Buscou-se analisar como que os projetos e legislações executadas pela esfera pública atuam na transformação do espaço urbano, conferindo-lhe novas dinâmicas que, muitas vezes, convergem com os interesses privados e, consequentemente, com a reprodução do capital. Neste contexto, tornou-se essencial questionar esta forma de planejar a cidade que não garante os direitos básicos da população de menor poder aquisitivo, impedindo inclusive o seu direito à cidade. Observou-se que, mediante esse processo de exclusão, a sociedade civil pode encontrar outros caminhos a partir da coletividade e solidariedade promovendo movimentos de resistência às imposições dos atores hegemônicos de produção do espaço, procurando, assim, conquistar o acesso aos equipamentos urbanos coletivos essenciais para a reprodução da vida, além de proporcionar a permanência em seu lugar. Visando aproximar a teoria da práxis, procurou-se compreender o planejamento urbano adotado em Santos-SP, especialmente a partir da década de 2000, com a implantação pela prefeitura municipal do programa Alegra Centro, em 2003. A intenção foi demonstrar que esta política se adequa aos ideais neoliberais de planejamento do espaço, que é caracterizado pelo Planejamento Estratégico, no qual a cidade é transformada em mercadoria, fator este também denominado de empreendedorismo urbano. Dessa forma, foi realizada uma investigação com o... / This research, developed from the perspective of geographical knowledge, offers an analyses of the urban space revaluation process caused by the joined performance of the public powers and the private sector. It was intended to analyze how the projects and laws implemented by the public sphere act in the transformation of urban space, giving it new dynamics that often converge with private interests and, consequently, with the reproduction of capital. Against this background, it has become essential to question this form of city planning that does not guarantee the basic rights of the population with low incomes, which also prevents their right to the city. It was observed that, through this process of exclusion, civil society can find other ways based on collectivity and solidarity, promoting resistance movements against the impositions that come from the hegemonic actors on the production of space, thus seeking to conquer access to urban collective facilities essential for the reproduction of life, as well as providing permanence in its place. Aiming at the close relation of theory and praxis, it was sought to understand the urban planning adopted in Santos-SP, particularly from the 2000s, with the establishment of the Alegra Centro program in 2003 by the municipal government. The intent was to demonstrate that this policy fits itself in the neoliberal ideals of space planning, that is characterized by the Strategic Planning, in which the city is transformed into a commodity, factor also called urban entrepreneurialism.
