Esta pesquisa compara a atuação parlamentar da oposição na Câmara dos Deputados nos Governos FHC e Lula. O objetivo é revelar padrões e diferenciações nesses governos, revelando: a) quais estratégias de sobrevivência política predominaram, b) quais foram vitoriosas, c) qual o impacto eleitoral e político para os Partidos e d) se há mudanças entre o espectro esquerda e direita. Partiu-se da hipótese que apesar de semelhanças, dado o escopo constitucional, as atuações e objetivos não são iguais nos dois períodos. Por isso, definiram-se tipos ideais de oposição esperados. Do PT esperou-se uma posição sistemática, obstrutiva, fiscalizadora, punitiva e coesa, disciplinada e não migratória. Do PSDB-DEM esperouse posições programáticas, não sistemáticas e menos coesas. Para testá-la foram utilizados os seguintes dados do comportamento parlamentar: recursos procedimentais, votações nominais, propostas de fiscalização e controle, produção legislativa, representação eleitoral e o uso de Adins. A principal contribuição deste trabalho é revelar como sobrevivem as oposições num sistema de extrema competição de escassos recursos, ampliando, o entendimento do jogo partidário brasileiro e das relações entre Executivo e Legislativo, para além das preocupações dos estudos iniciais com a viabilidade governativa do sistema. / This research is about the parliamentary behavior of the opposition in the Brazilian Deputy Chamber during Cardoso and Lula administrations. The objective is to reveal patterns and differences between these two periods, showing: a) what political survival strategies prevail, b) which were successful, c) what is the electoral impact to the parties and d) if there is differences between right-wing and left-wing parties. The initial hypothesis is that despite some similarities, due to the institutional environment, the behavior and the objectives of the opposition are not identical in the two periods. So there are two types of expected behavior. From the leftist PT (Workers’ Party) is expected a systematic, obstructive, supervising behavior, punitive and disciplined. From the center-right parties PSDB and DEM, the expected behavior is programmatic, decided issue by issue, and there is less discipline. This idea is tested by the observation of the following data concerning the parliamentary behavior: procedural resources, roll-call votes, controlling and inspecting requirements, legislative production, electoral representation and ADINs The main contribution of this research is to reveal how opposition parties survive in a highly competitive system where resources (money and offices) are rare, so pushing the knowledge about the party system and Executive-Legislative relations in Brazil beyond the ordinary studies concerning the system governance.
