Previous issue date: 1998 / Resumo: A Constituição Federal de 1988 define Vigilância Sanitária e Vigilância Epidemiológica como competência do Serviço Único de Saúde (SUS). A Vigilância Sanitária tem caráter essencial, sendo uma das funções típicas do Estado, tendo como responsabilidade intermediar os interesses específicos dos diversos seguimentos, concorrendo para melhoria da qualidade dos produtos, serviços e ambientes, bem como de importância econômica para exigir qualidade e legalidade de todos que interferem nas questões de interesse sanitário. No presente trabalho: Um Olhar sobre a Vigilância Sanitária, o autor se propõe a retratar a Vigilância sob múltiplos olhares a fim de traçar um diagnóstico da situação atual. Inicia-se com um breve histórico da Vigilância Sanitária no Brasil e no Estado de São Paulo, para conhecer e identificar o momento atual. A segunda parte discute a conceituação e abrangência da. Vigilância Sanitária. abordando os problemas de saúde no Brasil e sua relação com o objeto de estudo. Um terceiro aspecto considera os vários olhares sobre Vigilância Sanitária, retratando: a) um olhar da perspectiva da experiência profissional onde foi transgredida a prática tradicional na reconstrução da Vigilância Sanitária com conceito de risco e integralidade das ações: b) um olhar reflexivo que considera? municipalização das ações de Vigilância Sanitária no Estado de São Paulo; c) um olhar observador verificando o que a imprensa está publicando sobre o assunto na Folha de São Paulo de 01 de outubro de 1996 a 31 de maio de 1997, e clipping da Secretaria de Saúde de São Paulo referente aos jornais Folha da Tarde, Diário Popular, Jornal da Tarde; Folha de São Paulo; O Globo, O Estado de São Paulo e Gazeta Mercantil no período de 01 de junho de 1997 a30 de agosto de 1997; d) um olhar crítico considerando o que os demandantes e destinatários dos serviços de Vigilância Sanitária apreendem sobre a funcionalidade da mesma. Nessa parte, o autor discute o resultado de questionário aberto respondido por 42 consumidores, 119 trabalhadores de saúde e 24 técnicos da Vigilância Sanitária. A partir da reflexão desses diversos olhares. o autor procurou traçar um diagnóstico da situação atual da Vigilância Sanitária, discutindo os possíveis encaminhamentos para atuações eficazes de Vigilância Sanitária. Esse trabalho representa um esforço de produção de conhecimento tendo como referência experiências externas à esfera acadêmica, resultado de questionamentos oriundos das vivências práticas / Abstract: The Federal Constitution of 1988 has established that Health Surveillance and Epidemiological Surveillance are the responsability of the Unified Health Care System (SUS). The Health Surveillance has an essential characteristic, as one of the basic roles of the state, having as its duty to mediate specific interests from severa I sectors and seeking the. improvement of the quality of products, services and environment, as well as the its economicaJ significance to demand quality and legal obligations from ali that are involved in the issues of public health interests. In this work An Assessment on Health Surveillance, the author proposes to analyze the Health Surveillance under several perspectives in order to get to a diagnostic of the present situation. First of all, it presents a brief history of the Health Surveillance in Brasil and in the state of São Paulo to understand and identify the present situation. The second part discusses the concepts and range of the Health Surveillance, assessing the health problems in Brazil and its relation with the object of study. The third part considers several perspectives on the Health Surveillance, observing: a) a professional perspective in which the tradicional practice was broken away from in an attempt to reconstruct the function of the Health Surveillance which adopts a concept of risk and integration of actions. b) a refiective look which evaluates the city government's responsability over the actions of the Health Surveillance in the stãte of São Paulo, c) an observant look checking on what the press has published about the subjeçt on Folha de São Paulo, from October 1, 1996 to May 31, 1997; and clippings from the Department of Health of the state of São Paulo concerning to the newspapers, Folha da Tarde, Diário Popular, Jornal da Tarde, Folha de São Paulo, O Globo, O Estado de São Paulo and Gazeta Mercantil from June 1, 1997 to August 30, 1997. d) a critical look analyzing what the consumers and users of the services of the Health Surveillance learn about the its function. In this section, the author discusses the results of a random questionary answered by 42 consumers, 119 health workers and 24 technicians from the Health Surveillance staff. From the evaluation of these several perspectives, the author has attempted to trace an diagnostic of the present situation of the Health Surveillance, discussing the possible procedures for effective actions of the Health Surveillance.
