Previous issue date: 2007 / Esta pesquisa tem por finalidade efetuar uma leitura crítica dos documentos da Política de Defesa
Nacional (PDN), editados em 1996 e 2005. Os objetivos são: investigar as práticas discursivas
presentes nesses documentos, examinando as transformações no discurso e nas manifestações de
poder; avaliar as possíveis mudanças nas PDNs e seus reflexos na prática social; contribuir para
uma leitura crítica sobre o conceito de Segurança e Defesa. O corpus para este fim é composto
por seis textos do total das partes que compõem os textos da PDN, utilizados com o propósito de
ora serem comparados entre si − estabelecendo um contraste entre as políticas de defesa −, ora
um enfoque individual de cada política, com o objetivo de particularizar o modo como cada
documento se apresenta. As bases teóricas nas quais esta pesquisa se fundamenta são a Teoria
Social do Discurso, Análise de Discurso Crítica (Fairclough 1996, 2001, 2003; Chouliaraki e
Fairclough, 1999) e a Lingüística Sistêmico Funcional (Halliday 1994). Na apresentação destas
teorias são focalizados os conceitos de ordem de discurso (Fairclough 2001), gêneros textuais
(Bakhtin 2000; Schneuwly & Dolz 2004; Bazerman 2005) poder, ideologia e hegemonia
(Foucault 1979, 1997; Althusser 1985; Thompson 1995; Fairclough 2001, Gramsci 1988), a
concepção do processo de transitividade (Halliday, 1994), o sentido acional, representacional e
identificacional (Fairclough, 2003). Os resultados da pesquisa sugerem haver um maior
envolvimento da sociedade civil quanto à defesa nacional, a reafirmação do poder do Estado na
manutenção da segurança e defesa, a valorização da diplomacia nos temas relativos a questões de
defesa, a importância da força militar e o reposicionamento do papel das Forças Armadas. _______________________________________________________________________________ ABSTRACT / This research proposes a critical reading about the documents of the National Defense Policy
(PDN), edited in 1996 and 2005. The aim is to investigate the discoursive practices; the possible
transformations in the discourse and in the power’s manifestations; to assess the possible changes
in the PDN and its consequences in social practices; and to contribute for a critical reading on the
concept of security and national defense. The chosen corpus is fashioned by six texts from the
original parts which constitute the PDN texts. Therefore, they can be compared with each other,
establishing a distinction between the defense policies, or have each policy item individually
focused, aiming to specify how each document is presented. The theoretical basis on which this
work is founded is: the Social Theory of Discourse, the Critical Discourse Analysis (Fairclough
1996, 2001, 2003; Chouliaraki and Fairclough, 1999) and the Systemic Functional Linguistic
(Halliday 1994). The presentation of these theories focuses the concepts of the order of discourse
(Fairclough 2001); the textual genres (Bakhtin 2000; Schneuwly & Dolz 2004; Bazerman 2005);
power, ideology and hegemony (Foucault 1979, 1997; Althusser 1985; Thompson 1995;
Fairclough 2001, Gramsci 1988), the formation of the Transitivity Process (Halliday, 1994) and
the meaning of Action, Representation and Identification (Fairclough, 2003). The analysis of the
critical discourse is the methodology used for text analysis. The research results suggest that there
is a greater involvement of civilians concerning national defense, a reaffirmation of the
government’s power to maintain the nation’s security and defense; a valuation of diplomacy in
defense issues; an increase in the importance of the military and the shift in the role of the armed
forces.
