Previous issue date: 2016-09-26 / Considering the administrative structure of Brazil and the
problems experienced by municipalities as a result of tax
centralization in the Federal Government compared to
the role of municipalities, this dissertation aims to identify
and analyze initiatives involving cost reduction and
revenue increase taken by the Local Administrative
Offices in five cities in Florianópolis Metropolitan area:
Águas Mornas, Antônio Carlos, Governador Celso
Ramos, Santo Amaro da Imperatriz and São Pedro de
Alcântara. Firstly, the study describes the organizational
structure of the Local Administrative Offices of these
municipalities and presents the preliminary survey to
identify such initiatives. Then the initiatives were detailed
and scored based on the evaluation of the Municipal
Secretaries of Local Administration Offices and
accountants. Based on the results obtained from the
research it was possible to explore eleven initiatives
related to cost reduction and six initiatives related to
revenue increase. The successful experience reducing
costs and increasing revenues can be practiced by other
cities helping the improvement of the internal
management of Local Administration Offices, allowing
greater investment capacity of the Municipal Executive,
as well as promotes the society in general as it is the
beneficiary of a more efficient public administration. / Tendo em vista a estrutura da administração pública
brasileira e a problemática vivenciada pelos municípios
em consequência da centralização tributária da União
frente às responsabilidades afetas aos municípios, a
presente dissertação procurou identificar e analisar
iniciativas de redução de custos e incremento de receitas
realizadas pelas Secretarias de Administração de cinco
municípios do Núcleo Metropolitano de Florianópolis:
Águas Mornas, Antônio Carlos, Governador Celso
Ramos, Santo Amaro da Imperatriz e São Pedro de
Alcântara. Em um primeiro momento foi feita a descrição
da estrutura organizacional das Secretarias Municipais
de Administração destes municípios, juntamente com o
levantamento preliminar para identificar tais iniciativas.
Estas, por sua vez, foram detalhadas e pontuadas com
base na percepção dos Secretários Municipais de
Administração e os contadores. Com base no resultado
obtido com a pesquisa foi possível detalhar onze
iniciativas relacionadas à redução de custos e seis
iniciativas relacionadas ao incremento de receitas. A
replicação das iniciativas que geraram redução de custos
e incremento de receitas em outros municípios permite o
aprimoramento da gestão interna das Secretarias de
Administração dos municípios, possibilitando maior
capacidade de investimento por parte do Executivo
Municipal, assim como favorece a sociedade em geral
visto que é a beneficiária de uma administração pública
mais eficiente.
