Previous issue date: 2017-08-25 / A presente tese possui como objetivo analisar o processo de in/exclusão das pessoas com deficiência no mercado de trabalho paraense, em especial, em uma indústria alimentícia de grande porte, a fim de verificar como tem sido a in/exclusão desses indivíduos com base nos parâmetros de seleção, progressão e promoção funcional. Para tanto, partiu-se da seguinte questão problematizadora: Diante de um sistema que, por meio de uma inclusão seletiva, precária e marginal, exclui em massa e inclui seletivamente, como se desenvolve o processo de in/exclusão do trabalhador com deficiência no mercado de trabalho no Estado do Pará? No intento de respondê-la, a pesquisa fez uso da Abordagem Qualitativa apoiada na análise quantitativa dos dados coletados, utilizando-se como fundamentação teórico-filosófica o materialismo histórico-dialético. Realizou-se também pesquisa bibliográfica e documental a fim de subsidiar a análise da realidade brasileira e, em especial, a do Estado do Pará. Como técnicas de pesquisa, foram utilizados questionários e entrevistas e a Análise do Conteúdo para sistematização e análise dos dados coletados. Após a realização do estudo, constatou-se que o processo de Inclusão das pessoas com deficiência na indústria alimentícia pesquisada caracteriza-se como: Precária, porque a seletividade se faz mediante o tipo de deficiência/limitação apresentada; Marginal, porque os critérios de Escolarização/Capacitação/Formação são atrelados diretamente às demandas imediatas da potencialização, racionalização e reestruturação produtiva; Subordinada, porque os critérios de ascensão funcional estão assentados em uma lógica meritocrática; Instável, porque concatena-se aos mecanismos de alienação dos trabalhadores; e Imposta, porque é regida pelos aparatos legislativos, judiciais e trabalhistas. Constatou-se, sobretudo, que essa inclusão resulta da luta de classes, pois os pontuais avanços decorrem da pressão da classe trabalhadora e da correlação de forças entre capital e trabalho. Diante desse cenário, confirma-se a hipótese de que as pessoas com deficiência são sujeitos de uma dupla exclusão: a primeira, inerente à sua própria condição de deficiência; e, a segunda, imanente à classe social a que pertencem, estabelecendo-se, assim, a correlação pobreza e deficiência. A dialética in/exclusão segue, dessa forma, a lógica estruturante da sociedade do capital, que exclui em massa e promove uma inclusão seletiva, precária, marginal, subordinada e imposta segundo suas próprias regras e interesses. / The present thesis’ objective is to analyze the in/exclusion process of disabled people in the labor market of Pará State, especially in a large size food industry. The goal is to observe how the in/exclusion of these individuals has been occurring, based on parameters of selection, progression, and functional promotion. For this purpose, it started with the following question: In the face of a system which, by means of a selective, precarious, and marginal inclusion, excludes en masse and includes selectively, how is the process of in/exclusion of disabled workers in the labor market of Pará State? With the intention of answering it, this research applied the Qualitative Approach supported by the quantitative analysis of the data, possessing as theoretical-philosophical foundation the historical-dialectical materialism. Bibliographic and documental searches were also realized to subsidize the analysis of the Brazilian reality, especially Pará State’s. Quizzes and interviews were used as survey techniques, as well as the Content analysis for the systematization and investigation of the collected data. The study confirmed, that the disabled people inclusion process in the examined food industry is characterized as: Precarious, for the selectivity is made by means of the type of disability/limitation presented; Marginal, for the Education/Qualification/Training criteria are directly tied to immediate demands of enhancement, rationalization, and productive restructuring; Subordinated, for the functional growth criteria are founded in a meritocratic logic; Unstable, for it is linked to mechanisms of workers alienation; and Imposed, for it is governed by legal, judicial, and labor apparatuses. Moreover, it was observed that this inclusion stems from class struggle, since the punctual advances arise from the working class pressure and from the correlation of forces between capital and work. In the face of this scenario, it is assured that disabled people are subjects of a double exclusion: the first, inherent to their own condition of disability; the second, immanent to the social class in which they belong. This dynamic establishes, thus, a correlation between poverty and disability. The dialectics in/exclusion follows, therefore, the underlying logic of the capitalist society. This, in turn, promotes mass exclusion, as well as a selective, precarious, marginal, subordinate, and imposed, by its own rules and interests, inclusion.
