Previous issue date: 2017 / A presente dissertação procura adensar a reflexão acerca da atuação profissional do assistente social inserido nas políticas sociais de saúde e assistência social. A escolha do tema de pesquisa vincula-se a experiência profissional junto a uma equipe do Núcleo de Apoio a Saúde da Família (NASF) e aos inúmeros debates ocorridos com gestores e profissionais acerca da importância do profissional inserido no NASF e no Serviço de Proteção e Atendimento Integral à Família (PAIF) no município de Florianópolis. A presente pesquisa teve como objetivo geral analisar a intervenção profissional dos assistentes sociais no primeiro nível de complexidade do SUS e do SUAS, ou seja, junto ao NASF e ao PAIF no município de Florianópolis. Como objetivos específicos buscou-se contextualizar a atuação profissional com base nos redirecionamentos na conformação das políticas sociais de assistência social e saúde no contexto brasileiro; analisar a intervenção do assistente social na APS do SUS, especificamente no NASF; analisar a intervenção do assistente social na PSB do SUAS, especificamente no PAIF e; comparar a intervenção profissional o assistente social no NASF e no PAIF. Metodologicamente o estudo caracterizou-se por ser de natureza aplicada, de abordagem qualitativa, de caráter exploratório e descritivo. Para a realização da pesquisa utilizou-se uma pesquisa documental, onde foram resgatados documentos que norteiam a intervenção profissional nos campos de atuação do assistente social e uma pesquisa de campo, realizada através de grupos focais com assistentes sociais do NASF e do PAIF do município de Florianópolis. Os resultados obtidos com a pesquisa apontam para as semelhanças e diferenças na atuação do profissional inserido no NASF e no PAIF, que é significativamente influenciada pelas condições de trabalho e pela lógica neoliberal de precarização e focalização das políticas sociais em voga no município. Esse contexto exige do profissional competências e habilidades que possibilitem a mobilização e a luta pela defesa dos direitos sociais e por condições dignas de trabalho, mínimo necessário para a efetivação do trabalho profissional com vistas a transformação da realidade.<br> / Abstract : The present dissertation seeks to broaden the reflection about the professional work of the social worker inserted in the social policies of health and social assistance. The choice of research topic is related to professional experience with a team of the Family Health Support Center (NASF) and to the innumerable discussions with managers and professionals about the importance of the professional inserted in the NASF and the Service of Protection and Integral Care to the Family (PAIF) in the city of Florianópolis. The present research had as general objective to analyze the professional intervention of the social workers in the first level of complexity of SUS and SUAS, that is, next to NASF and PAIF in the city of Florianópolis. As specific objectives, it sought to contextualize the professional performance based on the redirects in the conformation of the social policies of social assistance and health in the brazilian context; analyze the intervention of the social worker in the Primary Health Care of SUS, specifically in the NASF; analyze the intervention of the social worker in the Basic Social Protection of SUAS, specifically in the PAIF and; compare the professional intervention the social worker in NASF and PAIF. Methodologically, the study was characterized by an applied nature, a qualitative approach, an exploratory and descriptive character. In order to carry out the research, a documentary research was used to retrieve documents that guide the professional intervention in the social worker's fields of study and a field research, carried out through focus groups with social assistants of the NASF and PAIF of the municipality of Florianópolis. The results obtained with the research point to the similarities and differences in the performance of the professional inserted in the NASF and PAIF, which is significantly influenced by the working conditions and by the neoliberal logic of precariousness and focus of the social policies in vogue in the municipality. This context requires the professional skills and abilities that enable mobilization and the struggle for the defense of social rights and decent working conditions, the minimum necessary for the effective work of professionals with a view to transforming reality.
