democrática, novas oportunidades políticas são apropriadas de formas
diferentes pelos atores sociais, sendo que nesta apropriação, os atores
sociais acabam obtendo algum tipo de aprendizado democrático. A base
empírica para o presente estudo é o contexto da cidade de Blumenau -
Santa Catarina. A cidade tem um histórico de pesquisas acadêmicas
sobre o associativismo civil, o que possibilitou adotar a perspectiva
metodológica longitudinal. A tese analisa a trajetória política do
associativismo de bairro de Blumenau, focando o contexto institucional
e a dinâmica associativa de bairro na cidade, orientando-se
empiricamente pelos seguintes indicadores: 1) surgimento e criação das
associações de moradores em Blumenau; 2) caracterização das
associações de moradores; 3) organização interna e dinâmica de
funcionamento das associações de moradores; 4) as associações de
moradores e as relações com outras instituições; 5) oportunidades
políticas de participação e aprendizado democrático; e 6) tendências da
cultura política dos atores sociais de bairro. O debate aqui construído e os resultados obtidos reforçam a literatura sobre o estatuto político da sociedade civil, a importância de delinear a tipologia das organizações que se está estudando, tendo em vista diferentes lógicas de atuação e dinâmicas internas de interação que organizam o universo desses atores societários. Evidenciou-se, em Blumenau, que as associações de moradores ocupam e utilizam as novas oportunidades políticas de participação de formas diferentes e acabam tendo um consequente aprendizado democrático, que aparece tanto a partir dos elementos presentados nas dinâmicas internas e relações com outras instituições, como também a partir do momento que as associações de moradores vivenciam aspectos de abertura democrática, de uma nova estrutura de oportunidade política na cidade o Orçamento Participativo. Os líderes comunitários, desde o momento em que tiveram oportunidades políticas colocadas e as aproveitaram de formas diferentes, acabaram valorizando e refletindo sobre a importância de uma gestão democrática e participava mais inclusiva dos cidadãos nas decisões de investimentos e no pensar políticas públicas, tendendo a interiorizar valores democráticos mais participativos frente à gestão pública da cidade. / This thesis begins from the hypothesis that in a context of democratic opening, new political opportunities are appropriate in many different ways by the social actors, being that in the appropriation, the social actors gets some kind of democratic learning. The empirical base to the present study its the Blumenau city context located on Santa Catarina. The city has a historical of academics searches about the civil association that allowed adopt the longitudinal methodological perspective. The thesis analyses the politics trajectory of the association from Blumenaus neighborhood, focusing the institutional context and the neighborhood dynamic associative in the city, empirically advising it self from the follow indicators: - the appearance and creation of the residents associations and the relationships with others institutions; - political opportunities of democratic learning and participation; and politic culture tendencies of the social actors from the neighborhood. The debate here constructed and the results gotten and shown during through this thesis reinforce the literature over the political statute of the civil society, the importance of delineate the typology of the organizations that organize the universe of these societal actors. Showed up in Blumenau that the residents associations occupy and use the new political opportunities of participation of different kinds of ways, and in the finish, they consequently have getting a democratic learning, that appears both during the showed elements inside dynamics and relationships with others institutions, as much as the start of the moment that the residents associations live aspects of a democratic opening on the begin of a new political opportunity structure in the city the Participative Budget. The community leaders from the moment that they got the political opportunities presented and enjoyed the different forms, they finish valuing and reflecting about the significance of a democratic management and participated more include of the residents on the decisions of investment and on think at public politics, tending to internalize democratic values more participatory in front a public management of the city.
