os diversos agentes sociais envolvidos. A investigação para a reconstituição da trajetória da Assistência Social na Prefeitura Municipal de Campinas - SP ocupou-se especialmente de registrar e indicar algumas correlações entre a história e suas estratégias de ação. Estratégias estas que buscamos compreender não apenas como serviços e programas, mas também um processo de articulação de mudanças de relações entre atores e forças nessa trajetória, que pressupõem uma concepção de relações sociais na sua dinâmica estrutural e conjuntural, em "diálogo" com a Política de Saúde, sob a ótica da assistência. A pesquisa de campo realizada procurou aproximar-se da trajetória institucional formal da Assistência Social na Prefeitura Municipal de Campinas. O trabalho foi feito através da pesquisa de leis, decretos e resoluções publicados em Diário Oficial desde 1900; documentos e relatórios da SMAS; notícias e reportagens sobre o tema a partir dos anos sessenta até 1993; Trabalhos de Conclusão de Curso - TCC - da Faculdade Serviço Social da PUCCAMP, de 1953 até 1993; entrevistas com assistentes sociais protagonistas dos eventos relatados - sujeitos da ação. Em nossa análise constatamos que a Assistência Social precedeu, no período analisado, outras políticas sociais da Prefeitura Municipal de Campinas na urbanização de favelas, na guarda e educação de crianças de até seis anos e na concessão de próteses, órteses e medicamentos. Propiciou assim o enriquecimento e ampliação de serviços e bens ofertados pelas políticas setoriais de Habitação, Educação e de Saúde. Concluindo, a Assistência Social, como espaço da subalternidade, parece ser também um necessário espaço de instituição de pautas de inclusão de novos bens e serviços de proteção social e da ampliação das abrangências das políticas públicas setoriais e universais, inclusive a Política de Saúde / Abstract: Social assistance has been an instrument of the State in dealing with social inequality through affirmative compensatory actions. Hence, social assistance establishes policies, creates programs and social work that caters to citizens identified as poor, deprived and excluded. Out main purpose was to investigate the Social Assistance Program in the Campinas Municipality, from 1966 to 1993, as a prototype of policies and social work in the various sectors, especially the health sector. Since the objective of social assistance is historically reprocessed based on the correlated effort of the various social agents involved, the 'dialogue' on health policy has been highlighted. This investigation reconstituted the course of Social Assistance in the Municipality of Campinas as a comprehensive program since it inc1udes the historic perspective as well as the correlated mediation and effort involved. Our task was to analyze the relationship between the history of Social Assistance and the strategies used in the Municipality of Campinas. Action strategies that not only involve programs and social work but the changes brought about in the relationship between individuals and actions during this course, presupposing a concept of structural and conjunctional dynamics in social relationships. The field research resulted in the formal reconstruction of the institutional trajectory of Social Assistance in the Municipality of Campinas. This study involved researching laws, decrees and resolutions published in the Official Daily Newspaper since 1900; documents and reports by SMAS; news and reports on the subject from the seventies up to 1993; Course Conclusion studies at the Faculty of Social Work, PUCCAMP, from 1953 to 1993; interviews with social assistants who participated in the events reported. Our analysis verified that Social Assistance, during the period studied, had a priority over other social policies such as the urbanization of slums, caring and educating children up to the age of six, provision of prosthesis, orthesis and medicines, practices that enhanced and amplified the social work and benefits offered by the Housing, Educational and Health sectors of the Municipality of Campinas. Finally, Social Assistance as a subaltem space also seems to be a space that institutes guidelines regarding new social benefits, protective social work and the amplification of public policies, including the health policy / Doutorado / Saude Coletiva / Doutor em Saude Coletiva
