Previous issue date: 2009-02-27 / Financiadora de Estudos e Projetos / The companies of the sugar-alcohol sector kept the same characteristics since their beginning up to the nineties. They were controlled by oligarchic groups, were under the State protection and were not worried about dissociating from the negative stigma of exploiting the workforce and destroying the environment. In the beginning of the XXI century, the sector started two new movements that would change its profile: the opening of capital of some plants and the interest in actions related to Social Responsibility. The proposal of this dissertation is to investigate which were the main factors that contributed to the beginning of these initiatives and whether there is any relationship between the opening of capital, and the adoption of actions related to Social
Responsibility in the Agroindustrial Complex Sugar from Brazil. Within this context, it was possible to find out that the main transformations were initiated in the nineties. The end of the indirect support from the State; the impoverishment of resources received by the producers in São Paulo; and the withdrawal of the State from the market regulations forced the entrepreneurs to establish in the market based on their own competence. Nowadays, the good perspectives of marked for the Complex have contributed to the introduction of new ways of organizing corporative strategies in the companies of this sector. Social Responsibility that was not taken into account before became an important issue. Some important facts revealed during this research raise some
questions about the relationship between Social Responsibility and the opening of capital, giving place to a new investigation that can be a subject for another research. / As empresas do setor sucroalcooleiro, desde seu início até a década de 1990, mantiveram as mesmas características. Eram controladas por grupos oligárquicos, contavam com forte intervenção estatal e não demonstravam preocupações em se
dissociar do estigma negativo de exploradoras de mão de obra e destruidoras do meio ambiente. A partir do início do século XXI, o setor passou a inaugurar dois movimentos inéditos que mudariam seu perfil: a abertura de capitais de algumas usinas e a busca pela inserção de ações de Responsabilidade Social Empresarial em suas estratégias. A proposta dessa dissertação é investigar quais os principais fatores que contribuíram para o nascimento dessas novas iniciativas, e se existe alguma relação entre o movimento de abertura de capitais e a adoção de práticas de Responsabilidade Social no Complexo Agroindustrial Canavieiro do Brasil. Nesse contexto, foi possível apurar que as principais transformações foram iniciadas na década de 1990. Com o esgotamento dos
recursos financeiros por parte do Estado, recebidos pelos produtores paulistas, e o afastamento deste das regulamentações, os empresários foram forçados a se posicionarem no mercado a partir de suas próprias competências. As boas perspectivas de mercado que o Complexo vive atualmente também têm contribuído para que
apareçam novas formas de organizar as estratégias corporativas das empresas do setor, introduzindo questões nunca antes relevadas, como as relacionadas à Responsabilidade Social. Entretanto alguns fatos importantes apurados durante a elaboração desta dissertação colocam questões quanto a relação entre a Responsabilidade Social e a
abertura de capitais, abrindo lacunas que podem contribuir para o surgimento de novos estudos de mais fôlego, que não caberiam nesta pesquisa de mestrado.
