Previous issue date: 2008 / This study seeks to give visibility to the process of effective management of social control by the State Council of Social Welfare of Rio Grande do Sul - CEAS / RS, stressing the correlation of forces present in the different perspectives of social control (conservative, democratic and consensualista) commented by different benchmarks, whose characteristics attempts to bring the discussion. The debate now proposed is based on the historical background of these institutions, in the genesis of social rights, democracy and Brazilian social participation, as well as the imposition of conselhistas spheres of social control policy on welfare, highlighting its limits and possibilities. Works restrictive and collaborative processes in making of social control, highlighting its contradictions and taking as the locus CEAS / RS. Among the things revealed, are the restrictive institutional mechanisms, the design of social assistance; the form of representatividades and training of actors and the procedures for coordinating policy and strategies for internal communication and power. There was systematic observation in the Thematic Committee and Plenary Meetings of the organ to assist the analysis of interviews in the run-critical dialectic with all dedicated advisers and officials selected the CEAS / RS in the period from 2007. In order interventive, planned to return to the locus of collective study aiming to subsidize their qualification. / O presente estudo busca dar visibilidade ao processo de gestão do controle social efetivado pelo Conselho Estadual de Assistência Social do Rio Grande do Sul - CEAS/RS, destacando a correlação de forças presente nas distintas perspectivas de controle social (conservadora, democrática e consensualista) comentadas por diferentes referenciais, cujas características procuram-se trazer à reflexão. O debate ora proposto fundamenta-se na origem histórica dessas instituições, na gênese dos direitos sociais, da democracia brasileira e de participação social, bem como na instituição das esferas conselhistas de controle social da política de assistência social, evidenciando seus limites e possibilidades. Trabalha os processos restritivos e colaborativos na efetivação do controle social, destacando suas contradições e tomando como lócus o CEAS/RS. Entre os aspectos desvendados, destacam-se os mecanismos restritivos institucionais; a concepção da assistência social; a forma das representatividades e de capacitação dos atores, bem como os processos de articulação política e estratégias de comunicação interna e de poder. Realizou-se observação sistemática nas Reuniões Plenárias e Comissões Temáticas do órgão para auxiliar à análise das entrevistas na perspectiva dialético-crítica com todos os conselheiros assíduos e funcionários selecionados do CEAS/RS, no período de 2007. De modo interventivo, planejou-se devolução coletiva ao lócus de estudo visando subsidiar a sua qualificação.
