Previous issue date: 2018-03-28 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / The main theme of this master's thesis is to analyze ter materialization of
social control in the Social Assistance Policy in Porto Alegre. The function of social
control is to regulate, supervise and deliberate the policy in the three spheres of
government. As a theoretical basis, the categories of State, Civil Society and Social
Policy were broadened giving support to this production. A bibliographical,
documentary and empirical research was carried out. In the bibliographic research,
the journals qualified as A1, A2, B1 and B2 by Capes were prioritized, having as a
sample twelve articles that covered the research theme. The documentary research
had as objective the rescue of the history of the Municipal Council of Social
Assistance and the implantation of the Policy of Social Assistance, through the
analysis of documents of the collection of the council. From the empirical research,
nine subjects participated, being seven counselors and two board members. The
study was anchored in the dialectical-critical method that went through the entire
process of this dissertation. The reference for data analysis was content analysis,
based on studies by Bardin (1977). The results obtained indicate that the Social
Assistance Policy and the Council arise in a context of democratic expansion. Thus,
popular participation became one of the pillars in the implementation and
implementation of this policy and the council. It is noticed that, with the most radical
resumption of neoliberalism in the country, there is a change of the political project in
the administration of the municipality, occurring a significant decline in the advance of
the policy. In the process of organizing the council, there was an articulation with the
implementation of the policy, evidencing, therefore, its incidence in the construction
of the same and the importance of this instance in the guaranteed of this process.
Finally, there is a long way to achieve the participation of users in politics and the
council of Porto Alegre, currently threatened by the processes of dismantling of
rights. / O tema central dessa disserta??o de mestrado ? analisar a materializa??o do
controle social na Pol?tica de Assist?ncia Social em Porto Alegre. A inst?ncia de
controle social tem como fun??o a normatiza??o, a fiscaliza??o e a delibera??o da
pol?tica nas tr?s esferas de governo. Como base te?rica, foram adensadas as
categorias Estado, Sociedade Civil e Pol?tica Social dando sustenta??o a esta
produ??o. Realizou-se uma pesquisa bibliogr?fica, documental e emp?rica. Na
pesquisa bibliogr?fica, foram priorizados os peri?dicos qualificados como A1, A2, B1
e B2 pela Capes, tendo como amostra doze artigos que contemplaram a tem?tica da
pesquisa. A pesquisa documental teve como objetivo o resgate da hist?ria do
Conselho Municipal de Assist?ncia Social e a implanta??o da Pol?tica de Assist?ncia
Social, atrav?s da an?lise de documentos do acervo do conselho. Da pesquisa
emp?rica participaram nove sujeitos, sendo sete conselheiros e dois funcion?rios do
conselho. O estudo foi ancorado no m?todo dial?tico-cr?tico que atravessou todo o
processo desta disserta??o. A refer?ncia para a an?lise dos dados foi a an?lise de
conte?do, baseada em estudos de Bardin (1977). Os resultados obtidos apontam
que a Pol?tica de Assist?ncia Social e o Conselho surgem em um contexto de
amplia??o democr?tica. Assim, a participa??o popular se constituiu como um dos
pilares na implanta??o e implementa??o desta pol?tica e do conselho. Percebe-se
que, com a retomada mais radical do neoliberalismo no pa?s, h? uma mudan?a do
projeto pol?tico na administra??o do munic?pio, ocorrendo um decl?nio significativo no
avan?o da pol?tica. No processo de organiza??o do conselho, houve uma articula??o
com a implanta??o da pol?tica, evidenciando, assim, a sua incid?ncia na constru??o
da mesma e a import?ncia desta inst?ncia na garantida deste processo. Por fim,
sinaliza-se um longo caminho para concretiza??o da participa??o dos usu?rios na
pol?tica e no conselho de Porto Alegre, amea?ado na atualidade pelos processos de
desmonte de direitos
