Previous issue date: 2016 / Este estudo parte do pressuposto de que a família contemporânea foigestada no bojo das transformações econômicas, tecnológicas,socioculturais, demográficas e políticas mundiais que atravessam amaioria dos países. As implicações dessa combinação colocam emevidência várias tensões e desafios para as famílias e a esfera pública,com destaque para a conciliação entre o trabalho e a vida familiar. Dessaforma, objetiva-se nesta tese desvelar o debate acerca das origens eparticularidades das políticas de conciliação entre trabalho e vidafamiliar, de modo a apreender aspectos conceituais (dimensão teórica),suas relações, contradições e conflitos na contemporaneidade presentesna Europa e América Latina. Para tanto, realizou-se um estudobibliográfico, tipo de pesquisa que possibilita um extenso alcance deinformações dispersas em publicações, para sistematização e posterioranálise. A pesquisa visou aprofundar mediações, dimensões e questões,que se revelaram no desenrolar do estudo. Não houve um cortetemporal. Foi realizada uma discussão teórico-metodológica dosfundamentos que têm subsidiado a discussão sobre a conciliação e osimpasses originados do conflito nos âmbitos europeu e latinoamericano,particularmente no Brasil. Constatou-se reconhecimento danecessidade de equilíbrio entre trabalho e vida familiar, como umproblema coletivo que reivindica intervenção pública e está emandamento em poucos países, com ênfase naqueles do Norte da Europa.Nessa região, e com menor intensidade na Europa continental, a questãoestá nitidamente incluída no âmbito público, pois se verifica um grandeesforço governamental para dirimir desigualdades de gênero, tanto noâmbito privado quanto no mercado de trabalho, além da oferta deserviços de qualidade para as crianças, possibilitando que os genitoresdividam de maneira mais igualitária as demandas de trabalho das esferasprivada e pública. Nos países da Europa do Sul e na América Latina ocenário é bastante distinto: as ações referentes ao equilíbrio entretrabalho e família guardam semelhanças políticas e culturais quepermitem traçar tendências comuns entre essas regiões. Em ambas énotória a tendência à informalidade no trabalho e ao papel marginal daspolíticas assistenciais, que se configuram como residuais e comfocalização nas políticas sociais. Em ambos os contextos constata-se atradicional disponibilidade das famílias para prover necessidades sociaisde seus membros, reforçando assim fortes indícios de caráter familista.<br> / Abstract : This study is part of the assumption that the contemporary family wasmanaged in the bulge of economic, technological, socio-cultural,demographic and political global changes crossing most countries. Theimplications of this combination of factors put into evidence variousstresses and challenges for families and the public sphere, particularlythe reconciliation of work and family life. Like this, the objective is inthis thesis, i is unveiling the debate about the origins and characteristicsof policies to balance work and family life in order to grasp itsconceptual aspects (theoretical dimension), in their relations,contradictions and conflicts in this contemporary Europe and LatinAmerica. Therefore, a bibliographic study is carried out byunderstanding that this type of research provides an extensive range ofdata information scattered in numerous publications, allowing thesystematization of these for further analysis. The literature permeatedthe entire investigative process aiming to deepen mediations,dimensions and issues already identified in several productions andothers that revealed in the course of the study. According to thisprocedure was carried out a theoretical and methodological discussionof the foundations that have supported the discussion on reconciliationand impasses arising from the conflict between work and family in theEuropean and Latin American areas, specially in Brazil. From theseelements, it was found that the recognition of the need to balance workand family life as a collective problem and claims that publicintervention is in progress in a few countries, with emphasis on those innorthern Europe. In this region and with less intensity in ContinentalEurope, the issue is clearly included in the public ambit and there hasbeen a major government effort to resolve gender inequality, both inprivate and in the labor market, in addition to offering quality servicesfor children, thus enabling the parents split more evenly the demands ofwork in two spheres: private and public. Conversely, it was found that inthe countries of Southern Europe and Latin America, the scenario isquite distinct from the European countries of the North. These regionsshow similarities between themselves and the actions related to the issueof balance between work and family which keep political and culturalsimilarities that help to establish common trends among them. In bothregions the trend toward informality is evident in the work and themarginal role of welfare policies, which are configured as waste andstrong focus of social policies. Both contexts face the problem of thenew generations and consequently influence the traditional availabilityof families to provide for the social needs of its members, therebyenhancing familista strong character evidence.
