Los indicadores de Inseguridad Ciudadana han tenido un leve
decrecimiento en el año 2020 en relación al 2019, ello -entre otros aspectos-
producto de la labor que vienen cumpliendo algunas dependencias de
investigación e inteligencia de la Policía Nacional del Perú; no obstante, -la
inseguridad ciudadana-, sigue siendo uno de los principales problemas públicos
que afronta el Perú. Sin embargo, el logro que se plasma en los indicadores aún
es insuficiente como para que se perciba una mejora sustancial en la población,
y con ello, la Inseguridad Ciudadana, deje de ser uno de los problemas públicos
más importantes del país.
La Policía Nacional del Perú, en la década de 1990 innovó la técnica
denominada “Inteligencia Operativa Policial”, la que pudo dar su fruto más
resaltante con el desbaratamiento de la OT-SL; dicha técnica, ha seguido siendo
aplicada por algunas dependencias de inteligencia de la Policía, sin embargo, no
tenido un desarrollo normativo y doctrinario adecuado, pese al tiempo
transcurrido.
El presente, busca estandarizar la aplicación de la Técnica de
Inteligencia de Inteligencia Operativa Policial, en los organismos de inteligencia
de la Policía, y con ello disminuir significativamente los índices que reflejan a la
Inseguridad Ciudadana como uno de los problemas más recurrentes que aqueja
a la población. / The indicators of Citizen Insecurity have had a slight decrease in 2020
in relation to 2019, this -among other aspects- as a result of the work being
carried out by some investigation and intelligence units of the National Police of
Peru; however, -citizen insecurity-, is still considered one of the main public
problems in Peru. However, the achievement shown in the indicators is still
insufficient to perceive a substantial improvement in the population, and thus,
citizen insecurity ceases to be one of the most important public problems in the
country.
In the 1990s, the Peruvian National Police innovated the technique
known as "Police Operational Intelligence", in which the most outstanding
achievement was the disruption of the OT-SL; this technique has continued to be
applied by some intelligence units of the Peruvian National Police, however, it
has not had an adequate normative and doctrinal development, despite the time
elapsed.
The purpose of this project is to standardize the application of the
Police Operational Intelligence Technique in the intelligence agencies of the
Peruvian National Police, and thus significantly reduce the rates that reflect
Citizen Insecurity as one of the most recurrent problems that afflict the
population.
